Continue to remove bottlenecks in administrative reform

Despite many positive results in administrative reform, Quang Ninh province still recognizes that there are still bottlenecks that need to be removed to promote sustainable development. Therefore, the province continues to implement drastic solutions to streamline the apparatus, promote digital transformation, improve operational efficiency, move towards a modern, professional administration and increasingly better serve the needs of people and businesses.

According to the assessment and analysis report of the PAR INDEX, SIPAS, DDCI, DGI, DTI index results in 2024 of agencies, units, and localities in the area, many important indexes have changed and improved. Specifically, the PAR INDEX administrative reform index increased by 1.27% compared to 2023, reaching 87.12%; the satisfaction rate of people and businesses reached 95.97%, an increase of 0.69%; the competitiveness index of departments, branches, and localities DDCI all recorded growth; the district-level governance efficiency DGI reached 92.29%, an increase of 1.29%; the level of digital transformation of DTI increased from 9.1% to 21%.

However, the report also pointed out limitations such as: 2.2% of records were delayed, 0.38% of people reported that civil servants still caused trouble, 0.23% said there were still suggestions to pay additional fees outside of regulations. Difficulties and problems of businesses have not been resolved promptly, and development resources have not been cleared. Digital transformation has not yet achieved a breakthrough.

Faced with these shortcomings, Quang Ninh province continues to propose many drastic solutions to comprehensively improve the effectiveness of administrative reform in agencies in the province. Accordingly, the streamlining of the administrative apparatus is being promoted in the direction of rearrangement and reorganization to increase effectiveness and efficiency while ensuring that it does not affect the operations of the state, businesses and people. In the process of rearranging the apparatus, all levels of government from the provincial to the grassroots level must unify their viewpoints and actions, putting the interests of people and businesses first. The two-level local government model is being implemented with a clear roadmap, ensuring stability and uninterrupted operations.

The Department of Science and Technology works with departments, branches, agencies and units in the province to implement Resolution 57 of the Politburo to review and clarify the goals, tasks, solutions for science and technology, innovation and digital transformation.

Digital transformation is identified as an important foundation, helping to increase transparency in administrative management. The information system is built in the direction of connecting, sharing data, minimizing paperwork, upgrading the online administrative procedure settlement system, integrating utilities on the VNeID electronic identification application to facilitate people and businesses. Upgrading the information system, ensuring smooth operation is an urgent task, helping to eliminate shortcomings, avoiding the situation of records being processed late due to technical errors.

At the same time, the province also focuses on improving the capacity of cadres and civil servants, ensuring that the team has the qualifications and qualities to best serve the needs of the people and businesses. At the same time, it promotes training and improves professional skills; strictly handles violations of discipline and administrative discipline to improve the quality of service of administrative agencies. Leaders at all levels are required to be proactive in decentralization and delegation of authority, avoiding overlap or delay due to lack of flexibility in handling work.

Public finance reform will also be vigorously implemented, including promoting the application of information technology in budget management to reduce costs for businesses. Promoting the effectiveness of centralized tax management systems and automatic customs clearance to save time and resources for organizations and businesses. Continuing to further improve the publicity and transparency of finance and budget to promote accountability and enhance the trust of the business community.

The inauguration of Thanh Cong Viet Hung Automobile Factory is a highlight in the continued development of the manufacturing and processing industry in the province.

Not only improving the business environment, Quang Ninh province also focuses on resolving difficulties and obstacles of investors quickly and proactively, avoiding stagnation that affects investment capital flows. Strengthening coordination between departments, sectors and localities to thoroughly handle bottlenecks in disbursement of public investment capital, ensuring the progress of key projects.

With the goal of improving governance efficiency and promoting strong reforms, Quang Ninh has set a requirement to reduce at least 30% of administrative procedure processing time, creating a more open and attractive business environment. The synchronous and drastic implementation of reform solutions is the basis for the province to continue to create a driving force to attract investment and promote sustainable socio-economic development in the next period.
