Overview of 3 old apartment buildings in Hanoi to be renovated and built into 40-storey apartment buildings
Thanh Cong, Giang Vo and Ngoc Khanh apartment complexes will be renovated and rebuilt by Hanoi City in the near future. In particular, the city allows Ba Dinh District to research and develop higher-rise buildings with apartments and resettlement houses, up to 40 floors.

Thanh Cong Apartment Complex currently has 68 buildings 2-5 stories high, built from 1979-1982, with a total population of about 13,400. Most of the buildings have deteriorated. Of these, one apartment building is classified as level D dangerous (need to relocate residents) is G6A, 6 are classified as level C dangerous (severely damaged) and 14 are classified as level B dangerous (have dangerous structures). A new apartment building is C1 with 18 floors that was put into use in 2018. In the area, there are also more than 500 households living in individual housing projects (collective housing and townhouses). The Thanh Cong residential area planning study project covers more than 23 hectares, with an estimated total population of more than 19,500. The study area is bordered to the west by Thanh Cong street, adjacent to Lang Ha street; to the north by La Thanh street; to the east by Nguyen Hong street (border of Thanh Cong ward, fence of the Law University dormitory) and to the south by Thanh Cong and Nguyen Hong streets, adjacent to Huynh Thuc Khang street. It is expected that after renovation, the current 68 buildings will be reduced to 24 high-rise buildings, the highest of which will be 40 floors. The total resettlement area is expected to be nearly 520,000 m2, equivalent to the apartment usage target of 29 m2/person, in line with the target of the city's Housing Development Program for the period 2021-2030.Ngoc Khanh residential area currently has 58 buildings from 2-4 floors high, built before 1994, with about 6,500 residents; many of which are degraded. Building A of Ngoc Khanh apartment complex (Ngoc Khanh ward) is considered a level D dangerous apartment building. Many houses have been relocated, but some households still live there. Regarding Ngoc Khanh Residential Area, the city requires Ba Dinh District and the consulting unit to re-study the functional space and infrastructure plan to ensure that there is no disconnection. The District needs to have specific solutions for the Kim Ma area and the TOD area of S9 station, while also creating a traffic axis combined with landscape, connecting Ngoc Khanh Lake with Giang Vo Lake. The Hanoi People's Committee also requested Ba Dinh District to study the impact on the commercial and service areas along Nguyen Chi Thanh Street, ensuring the connection of projects and avoiding dispersion. The plan needs to be completed, consulted with the community and submitted to the Department of Planning and Architecture for re-evaluation before submitting to the city for approval.Giang Vo residential area currently has 23 buildings from 2-5 floors high, built from 1960-1979, with about 7,600 residents. For the old Giang Vo apartment complex and its vicinity, the City People's Committee proposed that the Ba Dinh District People's Committee develop innovative, visionary landscape architecture and infrastructure; maximize green space and underground space; and study some breakthrough high-rise buildings in the area near Giang Vo and Kim Ma streets to create a complex of building bases with commercial and service functions, increasing commercial and service areas, etc. At the same time, study the plan to synchronize the architectural space, landscape and infrastructure of the area west of Giang Vo Lake, close the planning block, in accordance with the detailed planning at land plot No. 148 Giang Vo Street and in accordance with the overall detailed planning of the old Giang Vo Apartment Complex and vicinity.
