Hue City: Lam Hoang Road project stops construction due to land acquisition problems

(PLVN) - The Lam Hoang road extension project (Thuan Hoa district, Hue city) with a total investment of more than 53 billion VND from the state budget has had to stop construction since the end of 2024 due to lack of land.

In 2022, the above project will be implemented, starting at the intersection of Pham Van Dong Street, ending at the intersection of the concrete road along Nhu Y River, with a total length of 231m, and a total investment of more than 53 billion VND, invested by the Hue City Traffic Construction Investment Project Management Board. The project aims to complete the traffic network and create a landscape for the area, serve the people, and create conditions for socio-economic development.

Records at the construction site show that the sewer system is under construction, and the asphalt pavement has only been completed at the beginning of the route. There is almost no construction site, causing the project to be stalled.

Mr. Nguyen Van Cuong, Deputy Director of the Project Management Board, said that the construction volume so far has only been carried out in the area with a construction site of 70m long at the beginning of the route, including stone powder filling, K98 soil filling, installation of vertical drainage culverts, 680m2 of asphalt concrete... with a total value of about 680 million VND.

After the bidding and designation results, the Board has signed contracts with consulting units and construction units to meet the schedule. Currently, there are 12 households affected by the project. Up to now, Vy Da Ward People's Committee has confirmed and sent the District Department of Natural Resources and Environment to appraise the land use origin for 11/12 households. The capital allocated for the project to date is more than 3.8 billion VND, of which 3.8 billion VND has been disbursed.

“The investor recommends that relevant agencies speed up the process of appraising the origin of the land, submitting it to the District People's Committee for approval of the compensation and support value, and resettlement for affected households in order to soon have a site for construction and restart the project,” said Mr. Cuong.

In addition to the Lam Hoang extended road project, there are a number of projects in Hue City that are behind schedule due to land acquisition issues. For example, the South Huong River - Da Vien Bridge - Huyen Tran Cong Chua pedestrian road project (Thuan Hoa District) with an investment of more than 221 billion VND, was approved for investment in May 2020, but construction will not begin until the end of 2024. Or the coastal road and bridge project through Thuan An estuary (Thuan Hoa District) phase 1 with an investment of 2,400 billion VND, because some households are interspersed and are stuck with households at the beginning of the route who have not yet handed over, the road construction cannot be implemented.

Recently, Secretary of the City Party Committee Le Truong Luu and the working delegation inspected and urged the site clearance work to speed up the progress of the projects. Mr. Luu requested relevant agencies and departments to proactively and promptly seek opinions on mechanisms and policies, thoroughly resolve issues for the people, and promptly meet the progress of site clearance work.
