Glorious historical journey

125 years ago, on April 11, 1900, the Governor-General of Indochina issued a decree officially establishing Yen Bai province, ending the period of military rule. Yen Bai officially became a provincial-level administrative unit but was still under the rule of the feudal government apparatus. The people of Yen Bai were enslaved in darkness, backwardness, and had a miserable and miserable life. With a bright revolutionary spirit, steadfastness and will to rise up, it became a great strength, encouraging the people of all ethnic groups in Yen Bai and the people of the whole country to rise up against French colonialism...

During the long resistance war against French colonialism, the people of all ethnic groups in Yen Bai province made many contributions to the resounding victory of our army, contributing to the historic victory of Dien Bien Phu "famous in five continents, shaking the earth". During the years of fighting against American imperialism, the army and people of Yen Bai actively built socialism, protected the homeland, and provided human and material support to the South, together with the whole nation to completely liberate the South and unify the country.

Entering the stage of building and defending the Fatherland and implementing the country's renewal policy, from a mountainous province with many difficulties, the Party Committee, government and people of all ethnic groups in the province have promoted the tradition of solidarity, self-reliance and self-improvement, overcoming all difficulties and challenges, taking advantage of the province's potential and advantages, joining hands and hearts to build the homeland to develop more and more.

Breakthrough with strategic breakthroughs

Implementing the resolutions of Party congresses at all levels, despite facing many difficulties and challenges, with the spirit of "Proactiveness, creativity, determination, discipline, acceleration, efficiency" along with the right orientation and aspiration to rise up, drastic actions, and strong breakthrough thinking of the entire political system, Yen Bai province has comprehensively completed the set political goals and tasks.

Preparing to close the 2020 - 2025 term, Yen Bai proudly looks back at the achievements with 18/19 targets estimated to reach and exceed the target of the Resolution of the 19th Provincial Party Congress. The economic picture of the province has many bright spots. In 2024, the GRDP growth rate reached 7.91%, exceeding the set plan, the 2nd highest growth rate in the past 10 years, ranking 7/14 provinces in the region and 25/63 provinces and cities nationwide. The average of 4 years (2021 - 2024) reached 7.54%, exceeding the target set by the Resolution of the 19th Provincial Party Congress with many key economic indicators increasing sharply.

Yen Bai has made a huge change from agricultural production thinking to agricultural economy. For many consecutive years, the province's agricultural growth rate has always been among the highest in the Northern Midlands and Mountains region and the whole country; the average 5-year period 2021-2025, reaching 5.52%/year, ranking first in the region.

Along with that, from the innovative, positive and proactive thinking, Yen Bai province has implemented many appropriate and effective solutions and methods, becoming a bright spot in the Northern Midlands and Mountains region in building new rural areas and sustainable poverty reduction.

Always aiming to improve the quality of life and happiness index of the people as the core value, in recent times, the journey of building new rural areas in Yen Bai has truly been a journey of aspiration and happiness with vibrant and widespread emulation movements.

To date, the province has 122 communes meeting new rural standards, accounting for 83.5% of the total number of communes; 44 communes meeting advanced new rural standards, 16 communes meeting model new rural standards, exceeding the Resolution's target; 5/9 district-level administrative units have been recognized as meeting standards and completing the task of building new rural areas. The average income of rural people is estimated at 37 million VND/year, 1.6 times higher than in 2020.

At the same time, the synchronous implementation of tasks and solutions in poverty reduction, eliminating temporary and dilapidated houses has contributed to bringing the province's multidimensional poverty rate by the end of 2024 to 8.66%, ranking 15th out of 63 provinces and cities, an improvement of 5 ranks compared to the beginning of the term.

Recognizing digital transformation as a breakthrough solution for socio-economic development, the province has clearly defined the goals, directions and implementation roadmap of each locality and unit for each year and each stage. At the same time, there is adequate and synchronous investment in the direction of modernization for essential infrastructure serving digital transformation, ensuring strong changes for digital government, digital economy and digital society.

The province has also paid special attention to developing culture and society in harmony with economic development and improving people's material and spiritual life in recent times.

Yen Bai is also the first and only province to include the happiness index in the resolution, concretizing a new point and the aspiration to develop a prosperous and happy country in the spirit of the Resolution of the 13th National Party Congress. And since then, the concept of happiness has been clearly shaped in the patriotic emulation movements of each industry, each locality, each agency and unit in the province, contributing to bringing the happiness index of Yen Bai people to 66.52% - at level 2 - quite happy in 2024.

The work of building the Party and the political system has achieved many important results. The leadership capacity and fighting strength of the Party Committee have been enhanced. Yen Bai is considered one of the leading localities in the country in reorganizing, streamlining the apparatus and staff; the quality of cadres and party members has improved, becoming more in-depth and closer to the people. The political security situation and social order and safety in the province have been ensured; creating favorable conditions for attracting investment, developing the economy and society and ensuring a peaceful and happy life for the people.

Applying digital transformation to life helps people in Yen Bai province have a better quality of life.

The achievements that the province has made in recent times have had a significant impact on the innovation of thinking, the determination of vision in policies and actions as well as the cultivation and nurturing of aspirations to rise up. This is a solid foundation for the province to continue to develop comprehensively, synchronously, quickly and sustainably.

Yen Bai today has been truly changing and developing in all aspects, affirming the new stature, new appearance, new position of the land located at the gateway of the Northwest region. That is the result of the constant aspirations for innovation, of the efforts and consensus in the entire political system and society.

2025 is a year of special significance, a year of acceleration and breakthrough to successfully complete the 5-year socio-economic development plan for the 2021-2025 period, the year of implementing the task of streamlining the apparatus, rearranging and reorganizing administrative units at all levels and building a two-level local government model.

With strong internal resources, the right development strategy and consensus, the entire Party, government and people of all ethnic groups in the province are constantly striving, overcoming all difficulties, being dynamic, self-reliant, turning potential into development momentum for an era of development to reach a minimum growth rate of 8.2%, striving to reach double digits in favorable conditions in 2025; creating a solid foundation to achieve double-digit growth in the period of 2026 - 2030. Thereby, contributing to building Yen Bai province to develop rapidly, comprehensively and sustainably in the direction of "Green, harmonious, unique and happy", striving to be in the group of 5 leading developing provinces in the Northern Midlands and Mountains, moving towards being a model of green development in the region and the whole country.
