A report by the Ho Chi Minh City People's Committee said that 8,918 officetel apartments in 29 projects in the area have not been granted pink books due to problems.

As of December, the city’s Department of Natural Resources and Environment has completed the removal and issuance of pink books for 7,174 officetels in 9 projects, reaching a rate of 80%. The locality has 20 remaining projects with 1,744 units that are being removed.

Among the 9 officetel projects that have just been granted pink books, the Department mentioned 2 projects of Novaland Group: Apartment No. 146 Nguyen Van Troi, Phu Nhuan (87 units) and project No. 28 Mai Chi Tho, Thu Duc City (1,009 units). The remaining 7 projects have been dismantled, including the Tan Cang, Binh Thanh project of investor Vinhomes (1,777 units); 3 projects at 2 Ton Duc Thang, District 1 of Thien Nien Ky Company (1,554 units), Elegance Real Estate Company (594 units) and Supreme Real Estate Investment Company (995 units); High-rise residential area combined with trade and services in Ward 5, District 8 of Giai Viet Company (228 units); Celadon City project of investor Gamuda Land (56 units); residential area project of Phuoc Kien commune (Lot G and Lot E) of Nova Riverside Real Estate Company (874 units).

The Department said it will send a written notice to investors so that businesses can promptly submit their applications and complete the process of issuing certificates to home buyers.

8,918 officetel apartments are one of 6 groups of projects that have encountered difficulties that Ho Chi Minh City is resolving, equivalent to more than 81,000 apartments. To date, the city has completed the resolution for more than 43,000 apartments, reaching a rate of 53%. It is expected that by 2025, the city will complete the resolution of difficulties and issue pink books for the remaining 38,000 apartments.

Group 1 is projects with no legal problems, waiting to fulfill financial obligations with 8,159 units, the Land Registration Office has completed the procedures for granting pink books since May.

Group 2 is projects without legal problems, investors and home buyers have not submitted documents with 30,061 documents. To date, project investors have submitted 16,378 documents, the remaining 13,683 documents have not been submitted.

The reason is that the project must review land use fees (project of Phu My Hung Company, District 7), the project does not have documents allowing it to be sold to foreigners and the resettlement records are sold back to the locality.

Group 3 is a new real estate group consisting of 8,918 officetel apartments, the dismantling work has been mentioned above.

The Department will request investors and home buyers in the above projects to submit documents to resolve procedures for granting pink books.

Group 5 is the other group with 3,125 units in 6 projects. The Department has resolved the issues for 3 projects including Gamuda Land's project in Tan Phu (927 units), Tien Phuoc - Vuon Lai project in District 12 (194 units), and 8A Dam Sen apartment building in Tan Phu district (594 units). The Department will continue to coordinate with the Department of Construction to resolve issues related to home buyers in the remaining 3 projects.

Group 6 is the inspection and investigation group with 8,235 apartments in 18 projects. The Department has resolved 7 projects with 3,565 apartments. The remaining 11 projects, projects on the list of projects to be resolved by Working Group 153, will be implemented when there is a pilot Resolution of the National Assembly based on Conclusion 77 of the Politburo.

For projects subject to temporary payment of land use fees that the City People's Committee has reported to the Prime Minister, the Department of Natural Resources and Environment has assigned its affiliated units to review, research and propose solutions to continue determining financial obligations as well as issuing pink books to home buyers at these projects.
