Continue to remove "bottlenecks" in implementing Project 06 and promote connection and data sharing

According to the assessment at the conference, after 1 year of implementation, the awareness and actions of all levels and sectors on digital transformation in general and the implementation of Project 06 in particular have basically changed positively. Sectors and localities have a clearer view of the current status of infrastructure, human resources, data, security, safety and the need for improvement to meet the requirements of implementing Project 06.

However, the handling of bottlenecks has not been completed. In particular, for legal bottlenecks, the speed of reviewing, amending, simplifying administrative procedures (TTHC), and perfecting institutions is still slow; some localities have not completed the issuance of resolutions on exemption and reduction of fees and charges for performing online public services. Regarding bottlenecks in technology infrastructure, 19 ministries, branches, and localities have not reported on network safety and security criteria; there are still "blank" villages - without electricity grid. Regarding data bottlenecks, the fragmentation, division, and clustering of data have not been overcome. Regarding security and safety bottlenecks, the data leakage has not decreased. Regarding bottlenecks in implementation resources, resource allocation is still difficult due to problems related to legal basis.

Some outstanding results in implementing Project 06 in Lao Cai province:

- The Provincial People's Council issued Resolution 10/2023/NQ-HDND dated July 6, 2023 stipulating the collection levels of fees and charges under the decision-making authority of the Provincial People's Council for online public service provision activities in the area (40% reduction in collection levels).

- The Provincial People's Committee issued Decision 2081/QD-UBND dated November 9, 2023 approving the List of administrative procedures providing online public services in full and in part in Lao Cai province (total province: 1,797 services, including 1,277 full services).

- The Provincial People's Committee issued Decision 3071/QD-UBND dated December 1, 2023 approving the list of 35 pilot online public services that do not accept paper documents in Lao Cai province.

- Completed the connection of the electronic data management warehouse of organizations and individuals on the provincial administrative procedure settlement information system with the electronic data warehouse of organizations and individuals on the National Public Service Portal to serve the settlement of administrative procedures.

- Approved funding for agencies, units, and localities in the province to implement key activities and projects of the Provincial Party Executive Committee on digital transformation, administrative reform, administrative procedure reform, Project 06...

According to the assessment of the Ministry of Industry and Trade, Vietnam's e-commerce is currently worth 20.5 billion USD and could reach 30.5 billion USD by 2025. Vietnam is identified as the country with the fastest growth in e-commerce in Southeast Asia. This raises requirements for tax management, product quality management, and anti-fraud. Implementing Directive No. 18 of the Prime Minister, the Ministry of Finance has promoted and shared e-commerce data, combated tax losses; advised the Prime Minister to issue Official Dispatch No. 56 dated June 26, 2024.

The conference focused on discussing and evaluating what has been done, the shortcomings, limitations, weaknesses, obstacles and discovering the causes, clearly analyzing the shortcomings to resolve difficulties, challenges, shortcomings, quickly transforming the state of institutions, policies, investing in digital infrastructure development, building digital platforms, developing digital human resources, ensuring network security, information security... At the same time, sharing good experiences, creative ways in developing digital infrastructure, providing online public services, developing national and specialized databases; connecting and sharing information, connecting information systems to form big data, promoting e-commerce development... Pointing out lessons learned, clearly identifying viewpoints, directions and tasks, key solutions in the short and long term...

Concluding the conference, Prime Minister Pham Minh Chinh emphasized: To effectively implement Project 06 and develop e-commerce, improve the efficiency of tax management, the task set for us is extremely heavy but extremely important.

The Prime Minister requested all levels and sectors to uphold their sense of responsibility, "not saying no, not saying difficult, not saying yes but not doing", "if said, do, if done, there will be results", "only discuss doing, not discuss backing down", focusing on thoroughly handling "bottlenecks", including urgently perfecting institutions to serve the development of population data, connection, data sharing in particular and national digital transformation in general.

Request the Ministry of Public Security to urgently complete the proposal to develop the Law on Personal Data Protection and the Law on Data; promptly submit to the Government for promulgation a Decree on electronic identification and authentication to replace Decree 59/2022/ND-CP. At the same time, coordinate with ministries and branches to review and study amendments to legal documents on population management; agree on a plan to thoroughly simplify 317 administrative procedures related to citizen data exploitation.

Ministries, branches and localities promote simplification and restructuring of administrative procedures to improve the quantity and quality of public services provided to the people; accelerate the progress of implementing the construction of the National Data Center, creating a premise for the development and exploitation of national databases and forming a digital identification information warehouse for citizens and organizations in performing administrative procedures. Synchronously integrate and interconnect national databases to develop digital government and promote regular, continuous and safe commercial transactions in the digital environment.

Promote digital transformation in tax management and synchronously implement solutions on electronic invoices, especially in the management of e-commerce activities. In particular, promote digitalization, enrich the databases of ministries, branches and localities; build and put into operation a shared database on e-commerce. Resolutely implement solutions on electronic invoices, especially electronic invoices in direct retail to consumers. Review and strictly handle violations of business establishments that do not issue electronic invoices.

With determination, intelligence, spirit of solidarity, innovation, creativity and the participation of the entire political system, the Prime Minister believes that we will continue to effectively implement Project 06, while effectively connecting and sharing data to promote e-commerce in particular and socio-economic development in general, bringing many new successes and victories at the national level and specific, practical benefits for localities, people and businesses.
