On the morning of March 17, in Hanoi, General Secretary To Lam worked with the Socio-Economic Subcommittee of the 14th National Party Congress.
Also attending the meeting were Comrade Pham Minh Chinh, Politburo member, Prime Minister, Head of the 14th National Party Congress's Socio-Economic Subcommittee; Politburo members, Party Central Committee Secretaries, Party Central Committee members, leaders of central departments, ministries, branches, agencies, and members of the Socio-Economic Subcommittee.
Since the 10th Central Conference of the 13th tenure, the Socio-Economic Subcommittee has seriously absorbed the Central Committee's opinions (at the 10th Central Conference and the Central Conference in January 2025); articles, speeches and especially the direction of the General Secretary at the meeting with the Standing Committees of the Subcommittees and the Socio-Economic Subcommittee (February 27 and March 6); resolutions and conclusions of the Central Committee, the Politburo, the Secretariat (Resolution No. 57-NQ/TW, Conclusion No. 123-KL/TW, Conclusion No. 127-KL/TW)... and the draft Political Report.
Based on research, updating the new context and direction, and historical strategic decisions that have been and are being implemented, the draft Socio-Economic Report of the 14th National Party Congress has been supplemented and perfected in a revolutionary, action-oriented, highly feasible, concise, and focused direction.
At the working session, the Subcommittee members focused on discussing and contributing many profound ideas for the Editorial Team to absorb, supplement and perfect the draft Socio-Economic Report of the 14th National Party Congress.

Concluding the working session, in general agreement with the draft Socio-Economic Report of the 14th National Party Congress and the enthusiastic and intellectual contributions, General Secretary To Lam emphasized that socio-economic issues are very broad, difficult, highly specialized and rapidly changing, and need to be supplemented and updated regularly.
Regarding the directions for continuing to study, supplement, update and complete the draft Socio-Economic Report of the 14th National Party Congress, the General Secretary suggested continuing to study new issues, implementing policies to continue streamlining the apparatus of the political system; conducting more in-depth research and assessment of the results of implementing the policy of streamlining the apparatus of the political system, and rearranging and reorganizing administrative units at all levels.
This is not simply a matter of adjusting administrative boundaries but also of adjusting economic space; adjusting the division of labor, decentralization, and adjusting the allocation and combination of economic resources. At the same time, it is necessary to re-evaluate national planning, regional planning, planning and development orientation of provinces and cities.
Regarding the GDP growth model, the General Secretary requested that it is necessary to continue researching and clarifying the content of Vietnam's "new growth model" in the coming period, especially emphasizing the fundamental factors for rapid and sustainable development.
In the new growth model, it is necessary to clearly and correctly identify the roles of economic sectors, emphasizing the role of the private economy as an important driving force for GDP growth, increasing low labor productivity, creating jobs; specifically orienting the modern development of industry, agriculture, and services; forming growth regions and poles with specific targets for contribution to the country's GDP.
Regarding institutions, the General Secretary pointed out that this is a bottleneck; gradually removing barriers, difficulties and obstacles of the institutions to create a foundation for development. The development and promulgation of laws must follow the practical situation, not allowing the situation of waiting for laws and mechanisms to lead to delays and lost opportunities; suggesting the need to study and reform processes and policies more strongly, meeting development requirements, building a favorable legal environment, a transparent, safe and low-cost business environment, making Vietnam a leading country in administrative reform, start-ups, innovation, and an open investment and business environment.

Emphasizing the need to study solutions to implement policies synchronously and consistently from the central to the grassroots levels, and to build a team of proactive cadres who serve the people and businesses, the General Secretary said that restructuring the organization of administrative units at all levels is an opportunity to screen cadres and build a team that truly meets the requirements of national development in the coming period; must turn institutions from bottlenecks into competitive advantages; must innovate more strongly in developing human resources, especially high-quality human resources.
The potential of Vietnamese people is not inferior to any other nation in the world. Research is needed to find stronger and more innovative solutions.
Regarding resource mobilization for development, the General Secretary suggested that it is necessary to continue to study and deepen specific solutions to mobilize resources; carefully study the strategy to attract FDI capital as well as indirect investment capital in the new development stage of the country; mobilize capital from the people to participate in business, and circulate capital in the economy. Developing local economies with autonomy, decentralization, and delegation of power must ensure fairness and nurture development resources.
The General Secretary noted that the report contents should be continued to be reviewed to ensure a balance between economic, cultural and social development. The ultimate goal is to improve and increasingly better meet the material and spiritual needs of the people; it is necessary to study growth policies so that the people's living standards correspond to the economic growth rate and the people can enjoy the achievements of economic development; it is necessary to quantify specific policies so that the people can see and evaluate them.
The General Secretary emphasized that members of the Socio-Economic Subcommittee continue to closely follow the situation, organize research, discuss thoroughly, absorb opinions from all levels, continue to supplement and perfect the draft Socio-Economic Report of the 14th National Party Congress, ensuring that it is truly a handbook for action to realize the goals of 2030 and 2045, bringing the country to prosperity and development, and improving people's lives.
