Senior Lieutenant General Vu Hai San works with Military Region 2 on a number of tasks.

Attending and working with the delegation were: Lieutenant General Pham Hong Chuong, Commander of Military Region 2; Major General Vu Kim Ha, Deputy Commander of Military Region 2; representatives of the Logistics Department, the Command Office and officers of a number of functional agencies under the Military Region 2 Command.

Reporting to the working delegation, Major General Vu Kim Ha, Deputy Commander of Military Region 2, affirmed that in 2022 and the first months of 2023, the Party Committee, the Military Region 2 Command and Party committees and commanders at all levels in the military region have comprehensively led and directed military and defense tasks, successfully completing key tasks. The level, combat readiness and overall quality of the military region's armed forces have been improved; the potentials in the defense area are increasingly solid. The military region's armed forces always have a strong political stance, high determination, and are ready to receive and successfully complete all assigned tasks.

Regarding logistics, the military region has directed and deployed all aspects of work promptly, synchronously, comprehensively and effectively; fully and promptly ensuring that the military region's armed forces can successfully carry out both regular and ad hoc tasks. Combat readiness work has been strictly maintained, and the Covid-19 epidemic has been effectively controlled. All aspects of regular logistics have met the set targets, and the soldiers' lives have always been maintained and improved...

In the basic construction investment work, after the implementation of the first half of the medium-term public investment period 2021-2025, basically the completed projects and works handed over and put into use have promoted investment efficiency; the barracks' facilities are increasingly standardized, green, clean and beautiful. The national target programs implemented by the military region are in accordance with the planning, approved plans, actual conditions and needs of the locality in the project area. The disbursement of capital sources in the first 4 months of 2023 of the military region has achieved some remarkable results...

After listening to the report of the leaders of Military Region 2 and the opinions of the delegates, concluding the working session, Senior Lieutenant General Vu Hai San praised the results in all aspects of military and defense work, focusing on logistics and basic construction investment that Military Region 2 has achieved; agreed with the direction and key tasks that Military Region 2 has determined in the coming time.

Senior Lieutenant General Vu Hai San requested that the Party Committee and the Military Region 2 Command continue to thoroughly grasp and strictly implement the resolutions and directives of superiors on military and defense work; lead and direct agencies and units to strictly maintain combat readiness; monitor and grasp the political security situation in the area, coordinate with local forces and authorities to promptly and effectively handle situations, and avoid being passive or surprised. The Military Region needs to do a good job of ideological work in the process of merging a number of agencies and units; proactively have forces and means ready to complete well the tasks of rescue, flood prevention and control in the area; proactively coordinate with localities to do a good job of preparing in all aspects to serve the important anniversaries of the State and the Army.

The Military Region continues to strictly implement the management and use of defense land, ensuring efficiency, proper purposes and laws; reporting to the Ministry of National Defense to hand over land areas that are no longer needed to localities for socio-economic development according to regulations. Regarding logistics and finance, Senior Lieutenant General Vu Hai San requested Military Region 2 to direct agencies and units to fully and promptly ensure all aspects of logistics for tasks, focusing on combat readiness, prevention and control of natural disasters, epidemics, training and exercises. At the same time, advise local Party committees and authorities to promote activities to build defense area logistics; improve the efficiency of production activities in a practical, appropriate and safe direction; synchronously deploy measures to maintain stability and improve the lives and health of soldiers.

In addition to the above tasks, Senior Lieutenant General Vu Hai San also requested that the Party Committee, the Military Region 2 Command and relevant agencies and units strengthen inspection, supervision, and urging contractors to organize construction, strictly manage and supervise construction quality, and promptly pay for completed volumes for items that meet acceptance conditions; complete handover and put into effective use transitional projects, and pay attention to disbursing assigned capital plans in accordance with regulations.

At the same time, focus on early implementation of tasks and investment plans for 2023 for projects that have been approved for investment policies and have capital allocation plans; implement early investment preparation steps for projects that are being appraised and approved for investment policies for projects that open new sources of defense budget capital; proactively remove difficulties and obstacles to speed up the progress of project implementation according to the determined plan...

Regarding the recommendations and proposals of the military region, Senior Lieutenant General Vu Hai San directly concluded a number of contents; assigned the competent agencies of the Ministry of National Defense to synthesize, report, and propose to the Minister of National Defense to consider and resolve the contents according to their authority.
