At the first meeting, leaders of the Provincial People's Committee and a number of provincial departments and branches reported on the conditions for considering project approval, and investors expected to register in Ngu Lac Industrial Park (Dinh An Economic Zone).
Comrade Tran Vien Phuong, Deputy Head of the Economic Zone Management Board, informed about some proposed contents of investors implementing projects in Ngu Lac Industrial Park.
The investor proposed to upgrade the provincial traffic system: National Highway 53 from Tra Vinh city to the intersection with Provincial Road 914; upgrade Provincial Road 914; invest in the construction of new Provincial Road 915C; develop 300MW of wind power and solar power at Long Khanh sludge storage area located opposite Ngu Lac Industrial Park; clean water demand for Ngu Lac Industrial Park; propose to adjust the general planning for the construction of Dinh An Economic Zone (remove the residential planning of 02 radial roads through Ngu Lac Industrial Park (Route No. 5) and add a bridge across the channel for large tonnage ships to enter Hau River.
Comrade Duong Van Ni, Director of the Department of Transport, commented on the content of upgrading and new investment in traffic by investors in Ngu Lac Industrial Park.
At the second meeting, leaders of the Provincial People's Committee and a number of provincial departments and branches reported on the conditions for considering project approval. The investor plans to implement a number of wind power projects according to Power Plan VIII.
Comrade Nguyen Hoang De, Deputy Director of the Department of Planning and Investment, informed about the implementation of wind power projects in the province.
Currently, Tra Vinh is implementing 04 wind power projects and 01 biomass power project. For the 04 wind power projects, there are still difficulties and problems in the appraisal of investment policies, the form of selecting investors for the projects, especially the procedures without a specific electricity price mechanism, slow legal procedures due to no connection agreement, slow site clearance progress due to compensation agreement; the progress of work implementation is slow compared to the investment policy...
Comrade Lam Sang Tuoi, Director of the Department of Justice, commented on the plan to implement wind power projects according to Power Plan VIII, which requires approval from the Ministry of Justice.
Based on the report, the Standing Committee of the Provincial Party Committee and a number of provincial departments and branches discussed and approved the policy to implement a number of projects of investors expected to register in Ngu Lac Industrial Park. In which, the focus was on discussing the current traffic plans such as road surface, roadbed on National Highway 53, Provincial Road 914; developing solar power, in the provincial planning there is an orientation for potential areas for solar power development in Long Khanh sludge dumping area; arranging source water reservoirs, investing in clean water supply plants in Ngu Lac Industrial Park. For a number of wind power projects according to Power Plan VIII, it is necessary to consider asking for the policy of central ministries and branches to have a solution orientation.
Comrade Nguyen Quynh Thien, Vice Chairman of the Provincial People's Committee, spoke about the investor's proposal on solar power development and the content related to 04 wind power projects.
Secretary of the Provincial Party Committee Ngo Chi Cuong agreed with the investor's policy to implement the project in Ngu Lac Industrial Park and create conditions for the investor to immediately operate investment projects such as solar power, water plants, transportation, etc. However, to effectively open up Dinh An Economic Zone, the Provincial People's Committee, relevant departments and branches need to consider, calculate clearly and agree to let the investor lease land area to implement the solar power project and perform obligations in accordance with the provisions of law. The Secretary of the Provincial Party Committee directed the Provincial People's Committee to note the proposal that the investor must commit to performing the main task of serving Ngu Lac Industrial Park.
Comrade Le Van Han, Chairman of the Provincial People's Committee, agreed with the investor's proposal on developing solar power at the Long Khanh sludge storage area.
Regarding the conditions for considering project approval, the investor plans to implement a number of wind power projects according to the Power Plan VIII, Provincial Party Secretary Ngo Chi Cuong directed the Provincial People's Committee and a number of relevant departments and branches to continue to advise and propose policies from central ministries and branches to have measures to remove difficulties and obstacles. In particular, it is necessary to review construction items, review project implementation locations; locations that overlap with other projects to have a handling direction to ensure compliance with the socio-economic development plan of the province in the coming time.
Comrade Kim Ngoc Thai, Standing Deputy Secretary of the Provincial Party Committee, spoke and directed the review of slow-progressing construction items and projects, and solutions to remove obstacles for investors.
