In his speech directing the Congress, Politburo member and Prime Minister Pham Minh Chinh emphasized that the Congress is a major event for former Vietnam People's Public Security Forces. The Congress takes place on the occasion of the 78th anniversary of the August Revolution and National Day (September 2); the 78th anniversary of the Vietnam People's Public Security Traditional Day, and the 18th anniversary of the National Day for National Security Protection.
Prime Minister Pham Minh Chinh said that the People's Public Security is an important armed force of the Party, State and people, playing an important, core and pioneering role in the cause of protecting national security and social order and safety.

After completing their duties in the force, tens of thousands of officers and soldiers have left the army, returned to their hometowns or changed jobs in agencies in all fields.
Former People's Public Security Forces are those who have experienced combat, training and maturity through the fire of resistance wars, through struggles to protect national security and social order and safety, and have made great contributions to the cause of fighting, national liberation, and building and defending the Fatherland.
"You comrades are truly a solid spiritual support, a noble and exemplary example of public security officers and soldiers that today's young generation should learn from and follow," the Prime Minister emphasized.
The working experience of former police officers still has long-term significance for the cause of national defense, contributing to building and developing the art of protecting security, social order and safety. At the congress, delegates elected 21 members to the Executive Committee of the Vietnam People's Police Veterans Association. Among them, Senior Lieutenant General Le Quy Vuong - holds the position of President of the Association; Major General Vu Hung Vuong - former Deputy Director General of the General Department of Police as Permanent Vice President of the Association; Lieutenant General Tran Van Nhuan - former Deputy Director General of General Department 3, Lieutenant General Nguyen Danh Cong - former Chief of Office of the Ministry of Public Security, Lieutenant General Duong Minh Hung - former Deputy Director General of the General Department of Security as Vice Presidents of the Association.
