Hanoi launches project to connect two ring roads.

Hoang Mai District is preparing to implement the construction of a road connecting Ring Road 2.5 to Ring Road 3, approximately 2km long, with an investment of 370 billion VND.

The Hoang Mai District Investment and Construction Project Management Board ( Hanoi ) is currently selecting a contractor for the Minh Khai - Vinh Tuy - Yen Duyen road construction project, connecting from Ring Road 2.5 to Ring Road 3.

The project has a total investment of approximately 370 billion VND, using funds from the Hoang Mai district budget. The contract duration is 360 days, and the contractor will be selected through an open bidding process, with the bid opening on November 25, 2024.

When completed, the road will connect Ring Road 2.5 to Ring Road 3. (Illustrative image.)

Previously, in October 2023, the Hanoi People's Committee approved the investment project to build the Minh Khai - Vinh Tuy - Yen Duyen road connecting from Ring Road 2.5 to Ring Road 3 (Hoang Mai district).

The project is approximately 2km long, starting at the intersection with Ring Road 2.5 and ending at the intersection with Ring Road 3, passing through the Yen So, Tran Phu, Linh Nam, Vinh Hung, and Hoang Van Thu wards.

The project is being developed with the aim of completing the transportation infrastructure system according to the approved plan, creating a connecting axis between roads and urban areas in the region, ensuring aesthetics, helping to minimize traffic congestion, and contributing to the socio -economic development of Hoang Mai district.

The Hanoi People's Committee has assigned the Hoang Mai District People's Committee as the project's investor; the investor's representative is the Hoang Mai District Investment and Construction Project Management Board.

According to the People's Committee of Hoang Mai District, the total area expected to be acquired for the project is approximately 64,849 m2 (the specific area will be determined during the boundary demarcation process when carrying out land clearance).

Currently, the People's Committee of Hoang Mai District has directed the District Investment and Construction Project Management Board to coordinate with the People's Committees of the wards to conduct surveys and measurements to create maps of the current land use status as a basis for land acquisition and to develop plans for compensation, support, and resettlement. They are also carrying out land declarations and conducting investigations into the current land use status, verifying the contents of the declarations.

Hoang Mai District also assigned the wards the task of coordinating with the organization responsible for compensation and land clearance in providing cadastral records, surveying and assessing the current state of land in the land acquisition area, compiling a list of land parcels to be acquired, land users, and land use purposes.

Coordinate with the organization responsible for land compensation and resettlement to conduct investigations, surveys, measurements, determine land area, and compile statistics on houses and other assets attached to the land in order to develop a compensation, support, and resettlement plan.

Regarding the relocation plan, after the People's Committee of Hoang Mai District issues a Decision approving the compensation and support plan as prescribed, organizations and individuals will carry out the relocation and hand over the land within the timeframe specified in the Decision approving the compensation and support plan. Completion is expected in the first quarter of 2025.
