Adjusting the military deployment in all three regions in all five combat environments

At the working session, General Nguyen Tan Cuong, Chief of the General Staff of the Vietnam People's Army and Deputy Minister of National Defense, reported on the implementation results of Resolution 05.

Accordingly, in recent times, the Central Military Commission and the Ministry of National Defense have resolutely directed the adjustment of force organization in a systematic and scientific manner; while doing so, they have learned from experience and adjusted the Plan accordingly.

Closely combine organizational work with policy work and ideological work to create consensus throughout the army; not affecting the regular and ad hoc political tasks of agencies and units.

At the same time, the Ministry of National Defense has dissolved and merged a number of affiliated agencies and units, and established a number of new units. Adjusting the organization of agencies and units from the ministry level to the campaign and tactical levels, with a synchronous and reasonable structure between components and forces, without overlapping functions and tasks; reducing intermediary focal points and service and support units.

As of February 15, 2025, the Army has adjusted nearly 2,900 organizations. Of which, 1 general department, 2 army corps, 37 department levels and equivalent, and nearly 300 departments will be reduced.

Adjust the military deployment in all three regions of the North, Central and South in all five combat environments. At the same time, strengthen the construction of military zone defense posture; build provinces and centrally-run cities into solid defense areas in the new situation; increase the number of troops for newly established units, units performing training missions, and combat readiness in key strategic areas, borders, seas, islands, etc.

By the end of 2024, the Vietnam People's Army will be basically streamlined, compact, and strong.

Speaking at the meeting, President Luong Cuong expressed his agreement with the opinions and highly appreciated and commended the Central Military Commission and the Ministry of National Defense for thoroughly grasping and implementing Resolution 05-NQ/TW and the direct direction of the General Secretary and Secretary of the Central Military Commission.

The President pointed out that by the end of 2024, the organization of the Vietnam People's Army will be basically streamlined, compact, and strong; have a synchronous and reasonable organizational structure among its components and forces; and be one year ahead of schedule compared to the target set out in Resolution No. 05-NQ/TW.

In the process of implementing large-scale organizational adjustments, attention was paid to resolving reasonable policies and regimes, creating high unity among officers and soldiers throughout the army.

The President suggested that in the coming time, the Central Military Commission and the Ministry of National Defense need to study and review the country's situation in the context of strong development and preparation for organizing Party Congresses at all levels towards the 14th National Party Congress, and at the same time assess the current world situation to make proposals and recommendations on continuing to implement Resolution No. 05-NQ/TW appropriately; continue to excellently fulfill the functions and tasks of a combat army, a working army, and a production labor army.

The President emphasized that the military needs to be exemplary in thoroughly grasping and concretizing the requirements of the Politburo and the Central Executive Committee on continuing to implement Resolution No. 18-NQ/TW, building a lean, compact, strong, effective, efficient and effective political system; arranging and adjusting the merger of organizations with similar functions and tasks to ensure leanness, compactness and strength; implementing the principle that one agency performs many tasks, one task is assigned to only one agency to preside over and take primary responsibility.

Based on functions and tasks, solutions must be found to handle all situations well; uphold the Party's organizational leadership principles; ensure the Party's absolute and direct leadership in all aspects over the Vietnam People's Army.
