Deploying the 2024 dry season power supply plan

Implementing the direction of the Ministry of Industry and Trade in Decision No. 3376/QD-BCT dated December 29, 2023 on approving the Power Supply Plan for the peak months of the dry season (April, May, June, July) in 2024 and Document No. 9263/BCT-DTĐL dated December 27, 2023, Vietnam Electricity Group (EVN) has requested its affiliated units to strictly and effectively perform the assigned tasks regarding the announcement and implementation of the power system operation plan for 2024.

For the National Load Dispatch Center (A0), announce the Power Supply Plan for the peak months of the dry season in 2024, including the plan to mobilize monthly electricity output according to option 2 in Official Dispatch No. 7726/EVN-KH+KTSX for investors of power plants and related units so that the units can proactively prepare appropriate backup plans for electricity production.

Before March 10, 2024, review, update and report to the Group to report to the Ministry of Industry and Trade on the Plan to ensure electricity for the national power system, including the plan to prepare fuel for thermal power plants, especially in the North during the peak months of the dry season in 2024 with scenarios to control and respond to difficulties in electricity supply, with reserves to ensure response to extreme situations, incidents, and overlapping difficulties.

At the same time, continue to coordinate with units to implement power source solutions according to the direction of the Government Standing Committee in Notice No. 457/TB-VPCP dated November 6, 2023 and the directions of the Minister of Industry and Trade in the past time; closely coordinate with units managing and operating hydropower reservoirs to regularly update and closely follow the hydrological situation of hydropower reservoirs to have an optimal and effective reservoir operation plan, comply with regulations and procedures for inter-reservoir and single-reservoir operation, ensuring security and safety of power supply.

A0 reviews the 500 - 220 - 110kV grid operation plan; checks and reviews the generator shedding adjustment, special shedding systems throughout the power system, and the low-frequency load shedding relay system (F81) to respond to serious incidents on the 500kV North - South transmission grid when transmission is high.

For the power generation sector of the Group, strengthen coordination and continuously provide information to the Vietnam Oil and Gas Group, Vietnam National Coal and Mineral Industries Group, and Dong Bac Corporation on updating fuel demand for power production of the entire system; strengthen inspection and consolidation of equipment, overcome defects, ensure improved operational reliability, improve power generation capacity of generators, and minimize generator failures.

Hydropower companies proactively coordinate with localities to develop plans to prepare water for agricultural production, minimize dependence on water discharged from reservoirs; maximize water resource savings according to the direction of the Government Standing Committee in Notice No. 457/TB-VPCP dated November 6, 2023.

For Power Corporations, prepare plans to ensure power supply for holidays, Tet and major political and cultural events in 2024 in the area; promote extensive and substantial power saving and raise awareness of economical and efficient use of electricity; at the same time, promote the implementation of electricity demand management programs and adjust electricity loads. At the same time, strengthen the grasp of load demand developments in the area; accurately forecast load demand next month and peak months of the dry season; develop power supply scenarios, including scenarios of prolonged heat waves and sudden increases in load demand.

For the National Power Transmission Corporation, strengthen on-duty, closely monitor and supervise the operation of the power transmission system; ensure safe operation of the 500kV North - Central - South transmission system; concentrate all resources, develop detailed plans and strengthen inspection, supervision, and timely reporting to competent authorities to ensure the progress of the 500kV line 3 Quang Trach - Pho Noi project; strengthen on-duty, inspect, and review the transmission grid to promptly detect and promptly handle equipment abnormalities, minimize the possibility of incidents or having to separate equipment from operation; review to ensure the normal operation of the transmission grid's automatic and protective relay systems.
