On August 20, Mr. Nguyen Bao Quoc - Deputy Director of the Department of Education and Training of Ho Chi Minh City - chaired a working session on educational activities of the American International School (AISVN).
AISVN International School is not allowed to survey students studying at the school.
After listening to the school's report on the implementation of the contents to ensure the resumption of activities, the transfer of students to ensure the right to study of students in the 2024-2025 school year and the opinions of the departments under the department, the deputy director of the department concluded the case.
No survey shall be conducted to determine whether the student will continue to study at the school. At the same time, during the suspension period, the school shall not organize any educational activities as prescribed.
Notify parents of the transfer and guide them through the transfer procedures. Assign a person to sign the transfer documents and require this to be done before the start of the new school year to avoid affecting the student's enrollment time.
"The school must comply with current regulations. If there is any illegal behavior, the Ho Chi Minh City Department of Education and Training will apply measures to ensure that the school complies with regulations.
When the unit submits a complete application and sufficient evidence to ensure the conditions for resuming operations, the department will consider the request for a license to resume educational operations. Up to now, the school has not ensured the conditions for educational operations," the conclusion stated.
The school's application for permission to resume operations is not yet qualified.
Regarding the situation related to AISVN International School, the Ho Chi Minh City Department of Education and Training said that after suspending the school's operations according to Decision 2042 dated June 28, the investor and the school's board sent many documents to the department.
However, considering that the documents were not qualified, the department issued a reply letter to the school. On August 2, the department had a meeting with Ms. Nguyen Thi Ut Em - Chairwoman of the AISVN International School Board - to provide detailed instructions on the process and explain the regulations and procedures for allowing educational activities to resume.
However, from August 3 to 11, the department received a lot of information from press agencies, social networking sites, and feedback from parents about the situation of AISVN International School reopening while the school had not yet completed the required documents and sent them to the department.
Therefore, on August 12, the department continued to have a working session with Ms. Ut Em, and at the same time explained to the school that it was not allowed to organize activities while Decision 2042 was still in effect.
The school has only 28 teachers left.
Assessing the actual situation at the school, the department said that up to now, the school has not been approved by the department for educational cooperation because it has not completed the approval documents for the integrated program according to the comments of the Ministry of Education and Training.
The Department has issued an official dispatch announcing that it has not yet assigned the enrollment quota for grade 10 in the 2024-2025 school year to AISVN International School and the school is not allowed to enroll in the first grades (grades 1, 6, and 10) and accept transfer students for the 2024-2025 school year.
Up to now, according to reports from schools that are capable of receiving students from AISVN International School and on the department's online transfer page, the number of former students who have contacted to transfer to another school is 268, however, their parents have confirmed but have not paid tuition to the transfer school.
Regarding the school's current teaching staff, there are 10 foreign teachers and 18 Vietnamese teachers (6 primary school teachers, 12 secondary school teachers).
The school has not yet had a new principal because AIS American International Education Joint Stock Company (AIS Company) is proposing to consider reorganizing the school board of AISVN International School.
Regarding financial resources, AIS Company has not provided supporting documents demonstrating sufficient financial resources as prescribed to ensure the maintenance and development of educational activities.
The Tax Department of District 7 - Nha Be District has issued a document requesting to revoke the establishment license of AIS Company.
Immediate information for parents that schools cannot open the new school year
At the meeting on August 20, the department requested the AISVN International School Board to immediately send information to all parents of the school that the school cannot organize the opening ceremony of the new school year as planned because it does not have enough conditions to resume operations in time for the 2024-2025 school year. At the same time, complete the procedures to support students to transfer schools within the week in time for the new school year starting from August 26.
The Department of Education and Training continues to provide detailed instructions to parents on how to transfer students to other schools, monitor school activities, and coordinate with the City Police and relevant departments to monitor the activities of AIS Company.
At the same time, the Department continues to guide AIS Company and the AISVN International School Board to complete procedures related to the consolidation of the school board, dismissal of the principal, recognition of a new principal to replace him, and allowing educational activities to resume when it is proven that the causes leading to the suspension have been resolved.
