The Ministry of Transport has just sent a document to the Hanoi People's Committee to respond to the agreement on the design solution for the intersection connecting the Component Project 2: Investment in the construction of Ring Road 3.5 from Phuc La - Van Phu to Phap Van - Cau Gie Expressway with the Phap Van - Cau Gie Expressway.
Accordingly, the Ministry of Transport agreed on the policy of researching and building an Interchange at Km 185+520 on the Phap Van - Cau Gie Expressway with the Investment Project to build Ring Road 3.5 from Phuc La - Van Phu to Phap Van - Cau Gie Expressway as proposed by the Hanoi People's Committee.
The Ministry of Transport affirmed: The project will help reduce traffic congestion on Ring Road 3, strengthen connections with Ngoc Hoi Bridge and facilitate inter-regional traffic connections with the eastern provinces of Hanoi.

The Ministry of Transport requested the Hanoi People's Committee to direct the Hanoi Department of Transport and relevant units to update and supplement intersections in the General Adjusted Planning of Hanoi Capital to 2045, with a vision to 2065.
Coordinate with the Vietnam Road Administration in the process of updating and developing the Road Infrastructure Planning for the 2021-2030 period, with a vision to 2050, to ensure that investment in the above intersections is consistent with the plans approved by competent authorities.
Informing that the Phap Van - Cau Gie expressway currently has a toll station at Km 188+300 and at the Tu Hiep intersection intersecting with the Phap Van - Cau Gie expressway at Km 184+120, the Ministry of Transport requested the investor to negotiate with the BOT project enterprise managing the Phap Van - Cau Gie expressway to have appropriate technical solutions and toll collection solutions that do not affect the financial plan of the BOT project.
The investor is also responsible for reviewing and implementing the correct order and procedures for investment and construction, completing and submitting to the competent authority for approval the feasibility study report for the Ring Road 3.5 project invested with the Hanoi City budget, ensuring compliance with the provisions of the law on construction.
At the same time, research and select the cross-sectional scale, design speed, radius, longitudinal slope, and super-elevation in the intersection branches, and submit to the Vietnam Road Administration for approval a suitable traffic organization plan to ensure the ability to travel and safety during operation. Research and supplement solutions so that vehicles (bicycles, motorbikes, cars) and pedestrians can travel back and forth on the two Phap Van - Cau Gie service roads conveniently and safely.
The Ministry of Transport assigned the Vietnam Road Administration to perform the functions of the road management agency and the competent authority in signing and implementing the BOT contract to coordinate with the investor to organize the implementation to ensure compliance with regulations in the management, operation and protection of the Phap Van - Cau Gie expressway.
The total length of the project is about 10.34km. The starting point of the route is at Km 0+000 of Phuc La - Van Phu road (Ha Dong district) and the end point is at Km 10+340 of Phap Van - Cau Gie highway (Thanh Tri district).
The route is invested and designed with the scale of an urban main road, speed 80km/h, cross-section from 60-80m.
There will be 6 bridges on the route, including: Nhue River Bridge, Hoa Binh Bridge, To Lich Bridge, railway overpass, National Highway 1A overpass and Phap Van - Cau Gie expressway intersection overpass.
