Last week, Prime Minister Pham Minh Chinh, Head of the Government's Steering Committee on "summarizing the implementation of Resolution No. 18-NQ/TW of the 12th Central Committee on continuing to innovate and reorganize the political system to be streamlined and operate effectively and efficiently" chaired the 10th meeting of the Steering Committee.

Excluding the restructuring of the Ministry of Public Security and the Ministry of National Defense, the Government's apparatus after restructuring is expected to have 22 ministries and agencies, including 17 ministries and ministerial-level agencies (reducing 5 ministries and agencies) and 5 agencies under the Government (reducing 3 agencies); reducing 13/13 general departments, 519 departments, 219 departments, 3,303 branches, and 203 public service units. It is expected that the total payroll will decrease by about 20%.

Regarding the reorganization of the inspection sector, the Prime Minister requested to urgently review and complete plans to submit to the Politburo and the Central Steering Committee.

During the week, the Government's Steering Committee for Administrative Reform held its 9th meeting to evaluate the results of administrative reform implementation in 2024 and discuss directions and tasks for 2025.

Deputy Minister of Home Affairs Cao Huy said that the results of the organizational restructuring in 63 provinces and cities have continued to reduce 12 departments, divisions and equivalents of specialized agencies under the provincial People's Committees; reduced 29 departments and equivalents under the district People's Committees; accumulated to date, 13 departments and equivalents, 2,613 departments and equivalents at the local level have been reduced.

The total number of staff streamlined according to the provisions of the Government's Decrees is 16,149 people (of which ministries and branches are 217 people, localities are 15,932 people).

Create consensus, ensure fairness, humanity and harmony

Bac Ninh is the first locality in the country to merge the Propaganda Department and the Provincial Party Committee's Mass Mobilization Department, the new name is the Propaganda and Mass Mobilization Department of the Bac Ninh Provincial Party Committee.

Similarly, during the week, Lam Dong Provincial Party Committee also announced the decision to merge the Provincial Party Committee's Propaganda Department and the Provincial Party Committee's Mass Mobilization Department. This is the first provincial-level unit among the Party and government agencies of Lam Dong province to merge.

To facilitate the arrangement of cadres and civil servants in the "revolution" of streamlining the apparatus, in Nghe An, there have been hundreds of voluntary applications for early retirement. This demonstrates the pioneering and exemplary sacrifice of personal interests among cadres and party members to implement the Party's major policies.

Mr. Nguyen Manh Cuong, Director of Nghe An Province Department of Tourism, said that in the near future, the Department of Culture and Sports and the Department of Tourism will merge into Nghe An Department of Culture, Sports and Tourism. Therefore, he has proactively applied for early retirement to create favorable conditions for the organization and arrangement of the apparatus.

Studying the practices in some localities shows that all levels and sectors have done a good job of propaganda and ideology for cadres and party members. At first, cadres and civil servants also had many concerns. However, after being propagated by the district and sector, the comrades agreed to support and accept sacrificing part of their personal interests to achieve the common goal of the collective. This created consensus in the arrangement and assignment as well as the initiative and voluntary early retirement of cadres and civil servants.

Sharing about the content of streamlining the apparatus, Director of the Department of Culture, Sports and Tourism of Yen Bai province Nong Viet Yen said that cadres, party members, civil servants and public employees in the industry all agreed and strictly followed the policy of streamlining the apparatus in accordance with the direction of the Central and the Provincial Party Committee.

However, the implementation of this activity still faces difficulties such as: the culture, sports and tourism sector has a rather broad management function, many specific fields, requiring high professional qualifications, so it is difficult to recruit civil servants and public employees with the right expertise to replace positions that are expected to retire or are vacant but have not been recruited. The field of heritage management, due to the necessity to reduce the number of specialized departments, is assigned to the Department of Culture and Family Management. Therefore, this Department will have functions and tasks accounting for up to 50% of the specialized functions and tasks of the Department.

Some officials and civil servants who have decided to retire and enjoy benefits from January 1, 2025 are concerned about the regime applied according to Decree 29/2023/ND-CP dated June 3, 2023 of the Government regulating "on streamlining payroll" are only entitled to receive a 3-month salary allowance for each year of early retirement.

Meanwhile, according to Decree No. 178/2024/ND-CP of the Government effective from January 1, 2025, the support regime is 5 months of salary for each year of early retirement. This needs to be studied by all levels to have a fair regime for all cadres and civil servants who are redundant due to organizational restructuring.

Recently, the Department of Home Affairs of Da Nang city issued an official dispatch reporting to the People's Committee of the city to propose policies and regimes for managers and employees when dissolving the Da Nang General Publishing House One Member Limited Liability Company (Da Nang Publishing House).

Specifically, for the above company's employees, only 3 people will receive support of over 10 million VND, 3 people will receive support from 1-5 million VND and 5 people will not receive support.

For employees of other units with similar salary and social insurance levels, when reorganizing the apparatus in accordance with Decree No. 178/2024/ND-CP, they will receive subsidies with a total cost of about 41 times higher. Therefore, the Department of Home Affairs reports to the People's Committee of Da Nang City to pay attention and direct the Department of Finance to preside over and coordinate with relevant agencies and units to study the regulations on revenue and expenditure of enterprises with 100% state capital to advise on adequate funding sources to support employees. This is to harmonize the implementation of policies and regimes for subjects when reorganizing, avoiding comparisons and complaints; at the same time, supporting redundant employees to find jobs after dissolution.

Complete the plan to reorganize specialized agencies under the People's Committees at provincial and district levels.

The Deputy Head of the Government Steering Committee requested that Party committees and organizations at all levels lead and direct local agencies and units to complete the Project on streamlining the organizational apparatus (with a draft decision stipulating the functions, tasks, powers and organizational apparatus of each agency, organization and unit) in accordance with the direction of the Central Committee, the Politburo, the Central Steering Committee and the orientation of the Government Steering Committee.

At the same time, carefully prepare personnel plans, policies, headquarters, finance, assets, equipment, seals and other guaranteed conditions to submit to competent authorities for promulgation immediately after approval by the Central and National Assembly...

The First Deputy Prime Minister requested that Ministers, Heads of ministerial-level agencies and Government agencies complete plans to reorganize and streamline the organizational apparatus of ministries and branches. Along with keeping the names of some ministries after the merger, based on the conclusion of the Politburo, the Government Steering Committee proposed to continue to reorganize and streamline the internal organization of some ministries and ministerial-level agencies.

In the process of reorganizing the apparatus, agencies need to pay attention to doing well the political, ideological, regime and policy work for cadres, ensuring the maintenance and good implementation of regular work, especially during the upcoming Lunar New Year.

Chairing the 10th meeting of the Government Steering Committee on summarizing the implementation of Resolution No. 18-NQ/TW on January 13, Prime Minister Pham Minh Chinh emphasized the need to continue to do well in ideological work and policies for cadres, civil servants, public employees and workers to maintain solidarity and unity in agencies and retain and attract talented people, people who can do the job, have capacity, qualities and prestige.

In recent days, information about the policy of merging and streamlining the apparatus has been frequently mentioned in the stories of people in Nuoc Mat village (Au Lau commune, Yen Bai city).

Ms. Luong Thi Dung (Nuoc Mat village) said that following the news about the streamlining of the apparatus, she believes in the major policy of the Politburo. According to her, the streamlining of the payroll will create conditions for those who are truly capable to work, and for young people to have opportunities to develop. The merger will create leverage for units to develop rapidly. People's lives will be increasingly improved. The next generation will enjoy the fruits of this major policy./.
