On the afternoon of February 20, President Luong Cuong worked with the Ministry of National Defense on the results of implementing Resolution 05 of the Politburo on the organization of the Vietnam People's Army for the 2021-2030 period and the following years.
In recent times, deeply aware of the Party's policies and viewpoints on building a revolutionary, disciplined, elite, and modern People's Army, the Central Military Commission and the Ministry of National Defense have resolutely directed the adjustment of force organization in a systematic and scientific manner; while doing so, they have learned from experience and adjusted the Plan accordingly.
Closely combine organizational work with policy work and ideological work to create consensus throughout the army; not affecting the regular and ad hoc political tasks of agencies and units.

The Ministry of National Defense has dissolved and merged a number of affiliated agencies and units, and established a number of new units. The Ministry has also adjusted the organization of agencies and units from the affiliated level to the campaign and tactical levels, with a synchronous and reasonable structure between components and forces, without overlapping functions and tasks; reducing intermediary contacts and service and support units.
The Ministry of Defense has adjusted the deployment of troops in all three regions of the North, Central and South in all five combat environments. At the same time, it has strengthened the construction of military zone defense posture; built provinces and centrally-run cities into solid defense areas in the new situation; increased the number of troops for newly established units, units performing training missions, and combat readiness in key strategic areas, borders, seas, and islands...
Speaking at the meeting, President Luong Cuong said that by the end of 2024, the Vietnam People's Army will be basically streamlined, strong, and have a synchronous and reasonable organizational structure among its components and forces; one year ahead of schedule compared to the target set out in Resolution No. 05.
In the process of implementing large-scale organizational adjustments, attention was paid to resolving reasonable policies and regimes, creating high unity among officers and soldiers throughout the army.
The President suggested that in the coming time, the Central Military Commission and the Ministry of National Defense need to study and review the country's situation in the context of strong development and prepare to organize Party Congresses at all levels towards the 14th National Party Congress.
The Central Military Commission and the Ministry of National Defense need to assess the current world situation to make appropriate proposals and recommendations on continuing to implement Resolution No. 05; continue to excellently fulfill the functions and tasks of a combat army, a working army, and a production labor army.
The President emphasized that the Army needs to be exemplary in thoroughly grasping and concretizing the requirements of the Politburo and the Central Executive Committee on continuing to implement Resolution No. 18 to build a lean, compact, strong, effective, efficient and effective political system; arrange and adjust the merger of organizations with similar functions and tasks to ensure leanness, compactness and strength; implement the principle that one agency performs many tasks, one task is assigned to only one agency to preside over and take primary responsibility.
Based on functions and tasks, solutions must be found to handle all situations well; uphold the Party's organizational leadership principles; ensure the Party's absolute and direct leadership in all aspects over the Vietnam People's Army.
