Finding solutions to remove obstacles at Nhon Trach 3 and 4 Thermal Power Project

During a working session with the State Steering Committee for important national projects and works, key to the energy sector on the afternoon of May 9, Party Central Committee member, Secretary of Dong Nai Provincial Party Committee Nguyen Hong Linh gave instructions related to the problems of Nhon Trach 3 and 4 Power Plant projects, and expressed concern about Tin Nghia Corporation losing state capital.

Regarding the problems related to the construction of the cooling water discharge channel and the 15th pillar of the power transmission line serving the project, Mr. Nguyen Hong Linh requested the Party Executive Committee, Dong Nai Provincial People's Committee and Tin Nghia Corporation Joint Stock Company (Tin Nghia Corporation) to support the PetroVietnam Power Corporation (PV Power) by cutting Road No. 4 (about 30m) in Ong Keo Industrial Park to carry out the construction. This must be done immediately, without further delay because it is related to the project's progress.

Nhon Trach 3-4 Thermal Power Plant is located in Ong Keo Industrial Park.

Regarding the land lease of 30.7 hectares (phase 2). The Secretary of the Dong Nai Provincial Party Committee said that PV Power and Tin Nghia Corporation are both state-owned enterprises, in principle, the enterprise that pays for site clearance will be able to lease the land first, other enterprises must lease it back. If the responsibilities are clear from the beginning, everything will be easier, this is a lesson for future projects.

To solve this problem, next week, Tin Nghia Corporation will report to the Provincial Party Committee 2 options and the feasibility of each option to promptly grant land use right certificates to PV Power in May 2024. Accordingly, option 1, the state will directly allocate land to PV Power and option 2, PV Power must lease land from Tin Nghia Corporation. If option 1 is implemented, will Tin Nghia Corporation suffer losses or not, and how much? Option 2, will PV Power suffer losses or not, and how much? It is necessary to analyze clearly so that the Provincial Party Committee can consider and decide in the spirit of respect for the law so that businesses do not suffer losses.

"Regarding the agreement on infrastructure usage fees at industrial parks, Tin Nghia Corporation and PV Power will negotiate on their own, the state will not intervene deeply," the Secretary of Dong Nai Provincial Party Committee emphasized.

Regarding the problems with the power line to release capacity for 2 power plants, the Secretary of Dong Nai Provincial Party Committee requested the Provincial People's Committee to continue promoting the issue of local planning adjustments and propose to add a list of projects requiring land acquisition to soon submit to the Provincial People's Council.

Nhon Trach 3 and 4 Power Plant Project is located in Phuoc Khanh Commune, Nhon Trach District. The project has a capacity of 1,500 MW, with a total investment of 1.4 billion USD. When put into operation, the project will add about 9 billion kWh of electricity per year to the national power system. For the province, the project will bring in revenue of 17-18,000 billion VND per year.
