Agricultural sector actively improves Competitiveness Index

In order to improve the Provincial Competitiveness Index (DDCI), the Thanh Hoa Department of Agriculture and Rural Development (DARD) is actively implementing solutions to improve scores, rankings, and component criteria, striving to maintain its ranking in the top of the provincial departments, branches, and sectors.

Representative of Thanh Son Yen Production and Trading Company Limited (Hau Loc) gave suggestions to improve the Competitiveness Index of the agricultural and rural development sector.

In the past time, the Department of Agriculture and Rural Development has linked the upgrading of DDCI with the implementation of the tasks of the sector such as directing the implementation of key tasks, administrative reform, digital transformation in performing tasks... In 2024, the Department of Agriculture and Rural Development received 18,672 dossiers requesting the settlement of administrative procedures from organizations and individuals related to the field of agriculture and rural development and resolved 18,443 dossiers. Also in 2024, through the hotline, the Department received 7 proposals and recommendations from enterprises related to the field of agriculture and rural development, all proposals and recommendations from enterprises were answered by specialized departments within 24 hours and received positive feedback from enterprises. The departments and affiliated units provided 371 news and articles such as: Administrative procedures, forms, fees, charges, technical and economic norms; programs, projects, plans, policies and mechanisms in the field; effective production models... The reception department has reviewed, searched, supplemented and selected 265 news and articles to post on the DDCI fanpage, website and online support zalo of the Department of Agriculture and Rural Development.

Mr. Bui Ngoc Tam, Director of Quang Phuc Agricultural Production, Business and Service Cooperative (Quang Xuong), said: “In recent times, the agricultural sector has paid attention to resolving difficulties and obstacles for production and business cooperatives. Along with that, the sector guides cooperatives to build agricultural production models according to value chains, linked to the consumer market; supports cooperatives to quickly access support mechanisms and policies of the State. Departments and units under the agricultural sector appraise the assigned administrative procedure files to ensure speed and compliance with the process. In addition, the agricultural sector pays attention to creating conditions for cooperatives to participate in fairs to display, introduce products and promote trade. Thereby, helping cooperatives have the opportunity to access the market, find new customers and partners and learn from the experiences of other enterprises to gradually improve their production and business capacity”.

According to the data published by the Vietnam Federation of Commerce and Industry, Thanh Hoa - Ninh Binh Branch, the DDCI of the Department of Agriculture and Rural Development in 2023 reached 85.04 points, ranking 4th among provincial departments and branches, up 12 places compared to 2022. Many component indexes of the DDCI of the Department of Agriculture and Rural Development all increased, such as: the Legal Institutions index increased the highest (up 17 places compared to 2022); the Time Cost index and the Informal Cost index increased the lowest (up 8 places compared to 2022)... In 2024, the Vietnam Federation of Commerce and Industry, Thanh Hoa - Ninh Binh Branch has not yet announced the DDCI of the provincial departments and branches. Currently, the Department of Agriculture and Rural Development continues to improve the DDCI score, improve component indexes with low results, focusing on improving component indexes, such as transparency and access to information; dynamism and role of the leader; time cost; informal cost index; fair competition index; business support index; legal institution index...

According to Director of the Department of Agriculture and Rural Development Cao Van Cuong: "Identifying the task of improving DDCI is one of the key tasks of the agricultural sector. Therefore, from the beginning of 2025, the departments and units under the department have focused on effectively implementing tasks and solutions to strongly improve the investment and business environment in the field of agriculture and rural development. In particular, focusing on effectively implementing the tasks and solutions identified in the Action Plan No. 56/KHHĐ-SNN&PTNT dated July 10, 2024 of the unit. In particular, implementing solutions to improve the component indicators in the past year was not highly appreciated by enterprises. Strictly implementing the "3 no" regulations in handling work for organizations and citizens contributes to improving and enhancing the ranking of the administrative reform index, the satisfaction index of people and organizations with the service of the unit. Promoting legal support activities for individuals, cooperatives, and enterprises in the process of carrying out administrative procedures. The unit regularly posts information and articles on the website and on the page.
