The Ho Chi Minh City Department of Education and Training said it has decided to suspend the school's educational activities for 12 months from July 1, 2024.
Regarding the operations of the American International School (AISVN) Primary, Middle and High School, the Ho Chi Minh City Department of Education and Training announced that it has decided to suspend the school's educational operations for 12 months from July 1, 2024.
Previously, on May 28, the Department of Education and Training and the City's Interdisciplinary Working Group worked with the investor and the AISVN School Board, requesting a report to be sent to the Department before June 15, 2024.
However, up to this point, the City Department of Education and Training has not received a report from the unit to determine that AISVN School is qualified to operate education according to the 2019 Education Law and Decree 46/2017/ND-CP regulating conditions for investment and operation in the education sector dated April 21, 2017.
On this basis, pursuant to the provisions of Point b, Clause 1, Article 50 of the 2019 Law on Education and Point b, Clause 1, Article 30 of Decree No. 46/2017/ND-CP of the Government, due to failure to ensure conditions for permission to conduct educational activities (not having enough financial resources as prescribed to ensure the maintenance and development of educational activities; educational management staff are not sufficient in number to implement educational programs and organize educational activities), the Department of Education and Training has decided to suspend the school's educational activities.
Regarding measures to ensure the legitimate rights and interests of students, the City Department of Education and Training said: from April 2024 to the present, according to reports from educational institutions, there have been 134 cases of parents of AISVN School transferring schools for students.
The Department has organized work with 18 high schools with investment capital, teaching foreign programs and Vietnam Australia International School (a public school under the City Department of Education and Training) to collect statistics on reception capacity and support policies for students who want to transfer from AISVN School.
Schools have the capacity to accept more students and provide information on many support policies regarding tuition, registration fees, etc.
Particularly for schools teaching the International Baccalaureate (IB) program, the capacity to receive students in the 2024-2025 school year recorded at the time of the survey was 1,251 places, more than the number of students studying at AISVN School.
On June 28, the Department of Education and Training issued Official Dispatch No. 4011/SGDĐT-GDTrH on school transfer instructions for students of AISVN School at https://chuyentruong.hcm.edu.vn.
Specifically, students from grades 1 to 8 in the 2023-2024 school year can register to transfer to public and non-public high schools teaching the general education program of the Ministry of Education and Training; schools implementing the integrated program according to Decision 5695/QD-UBND and the Decision approving the integrated program of the Ministry of Education and Training; and foreign-invested schools teaching the International Baccalaureate program.
Students in grades 9, 10, and 11 in the 2023-2024 school year can register to transfer to non-public high schools teaching integrated programs according to the approval decision of the Ministry of Education and Training; foreign-invested schools teaching foreign programs and the International Baccalaureate program.
At the same time, the Department of Education and Training has also worked with educational institutions to facilitate the reception of students transferred from AISVN School; some foreign-invested schools have support policies when receiving students from AISVN School.
The Ho Chi Minh City Department of Education and Training also requested AIS American International Education Joint Stock Company (investor of AISVN School) and AISVN School to be responsible for students, teachers, educational administrators, and school staff.
Specifically, the Company must implement appropriate solutions to ensure students' learning rights, not to interrupt their studies, and have solutions to stabilize the psychology of students and their parents.
For teachers, managers and employees, the Company must ensure the implementation of policies and regimes as agreed with employees in the signed labor contracts; fully comply with regulations on the use of foreign employees in accordance with the law.
Previously, in September 2023, many parents gathered in front of the gate of AISVN School, demanding that the school pay billions of dong in debt.
According to parents' feedback, they signed a contract to lend the school interest-free so that their children would be exempted from regular tuition fees at the school.
However, when their children finish the program or complete the school transfer procedure, they have not received a refund of this amount according to the contract.
According to the school, in the past, the school paid back the education investment on time. Later, the school encountered difficulties and delayed the repayment of the loans.
At that time, the school said it was accelerating the restructuring of all financial operations to ensure teaching quality and long-term financial stability.
However, from September 2023 to present, AISVN School continues to face difficulties and does not have enough conditions to maintain educational activities.
AISVN is a private school with 100% domestic capital. During the difficult period before, the school had more than 1,200 students studying the International Baccalaureate program; there were 129 foreign teachers, 26 Vietnamese teachers and 103 staff./.
The reason is that the school does not have a feasible plan to improve its current operating situation and has not ensured the conditions for organizing educational activities in the next school year.
