Prime Minister Pham Minh Chinh works with leaders of Tra Vinh province.
Speaking at the meeting, Prime Minister Pham Minh Chinh acknowledged, commended the efforts and highly appreciated the results achieved by the Party Committee, Government and people of Tra Vinh in implementing socio-economic development tasks in recent times, contributing to the overall development of the country. In particular, in the first 9 months of 2023, the province's GRDP growth reached 8.51% (ranked 2nd/13 in the Mekong Delta region, 11th/63 nationwide); of which industry increased by 17.39%, electricity production alone increased by 27.23%.
In addition, the Prime Minister and delegates said that Tra Vinh still faces many difficulties and challenges. The great potential of the economy has not been well exploited and promoted effectively; the scale of the economy is still small; investment resources are limited. Budget revenue is not sustainable and still depends heavily on a number of areas.
The province's vital transport infrastructure is still lacking and narrow, lacking connections with the main transport axes of the region and the whole country. The divided terrain with the province's location between the Tien and Hau rivers has many advantages but also many disadvantages. Climate change, natural disasters, droughts, saltwater intrusion, landslides... are developing abnormally, severely affecting the lives, production, and livelihoods of people and businesses.
The main reasons are great potential but limited mechanisms and policies; human resources still have many difficulties; public-private cooperation to mobilize social resources is not much.
The Prime Minister stated that Tra Vinh needs to focus on concretizing and implementing the three strategic breakthroughs identified by the Party and State.
Tra Vinh needs to develop based on pillars with marine economy as the driving force.
Regarding development orientation, the Prime Minister stated that Tra Vinh needs to focus on concretizing and implementing the three strategic breakthroughs identified by the Party and State (infrastructure, institutions, human resources) based on the conditions and characteristics of Tra Vinh. Accordingly, regarding infrastructure, it is necessary to make breakthroughs in highways, inland waterways and agricultural production infrastructure.
Second, breakthroughs in innovation and startups to promote the province's strengths and develop emerging fields such as digital transformation, green transformation, circular economy, sharing economy, climate change response, etc.
Third, breakthroughs in enhancing provincial competitiveness, administrative reform, improving the investment and business environment, and enhancing the implementation capacity of staff.
Along with that, Tra Vinh needs to develop based on the following pillars: High-tech agriculture with agricultural economic thinking; marine economy as a driving force; industry focusing on agricultural processing, renewable energy, etc. Effectively exploiting potentials and advantages; effectively connecting with economic centers, exploiting the advantages of the region's maritime routes. Promoting human resources, cultural and historical traditions; developing culture on par with the economy, ensuring social security and protecting the environment.
The Prime Minister noted that Tra Vinh needs to develop based on pillars with the marine economy as the driving force.
Agreeing with the tasks and solutions for the coming time identified by the leaders of Tra Vinh province, the Prime Minister noted a number of key issues, first of all focusing on promoting the three growth drivers (investment, consumption, export); exploiting the domestic and foreign markets well; drastically accelerating the disbursement of public investment capital; promptly removing difficulties and obstacles, promoting production and business.
Effectively implement the newly announced Provincial Planning in conjunction with the Mekong Delta Regional Planning and the national planning, promote regional connectivity, develop distinct potentials, outstanding opportunities, competitive advantages, and create new driving forces. Attract and diversify resources, focus on the PPP form; strictly manage and effectively use investment capital. Develop a synchronous transportation network and socio-economic infrastructure.
Focus on developing processing industry, high technology, renewable energy. Develop organic, sustainable agriculture, apply high technology, add value, associated with brand building, form key industry chains, develop e-commerce, further promote OCOP products. Develop tourism based on exploiting historical values, traditions, cultural identity.
Along with that, focus on environmental protection, pollution prevention; respond to natural disasters, climate change, landslides; consider water resources as the core factor; protect and effectively exploit ecological diversity...
Tra Vinh Provincial Party Secretary Ngo Chi Cuong speaks at the meeting.
Also at the meeting, the Prime Minister gave his opinion on each proposal and recommendation of Tra Vinh. Through surveys, field inspections and reports, the Prime Minister said that along with human resources, transport infrastructure is still the biggest bottleneck for Tra Vinh province.
The Prime Minister requested Tra Vinh to focus resources, increase revenue and save expenditure, and work with the Central Government to resolutely implement a number of projects to remove traffic bottlenecks, thereby connecting with major traffic infrastructure projects in the Mekong Delta region.
In particular, it is necessary to study and supplement planning, establish projects, mobilize resources to build a new expressway connecting the existing Co Chien bridge and the Dai Ngai bridge that has just started construction, build Co Chien 2 bridge downstream to connect the Tra Vinh - Ben Tre coast, soon invest in the Hong Ngu - Tra Vinh expressway, connect the coastal route of the Mekong Delta provinces, build a deep-water seaport for Tra Vinh...
