Identifying the construction and completion of planning as an important step for traffic development, the Thanh Hoa transport sector has actively implemented solutions to complete traffic planning, promote regional connectivity, create momentum to attract investment, and develop the province's key economic sectors.
The road from Thanh Hoa city center connecting with the traffic route from Tho Xuan Airport to Nghi Son Economic Zone is completed, creating space for urban development.
Implementing Decision No. 153/QD-TTg dated February 27, 2023 of the Prime Minister approving the planning of Thanh Hoa province for the period 2021-2030, with a vision to 2045 on the plan to develop the transport network, Thanh Hoa will plan to adjust 63 current provincial roads with a total length of 1,499.67km, including: Upgrading 2 routes and 1 section of route with a length of about 100km to national highways (QL) such as the road from Tho Xuan Airport to Nghi Son Economic Zone to QL47B; Ha Ninh - Nga Ba Hanh road to QL217 extension, converting Yen Bai - An Do route to QL; converting 3 routes QL47 - Tho Xuan Airport, Cau Ho - Nghi Son, Truong Thi - Ham Rong to urban roads, with a length of 20.5km. In addition, the province upgraded 99 district and urban roads to provincial roads and converted 2 routes from national highways to local roads with a total length of about 2,044.35km.
On that basis, the Department of Transport advises the Provincial People's Committee to prioritize capital allocation to invest in key regional connection projects with breakthroughs and great spillover effects, and projects connecting expressway intersections with economic centers and industrial parks. At the same time, improve the quality of project preparation and appraisal, construction design implemented after basic design, shorten and cut the time to handle appraisal procedures, approve investment projects or technical feasibility reports, and design and estimate projects.
From 2023 to present, the whole province has completed the investment in the construction of 3 new projects with a total length of 33.4km, completed the upgrade of 56km of National Highway 15 from Quan Hoa to Ngoc Lac and upgraded 33.9km of provincial roads. In the period of 2024-2025, the province will continue to implement construction of projects with a total length of 81.5km. Currently, the Department of Transport is actively coordinating with investors and related units to urge and speed up the completion of projects such as the coastal road section Hoang Hoa - Sam Son and Quang Xuong - Tinh Gia; Van Thien - Ben En road; the road connecting National Highway 1A with National Highway 45 from Hoang Kim commune (Hoang Hoa) to Thieu Long commune (Thieu Hoa); the road from the center of Thanh Hoa city connecting with the traffic route from Tho Xuan Airport to Nghi Son Economic Zone; Project of connecting road to National Highway 217, National Highway 45 and National Highway 47; project of road from Bim Son Industrial Park to coastal road section Nga Son - Hoang Hoa...
At the same time, coordinate with localities and relevant units to speed up investment preparation progress, soon start construction of the North-South expressway connecting project, National Highway 1 to Nghi Son port; Le Loi Avenue from Phu Son intersection to Dong bridge, Thanh Hoa city; railway overpass and road at both ends of the bridge belonging to East-West Highway, Thanh Hoa city; Nam Song Ma Avenue phase 2. Along with that, propose the Ministry of Transport to soon implement investment in upgrading National Highway 45, National Highway 47, National Highway 47B and National Highway 217 from National Highway 1 to Ho Chi Minh road to strengthen the expressway connection with economic centers in the province to promote the investment efficiency of the expressway.
Construction units are focusing on human resources and means to speed up the implementation of the project connecting National Highway 1A with National Highway 45 from Hoang Xuan commune (Hoang Hoa) to Thieu Long commune (Thieu Hoa).
In addition, to promote the rural transport network, the Provincial People's Council issued Resolution No. 184/2021/NQ-HDND dated December 10, 2021 on promulgating policies to encourage the development of rural transport in Thanh Hoa province in the period of 2022-2025. Accordingly, in the period of 2022-2025, the whole province strives to solidify 480km of rural roads.
According to Deputy Director of the Department of Transport Nguyen Duc Trung, in order to develop a synchronous transport system, the department is actively consulting on pre-feasibility studies of inter-regional connecting road projects from Ho Chi Minh Road in Ngoc Lac District to National Highway 6 in Tan Lac District, Hoa Binh Province; the traffic project connecting Thanh Hoa City with Ngoc Lac District and the western mountainous districts. At the same time, speeding up the completion of investment procedures to soon start the road project from Dong Xuan intersection to Thanh Hoa City, Dong Thanh - Dong Tien section. Currently, the agency is focusing on completing the design consultancy steps and necessary procedures to submit to the Provincial People's Committee and People's Council for approval of the Eastern 3-branch Belt Project from Hoang Hoa District to Quang Xuong District. The project aims to contribute to traffic diversion, reduce the increasing traffic volume on National Highway 1 through the centers of Thanh Hoa City, Quang Xuong District and expand the space for urban development. Thereby, gradually completing the traffic network according to the general urban planning of Thanh Hoa and the planning of Thanh Hoa province approved by the Prime Minister.
