Coming to Xuan Loi commune after 1 year of the locality "reaching the finish line" of an advanced new rural commune (NTM), a model NTM residential village, it is easy to see the new vitality as well as the prosperous and full life present on every road, in every house of the people here.

Comrade Tran Hung Vuong, Secretary of the Party Committee of Xuan Loi commune (Lap Thach) constantly learns and strives to contribute to the revolutionary cause of the Party and serve the people.

Having met and listened to comrade Vuong confide about his working time with many "up and down" memories, we better understood the openness and openness of a leader but also exuded his determination and decisiveness.

Born in 1965 in a family with a patriotic tradition, through military training and years of working in Trieu De commune as a leader, he was trained in skills of resilience, prudence and decisiveness.

After graduating from high school, young Tran Hung Vuong continued his studies at the Military Academy of the Ministry of National Defense. With many youthful ambitions, due to family circumstances, in 1988, he returned to his hometown to work.

Having held many positions from Production Team Leader to Commune Team Leader and then Vice Chairman and Head of Commune Police, in 2004, he was elected Chairman of the People's Committee of Trieu De Commune (old).

From July 2010 to September 2018, he was elected to the Executive Committee of Lap Thach District Party Committee. At this time, he held the position of Party Secretary and Chairman of the People's Council of Trieu De Commune (old).

During this time, Mr. Vuong and the Party Executive Committee of the commune started working; reviewing and adjusting work plans and tasks, issuing resolutions on local economic and social development with the determination to change and create a real breakthrough.

In common work, before making a decision, he always brings it up to the collective for democratic and public discussion, soliciting opinions, promoting the spirit of democracy, collective and individual responsibility to handle work effectively.

Under his close leadership, the Party Committee of the commune has adopted the policy of “shaking up” the working style and rectifying the working methods of cadres and civil servants in the spirit of being close to the people. Thanks to that, in 2014, Trieu De was recognized as meeting the NTM standards and was honored to receive the Emulation Flag of the Government.

Promoting the achieved results, in the following years, comrade Vuong as well as Trieu De commune (old) were honored to receive many Certificates of Merit and Certificates of Merit from all levels and sectors from the Central to local levels.

Comrade Tran Hung Vuong is always close to the people, listening to their thoughts and aspirations.

Party Secretary Tran Hung Vuong shared: To turn policies and expectations into concrete products, we must first build a spirit of solidarity and unity within the entire Party; remove "bottlenecks" and "knots", and create a transparent and practical mechanism. In addition, leaders must always know how to "keep the fire burning and spread the fire" to foster a spirit of dedication in cadres, party members and the people.

In September 2018, comrade Tran Hung Vuong was transferred to work as Secretary of the Party Committee of Xuan Loi commune. At this time, Xuan Loi had many vacant positions.

Promoting the spirit of setting an example as a leader, with the motto "talk less, do more, study carefully, think deeply", not afraid of difficulties, ready to accept any assigned task, as the head of the Party Committee of the commune, he focused on studying the working regulations of the Party Committee and the People's Committee of the commune, the resolutions of the Party Congress of the commune, summarizing and concretizing, organizing implementation by building plans, clearly identifying resources to ensure feasibility, ensuring the socio-economic development goals in the area.

With the right policy, the right solution, and the high determination of the entire political system, from the difficult starting point of a purely agricultural commune with many economic difficulties, in 2023, Xuan Loi made a breakthrough, both reaching the "finish line" of an advanced NTM commune with a total mobilized capital of more than 400 billion VND, and successfully building Da Khach pagoda with a total cost of 8 billion VND, 100% of which was from socialized capital.

Overcoming all difficulties and challenges, comrade Tran Hung Vuong and the Party Committee and People's Committee of the commune called for the successful construction of Da Khach pagoda with 100% socialized capital.

Taking us for a walk around the grounds of Da Khach Pagoda, Party Secretary of Xuan Loi Commune Tran Hung Vuong confided: “When I took on the task here, the thing I was most concerned about was how to develop Xuan Loi Commune to match its geographical potential, especially to continuously improve the material and spiritual life of the people. Therefore, whatever is within my ability to do and bring benefits to the people, I must do it, no matter how difficult it is, I must make every effort to do it.”

Xuan Loi is accelerating its development in the appearance of an advanced new-style rural area. Witnessing his hometown's "transformation", Mr. Nguyen Hong Nam, Head of Xuan Phong village shared: "Since comrade Vuong was transferred to work by the Standing Committee of the District Party Committee and appointed to hold the position of Party Secretary and Chairman of the People's Committee of Xuan Loi commune, the rural picture has changed significantly.

From the increasingly well-invested and synchronous infrastructure, the increasing income of the people, the decreasing poverty rate, the most important thing is to create solidarity, unity, and consensus of the entire political system and the people. That is the foundation, the root; it is "the Party's will in harmony with the people's will" that has created a great resource for Xuan Loi to rise up, promising a bright future.

60 years old, 21 consecutive years as Party Secretary, Chairman of the Commune People's Committee and 3 consecutive terms as District Party Committee member, in any position and locality, comrade Tran Hung Vuong has constantly strived and contributed to the revolutionary cause of the Party and served the people.

With his achievements, Tran Hung Vuong, Secretary of the Party Committee of the commune, received many Certificates of Merit from all levels and sectors from the central to local levels. Typically, the Certificate of Merit from the Prime Minister in 2015, the Certificate of Merit from the Chairman of the Provincial People's Committee in 2016, and in particular, he was awarded the Third Class Labor Medal by the President in 2021.
