Speed up site clearance for key power projects

Although the Provincial People's Committee has directed very strongly and closely, and departments and branches have actively coordinated closely, up to now, the progress of implementing many key power projects and works in the province is still slow. This requires more drastic participation of functional branches and efforts of local authorities in propaganda work, creating consensus among the people, promptly removing difficulties and obstacles to soon hand over the site, and complete the project construction on schedule.

In Binh Xuyen district, 4/5 power projects that supply power to the province are currently behind schedule in handing over the site compared to the tasks assigned by the provincial People's Committee leaders during inspections.

For example, the 110kV transmission line project after the 220kV Ba Thien transformer station (TBA), the investor is the Power Development Project Management Board under the Northern Power Corporation with a total recovered area for project implementation of more than 0.7 hectares in Trung My, Thien Ke communes and Ba Hien town.

The investor has made advance payments to households and households have handed over land to construct 22/31 pole foundation locations. There are still 9 locations without land because households requested support for the area affected by the power corridor such as the area recovered for pole foundation; there is no specific land price as a basis for approving compensation and support plans.

Currently, the People's Committee of Binh Xuyen district has directed the Department of Agriculture and Environment to coordinate with the District Construction Investment Project Management Board, the People's Committees of communes and towns to advise the District People's Committee to issue a new notice on land recovery and determine specific land prices according to the Land Law 2024; at the same time, propagate and mobilize households to declare and receive money according to the provisional plan and hand over the site.

For the national key power project 500kV Lao Cai - Vinh Yen line, the compensation - site clearance (BT - GPMB) work within the corridor of the line is still delayed in many localities. Notably, up to 4/5 districts where the line passes through have not officially approved the compensation, support and resettlement plan when the State reclaims land to implement the project (currently, only Binh Xuyen district has approved the plan).

To ensure the construction progress and energization of key power projects that supply power to the province, in the context of economic recovery and rapidly increasing electricity demand, the Department of Industry and Trade recently issued a document requesting the Provincial People's Committee to promptly consider Submission No. 19 dated March 18, 2025 of the Department of Agriculture and Environment, deciding on measures and support levels due to limited ability to use planted forest land when implementing BT-GPMB work for the Lao Cai - Vinh Yen 500kV transmission line project.

Authorize the People's Committee of Tam Dao district to decide on other measures and support levels when the State reclaims land according to regulations for 7 projects in the district; at the same time report to the Ministry of National Defense to assign the Armored Corps to coordinate in site clearance for the 500kV Lao Cai - Vinh Yen transmission line project.

Urge Binh Xuyen district to seriously and fully implement the tasks assigned by the provincial People's Committee to complete compensation and handover of construction sites for 4 key power projects that provide power to the province.

The Department of Agriculture and Environment shall promptly complete the review, adjustment and supplementation of Decision No. 47 dated October 15, 2024 of the Provincial People's Committee, specifying a number of contents on compensation, support and resettlement when the State acquires land in the province.

Along with that, the People's Committees of Song Lo, Lap Thach, Tam Duong, Tam Dao, Binh Xuyen districts shall make specific plans and solutions to continue implementing the work of counting, measuring area, determining land types, making, appraising, and approving compensation and support plans for land, crops, assets, architectural objects... in the corridor; making specific plans, implementation results of resettlement arrangements, support measures for people subject to resettlement, temporary housing before having stable housing for the Lao Cai - Vinh Yen 500kV transmission line project.

Specific commitment on the time to complete the BT-GPMB work along the corridor, ensuring completion before April 15; soon complete the determination of specific land prices to implement compensation, support, approve compensation plans, speed up the BT - GPMB progress. Strengthen propaganda and dissemination of BT - GPMB policies to gain people's consensus, creating favorable conditions for contractors to construct.
