The Hanoi Department of Transport has just issued a document requesting the Hanoi People's Committee to sign a decision authorizing the signing of an appendix to the contract for the investment project to build the 2.5 Ring Road from Dam Hong to National Highway 1A.
Mr. Nguyen Phi Thuong - Director of Hanoi Department of Transport has just signed Document No. 228 requesting the City People's Committee to authorize the signing of the contract appendix for the investment project to build Road 2.5 from Dam Hong to National Highway 1A under the BT form.
Beltway 2.5 Dam Hong section has been under construction for many years.
According to the Hanoi Department of Transport, relevant departments have urgently carried out legal procedures, recommending the City People's Committee to consider and approve the authorization for the City Traffic Construction Investment Project Management Board to sign a BT contract for the 2.5 Road Construction Investment Project (section from Dam Hong to National Highway 1A, Hoang Mai District) in the form of a BT contract.
To date, the investor has completed 1,381/1,600m (of which, 1,130m is completed to the coarse asphalt concrete layer, 251.7m is completed to the grade 1 crushed stone layer). From 2020 to now, the project has stopped construction because the contract implementation period has not been extended, and the adjusted feasibility study report has not been approved.
The project has been suspended for more than 4 years, causing traffic congestion in the area and environmental pollution. Voters in Hoang Mai district have repeatedly petitioned National Assembly deputies, Hanoi People's Council and Hoang Mai District People's Council.
To match the progress of the entire Ring Road 2.5 project, the Chairman of the Hanoi People's Committee has just requested the investor Hoang Ha Construction Company Limited and related parties to soon complete procedures to start construction of the project.
Regarding site clearance work, on April 24, 2024, Hoang Mai District People's Committee issued Document No. 1136 reporting that the site clearance work had been completed and the entire site had been handed over to the investor for construction. It is known that immediately after the contract extension, Hoang Ha Construction Company Limited will organize construction according to the commitment, in sync with the progress of the Kim Dong - Giai Phong underpass project.
According to Giao thong Newspaper, the investment project to build the 2.5 beltway (section from Dam Hong to National Highway 1A) in Hoang Mai district is implemented based on the terms signed in BT Contract No. 01/2014/HDBT (January 2014) and the Appendix to the contract signed in 2017 between Party A - Hanoi People's Committee and Party B - a consortium of Hanoi Housing and Urban Development Business Joint Stock Company, Hoang Ha Construction Company Limited (called the investor). According to the contract, the investor is responsible for implementing the investment project to build the 2.5 road in Hoang Mai district (BT project), 2,061m long, with a total investment of 1,317 billion VND.
The Hanoi People's Committee is responsible for assigning the investor to invest in the construction and business of another project (corresponding project) - the New Urban Area Expansion Project in the North and Northwest of Dai Kim - Dinh Cong (Hoang Mai District). Payment is made through the principle of offsetting between the value of the BT Project and the New Urban Area Expansion Project in the North and Northwest of Dai Kim - Dinh Cong.
Previously, on March 19, 2014, the BT project was started amid the excitement of many people living in the area. However, more than 10 years have passed and the project is still unfinished.
The main reason for the project's delay is that the site clearance work encountered many difficulties and obstacles, and people filed complaints. In addition, verifying the origin of the land was difficult due to the situation of buying and selling and transferring through many owners; the project had to adjust the design to match the planning... which is also the reason for the project's delay...
