Ho Chi Minh City Department of Education and Training drafts proposal to support and exempt tuition fees from preschool to high school

2 tuition support policies

Specifically, in the draft, the Department of Education and Training of Ho Chi Minh City builds two specific policies to support tuition fees, including:

Policy 1 : Tuition support for preschool children, public and non-public high school students and high school continuing education students in Ho Chi Minh City from the 2025-2026 school year.

Policy 2 : Tuition support for public and non-public high school students and high school continuing education students in Ho Chi Minh City from the 2025-2026 school year.

Both of these policies apply to two groups of students:

+ Group 1: Students studying at schools in Thu Duc City and districts: 1, 3, 4, 5, 6, 7, 8, 10, 11, 12, Binh Thanh, Phu Nhuan, Go Vap, Tan Binh, Tan Phu, Binh Tan.

+ Group 2: Students studying at schools in the districts: Binh Chanh, Hoc Mon, Cu Chi, Nha Be and Can Gio.

Estimated implementation cost: From 338 to 653 billion VND

In which, the support level under policy 1 is the tuition fee applicable to preschool children and high school students studying at public general education institutions that have not yet covered their regular expenses according to Resolution No. 12/2024/NQ-HDND dated July 16, 2024 of the City People's Council on tuition fees for public preschool and general education from the 2024-2025 school year and subsequent school years in Ho Chi Minh City. Specifically as follows:

The estimated budget for implementing the policy for the 2025-2026 school year is 653 billion VND (public: 423 billion VND, non-public: 230 billion VND).

With policy 2, the support level is the tuition fee applied to high school students studying at public general education institutions that have not yet covered their regular expenses according to Resolution No. 12/2024/NQ-HDND dated July 16, 2024 of the City People's Council on tuition fees for public preschool and general education from the 2024-2025 school year and subsequent school years in Ho Chi Minh City, specifically as follows:

The estimated budget for implementing the policy for the 2025-2026 school year is 338 billion VND (public: 277 billion VND, non-public: 61 billion VND).

Explaining the draft resolution on specific policies to support tuition fees for preschool children, public and non-public high school students and high school continuing education students in Ho Chi Minh City from the 2025-2026 school year, the Ho Chi Minh City Department of Education and Training said that from the 2025-2026 school year, public primary school students, 5-year-old preschool children and secondary school students will be exempted from tuition fees. Thus, only preschool children under 5 years old and high school students must pay tuition fees according to regulations.

Therefore, the policy choice is to continue to inherit the tuition support policies that the city has implemented in recent school years, which have received support and consensus from society. The policy issued will be a very meaningful and practical gift for all students in the city, creating a mark to celebrate the 50th anniversary of National Reunification Day (April 30, 1975 / April 30, 2025), clearly demonstrating the city's investment in education, being the leading city in tuition exemption and support policies, ensuring the quality of education and learning opportunities for people; marking an important milestone in Ho Chi Minh City being the locality implementing tuition exemption for students at all levels, making a strong mark and creating a spillover effect to attract human resources from all over the country to reside and work in the city, creating resources for economic and social development.

The policy development also aims to fulfill the tasks after joining the UNESCO Global Learning Cities Network, effectively implementing the Ho Chi Minh City Education Development Strategy from now until 2030, with a vision to 2045.
