Earlier, Mr. Trump criticized NATO members for not spending enough on military spending to meet the alliance's standard of 2% of GDP. He said that "the president of a major country" asked him if the US would defend that country if it was attacked by Russia, even if they "didn't pay". "No, I'm not going to defend you. In his speech, President Biden called on Congress to pass aid to Ukraine because freedom and democracy are under attack at home and abroad.
Biden also said that Ukraine had not asked the US to send troops to the conflict. "The fact is, there are no American troops in the war in Ukraine. And I am determined to keep it that way," the US President said.
On the other hand, President Biden accused Mr. Trump and Republican lawmakers of trying to rewrite history about the riot at the US Capitol on January 6, 2021, when Mr. Trump's supporters tried to reverse the former president's election defeat.
"My predecessor and some of you here tried to bury the truth about January 6. I will not do that. You cannot love your country only when you win," the leader declared.
In addition, Mr. Biden also made statements attacking his predecessor on other issues such as immigration, abortion, and national debt.

In a response statement on the social network Truth Social, Mr. Trump wrote: "He looked very angry while speaking, the sign of someone who knows they are losing. Anger and yelling does nothing to bring our country back together."
According to CNN, Republican Congressman Derrick Van Orden shouted the word "lie" when President Biden criticized Mr. Trump, while many other Republican congressmen left the hall early.
