ANTD.VN - In 2025, the number of civil servants, public employees, and employees in the Finance sector will decrease by 9,460 people. It is expected that in 2026, the number of civil servants and public employees in the Finance sector will continue to decrease by about 10,000.
On the afternoon of March 3, the Ministry of Finance held a conference to announce the Government's Decree stipulating the new functions, tasks, powers and organizational structure of the Ministry of Finance after completing the merger.
Speaking at the Conference, Minister of Finance Nguyen Van Thang said that on February 24, 2025, the Government issued Decree No. 29/2025/ND-CP stipulating the functions, tasks, powers and organizational structure of the Ministry of Finance.
On the basis of merging the Ministry of Finance and the Ministry of Planning and Investment, receiving tasks from the State Capital Management Committee at Enterprises, Vietnam Social Security, and at the same time reorganizing 06 general departments and equivalents into department-level units under the Ministry of Finance; reorganizing the operating model of Vietnam Social Security into a public service unit under the Ministry of Finance.

Accordingly, from March 1, 2025, the Ministry of Finance will consist of 35 units. Of which, 7 units will be transformed from the General Department model into Departments. The number of focal points has decreased by about 3,600 focal points, equivalent to 37.7%. Of which, 3 focal points at the Ministry level and Government agencies have been reduced; 6 focal points at the General Department level; 116 focal points at the Department level; and equivalent under the Ministry; 336 focal points at the Department, Division level and equivalent under the General Department; over 3,100 focal points at the Department, Sub-Department level and equivalent under the Department and below. Accordingly, the number of leaders at the head level has decreased in proportion to the number of focal points.
In 2025, the number of civil servants, public employees and workers in the Finance sector will decrease by 9,460 people. It is expected that in 2026, there will be a further decrease of about 10,000 civil servants and public employees in the Finance sector.
According to Minister Nguyen Van Thang, the above-mentioned consolidation of the apparatus is an important step in administrative reform towards a streamlined apparatus that operates effectively, efficiently and effectively. “This is not simply a change in organizational structure, but also an opportunity to restructure and improve the efficiency of the sector,” the Minister emphasized.
Emphasizing that the tasks in the coming time of the Finance sector are very heavy, the Minister directed the units to urgently put the apparatus into stable and effective operation, deploy work continuously, without interruption. Ensure to meet the principle of one unit performing many tasks, one task is assigned to only one unit to preside over and take primary responsibility. Continue to review the functions and tasks of each unit to continue to adjust appropriately...
At the Conference, Mr. Pham Duc Thang - Director of the Department of Organization and Personnel also announced the Prime Minister's Decisions to appoint Deputy Ministers of Finance for: Mr. Tran Quoc Phuong, Mr. Nguyen Duc Tam, Mr. Do Thanh Trung, Mr. Ho Sy Hung and Ms. Nguyen Thi Bich Ngoc.
