Implementing democracy more and more systematically and substantially

This afternoon (September 5), the Inspection Delegation of the Central Steering Committee for the implementation of grassroots democracy regulations (QCDC) led by Comrade Duong Thanh Binh - Member of the Party Central Committee, Head of the National Assembly's Petition Committee, Member of the Central Steering Committee, had a working session with Binh Thuan Lottery Company Limited on the results of implementing QCDC at the grassroots level from 2021 to June 2023.

Reporting at the inspection, Mr. Pham Nang Hiep - Acting Chairman of the Company, Deputy Head of the Steering Committee for the implementation of QCDC of the company said: The Company identified one of the factors that determines the quality and effectiveness of the construction and implementation of QCDC is the role of the head of the Party Committee and the government. Therefore, the Party Committee of the Company regularly consolidates and improves the quality of the activities of the Steering Committee for the implementation of QCDC; each comrade in the Party Committee is exemplary, interested in leadership, creating conditions for the Steering Committee to operate and promote its role well. Thanks to that, the implementation of QCDC at the company is basically disciplined, substantial and widespread to each union member and employee.

In addition, the effective implementation of the QCDC at the grassroots level and related legal documents has created a clear change in the awareness of employees about the meaning, importance and necessity of strengthening democracy in the company's operations. In addition, the company also effectively implements regulations on practicing thrift, preventing corruption and waste; the process and order of work improvement are promoted, ensuring legality, efficiency, transparency, limiting overlaps and unnecessary regulations...

At the inspection, the meeting participants said that the organization and implementation of QCDC in the company was quite synchronous and regular; creating new and practical models and forms of activities. In addition, they contributed opinions on the remaining issues so that the implementation of QCDC in the company could achieve better results.

In his concluding remarks at the inspection, comrade Duong Thanh Binh - Member of the Party Central Committee, Head of the National Assembly's Petition Committee, Member of the Central Steering Committee acknowledged and highly appreciated the timely direction of the Party Committee and the Company's leadership in the process of implementing the QCDC at the grassroots level. The Head of the National Assembly's Petition Committee emphasized that the company operates in the field of natural monopoly, a special type of enterprise. However, in the process of implementing the QCDC at the grassroots level, the company has promoted the right to mastery and mobilized the intellectual potential of managers and employees. The company has promoted propaganda to all managers and employees about the responsibility to implement the QCDC at the grassroots level. At the same time, it has disseminated and propagated the contents of the Law on Implementing Democracy at the Grassroots Level, along with promoting the role of mass organizations in the company such as trade unions, Youth Union, and Veterans. The company has implemented policies for employees quite well, thanks to which there is no internal disunity.

Comrade Duong Thanh Binh suggested that in the coming time, the company should continue to promote and further improve the effectiveness of education and propaganda work to all managers and employees about the responsibility to implement grassroots democracy; disseminate and propagate the contents of the Law on Democracy Implementation at the Grassroots Level. Regarding union activities, Comrade Duong Thanh Binh suggested that the company continue to promote the role of existing organizations while strengthening the leadership role of the Party Committee, contributing to the inspection and supervision of the implementation of grassroots democracy in the company. The Head of the National Assembly's Petition Committee also suggested that the company should study and review the activities of the People's Inspectorate, paying attention to assigning specific tasks for supervision to contribute to the good implementation of grassroots democracy in the company...
