Bad weather hinders progress of expressway through Central Vietnam
According to the report of the Ministry of Construction submitted to the Prime Minister, the five expressway component projects have a total length of 259.16km, with a total investment of VND49,206 billion, in the provinces of Ha Tinh, Quang Binh, and Quang Tri. The Bai Vot - Ham Nghi section (35.28km long, investment capital of VND7,643 billion), Ham Nghi - Vung Ang (54.2km long, investment capital of VND9,734 billion), Vung Ang - Bung (55.34km long, investment capital of VND12,548 billion), Bung - Van Ninh (48.84km long, investment capital of VND9,361 billion), Van Ninh - Cam Lo (65.5km long, investment capital of VND9,919 billion) on the North - South Eastern expressway axis have an investment scale of 4 lanes, roadbed width of 17m. The main route has been completed before April 30 and the entire project is completed before June 30, 2025.
Regarding the progress of the construction site, Mr. Tran Dinh Ngan - Construction Site Commander of the 319 Corporation - Ministry of National Defense (the unit constructing nearly 13km of the Bai Vot - Ham Nghi expressway) added that the contractor's main task is currently paving asphalt concrete, but due to the heavy rain, it has not been possible to do so. "If asphalt concrete cannot be paved, related items such as making median strips, traffic safety signs, and anti-glare nets cannot be implemented," Mr. Ngan worried.
Minister of Construction Tran Hong Minh informed that 2025 is a year of breakthrough acceleration to the finish line, which is very important for implementing the 5-year socio-economic development (2021 - 2025). The whole industry is determined to carry out well the assigned tasks and plans, strive to complete 50 projects, "connect" the North - South expressway and, together with localities, complete a number of expressway projects, aiming to achieve the goal of putting 3,000km of expressway into operation nationwide in 2025... With a huge amount of public investment capital (87 trillion VND) expected to be assigned, the Ministry will strongly, drastically and synchronously deploy solutions to promote capital disbursement, continue to attach responsibility to the head to complete the task in 2025.
According to the Thang Long Project Management Board (Ministry of Construction - the investor of the Bai Vot - Ham Nghi section), since after the Lunar New Year until now, due to bad weather conditions, there have been many periods of rain, lasting for many days. Therefore, it has greatly affected the construction progress of the expressway of contractors in this area. It is known that up to now, the construction volume of the Bai Vot - Ham Nghi section has reached about 82%. "If the rain lasts for more than ten more days, it will be very difficult. Even if we work all night to make up for the volume, it will be difficult to meet the set schedule", a representative of the Thang Long Project Management Board shared.
However, according to Mr. Nguyen Khac Trung - Executive Director of the Ham Nghi - Vung Ang expressway project, contractors have not yet completed the asphalt concrete paving part but can flexibly carry out other items such as rolling the CTB foundation and filling the roadside. The Ham Nghi - Vung Ang section has so far achieved about 85% of the construction volume. When the weather improves, with the maximum concentration of human resources and equipment to speed up the progress, overtime, and extra shifts, there is no need to worry too much about the progress of the main route opening on April 30.
Promptly urge and remove obstacles
The Government has established 7 Inspection Teams to review, remove and handle difficulties of key North-South expressway projects led by Deputy Prime Ministers and functional units to remove obstacles in construction implementation to meet the set schedule.
Accordingly, recently, Inspection Team No. 01 led by Deputy Prime Minister Nguyen Hoa Binh requested Da Nang to coordinate with Military Region V to complete the necessary procedures so that the Southern Da Son II quarry can supply stone for the Hoa Lien - Tuy Loan expressway project with a total length of 11.47km, passing through Da Nang city. The project started in September 2023 and is expected to be completed in November 2025, however, the Government set a goal of shortening the completion schedule to August 2025. The total investment of the project is VND 2,112,985 billion. The Hoa Lien - Tuy Loan expressway project, a key project of the Eastern North - South expressway, is in the final stages of completion.
On March 17, the Government Office also issued Notice No. 114/TB-VPCP on the Conclusion of Deputy Prime Minister Le Thanh Long, Head of Inspection Team No. 03 on reviewing and removing difficulties and obstacles for the projects: Chi Thanh - Van Phong and Van Phong - Nha Trang under the North - South Eastern Expressway Construction Project in the 2021 - 2025 period, component project 1 and component project 3 under the Khanh Hoa - Buon Ma Thuot Expressway Construction Investment Project. Accordingly, 70km of Van Phong - Nha Trang Expressway will be put into operation on April 30, 2025.
Inspecting the Ben Luc - Long Thanh expressway intersection with National Highway 51, Deputy Prime Minister Ho Duc Phoc assessed that currently the final section of the Ben Luc - Long Thanh expressway, from Phuoc An intersection to National Highway 51, has been opened to traffic, and people can travel conveniently. With current difficulties, the Deputy Prime Minister requested Dong Nai province and related units to resolve the remaining land, paying attention to resettlement work. The Government delegation inspected the intersection between Bien Hoa - Vung Tau expressway and the connecting route to Long Thanh International Airport...
Deputy Prime Minister Bui Thanh Son inspected 4 expressway projects: Tuyen Quang - Ha Giang section through Ha Giang province, Tuyen Quang - Ha Giang; Tuyen Quang, Dong Dang - Tra Linh, Huu Nghi - Chi Lang section and also identified specific issues for site clearance, materials, capital sources and slow construction progress. The Deputy Prime Minister requested localities, investors, contractors, and consulting units to clearly define: promises must be made, commitments must be fulfilled, and projects must be completed before December 31, 2025.
Thus, almost all current North-South expressway projects have been receiving close direction and expectations from the Government and the Ministry of Construction in the smooth flow of traffic infrastructure for regional economic development connectivity and especially the strict management of investors and contractors who have made efforts and determination to complete the target of reaching the finish line in the investment orientation to build 3,000km of expressways in Vietnam. The above positive results have been and are achieving significant achievements, contributing to building a rich and beautiful homeland and country, gradually confidently achieving economic growth of 8% in 2025 and double digits in the following years.

Speaking with PLVN Newspaper, Mr. Nguyen Van Truong - Director of Xuan Truong Private Construction Enterprise - the contractor for the Ham Nghi - Vung Ang expressway project - said that the enterprise has made great efforts to focus on overtime and extra shifts to complete the workload in time to put the project into operation on April 30.
“However, due to bad weather and heavy rain, many vehicles and machines on the Bai Vot - Ham Nghi expressway construction site are not operating, making it difficult for the asphalt paving process. When the conditions are good for construction, we will increase all resources to complete the construction to meet the needs of the investor,” said Mr. Truong.
