On December 22, the City Party Committee, People's Council, People's Committee and Vietnam Fatherland Front Committee of Ho Chi Minh City organized the 2024 Intellectual Meeting Conference. The event attracted about 300 scientists, researchers, artists and experts in many typical fields in the city.
Intellectuals send great thoughts to the 'locomotive' of the whole country
At the Conference, Dr. Le Quoc Su - Director of Vinmec Central Park International General Hospital acknowledged that Ho Chi Minh City is currently the largest medical center in the country, with the highest number of outpatients and inpatients annually, the most diverse medical service model and also the place with the most hospitals,...
However, many of the city's leading public hospitals, such as Cho Ray, Oncology, University of Medicine and Pharmacy, People's 115, Tu Du, Hung Vuong, Children's Hospital 1, Children's Hospital 2, etc., have been frequently overloaded for many years.
Because there is no specific policy on optimizing resources, especially good doctors in public hospitals, the private sector has tried every way to invite good doctors to work. This causes the public sector to lose or lose good human resources that need to be optimized.
In the field of science and technology, Prof. Dr. Dang Luong Mo - Teacher Honorary Professor of the University Hosei University , Tokyo (Japan ) ; problem Grand Ho Chi Minh City National University points out "bottlenecks" that are hindering development.
Professor Mo acknowledged the above-mentioned major policy, with 80% of overseas Vietnamese currently living in countries advanced in science and technology and industrial development, this is a huge resource, an endless and valuable resource.
Two years after Resolution 36-NQ/TW was issued, Prof. Dr. Dang Luong Mo participated in the proposal to establish the Overseas Vietnamese Science and Technology Club to serve as a bridge between overseas Vietnamese scientists and technicians around the world and domestic scientific, technical and higher education organizations.
"I had the honor to be the Head of the Organizing Committee to establish this Club. Among them, there were a number of outstanding intellectuals such as Ms. Luong Bach Van, at that time Vice President of the Vietnam Fatherland Front Committee of Ho Chi Minh City; Mr. Ngo Duc Chi, a Belgian expatriate - General Director of Global Cybersoft Company; Prof. Dr. Nguyen Dang Hung, a Belgian expatriate; Associate Prof. Dr. Nguyen Luong Dung, a German expatriate and Mr. Nguyen Tri Dung, a Japanese expatriate", Professor Mo recalled.
From the activities of this Club, it is the basis for Ho Chi Minh City to attract many overseas Vietnamese experts and scientists in many fields to contribute to the country. The city has granted a mechanism to establish the Microchip Design Research and Training Center (ICDREC) , under the Software Technology Park of Ho Chi Minh City National University.
Prof. Dr. Dang Luong Mo said that, after overcoming initial difficulties, ICDREC designed the first Vietnamese chips, putting Vietnam's name on the world's microchip map, becoming an important factor in the birth of the Ho Chi Minh City Microchip Semiconductor Technology Development Program in later stages.
However, he said that the achievements in the city's scientific and technological development so far have not been commensurate with the city's internal strength and position. Therefore, it is time for the State to directly and actively participate in the work of mobilizing, attracting and using overseas Vietnamese talents.
"If we have mobilized overseas Vietnamese resources and employed Vietnamese people abroad, then we should, and should have, appropriate treatment policies," Professor Dang Luong Mo suggested.
In the field of social sciences, Prof. Dr. Vo Van Sen confided that the recent Covid-19 pandemic has revealed other hidden corners of the socio-economic life in Ho Chi Minh City. Since 1991, the city has begun to build industrial parks and export processing zones with high labor concentration. This has led to a wave of migration from other localities to the city, causing great pressure on infrastructure, education, health care and housing systems. Despite the large concentration of labor, the construction of accommodation and housing for workers in the city is extremely limited.
Therefore, Professor Sen suggested that the current socio-economic development process of the city not only requires the Party Committee and the government to solve issues of economic development and growth, but also to solve many social problems. Chairing the Conference, Mr. Nguyen Van Nen - Politburo member, Secretary of the Ho Chi Minh City Party Committee emphasized that the goal of the city's action program is to develop a team of intellectuals with political mettle, a firm ideological stance, and a strong connection between the Party and the government with intellectuals; intellectuals play an important role in strengthening the great national unity bloc.
According to Mr. Nguyen Van Nen, although Ho Chi Minh City has maintained its growth targets and its position as the "locomotive" of the country, there are still many problems that need to be resolved, and efforts must be continued to resolve, step by step, each key and specific issue.
During this process, the head of the Ho Chi Minh City Party Committee hopes that the city's Action Program will continue to be effective, to build a team of intellectuals with sufficient quantity and strong quality, especially a team of leading experts and scientists in key, important and new fields to meet the requirements of industrialization and modernization of the country and comprehensive development of the city.
To achieve the set goals, Ho Chi Minh City leaders have directed the completion of mechanisms and policies to ensure feasibility and consistency, creating conditions for intellectuals to develop comprehensively, improve their capacity, qualifications and contribute to the city and the country.
