The announcement stated that over the past time, ministries, branches and localities have devoted a lot of time, effort and enthusiasm to implementing Resolution No. 18-NQ/TW of the 6th Conference of the 12th Central Committee on innovation, reorganization of the political system to be streamlined, effective and efficient; at the same time, the direction and implementation of important national and key transport projects of ministries, branches and localities have been maintained and achieved certain results. Local authorities at all levels have made efforts to carry out site clearance and infrastructure relocation. Investors have directed contractors to overcome difficulties and obstacles, taking advantage of favorable weather conditions to speed up construction of projects.
In addition to the achieved results, there are still shortcomings and limitations in the implementation process that need to be resolved, such as: investment preparation for some projects is still slow, the appraisal organization time is still long, the site clearance progress has not met the required progress (Binh Duong, Hung Yen, Lang Son ...), construction implementation is still slow (Can Tho, Soc Trang, Bac Ninh, Lang Son, Cao Bang); procedures for granting construction material mines still have many obstacles and shortcomings, while resources are the common property of the country, the current assignment of material mines to enterprises and private individuals for management and exploitation is not appropriate, causing negativity in the exploitation and supply of materials, affecting the progress of project implementation. Deputy Prime Minister Tran Hong Ha has directly worked with and directed localities in the Mekong Delta region to remove obstacles related to procedures for granting material mines for projects. Localities with mines are required to seriously implement their commitments (commitments must be implemented, words must be done), resources are the common property of the country, so they cannot be kept for their own locality. There are only about 10 months left from now until December 31, 2025, while there is still a lot of work. Therefore, the Prime Minister requested ministries, branches and localities to seriously review and urgently implement key tasks to complete the goal of the emulation movement "500 days and nights of emulation to complete 3,000 km of expressway", especially in projects that are behind schedule and have difficulties and problems. The competent agencies, investors and contractors of the projects must review and develop detailed construction schedules, have solutions to speed up the progress to compensate for the delayed construction volume, ensuring completion on schedule. The media agencies should strengthen propaganda and encourage advanced models and places with good and creative ways of doing things in the emulation movement.
The Prime Minister has established 07 inspection teams and assigned 07 Deputy Prime Ministers as Heads of the teams, along with ministries and branches to directly inspect the site to remove difficulties and obstacles, and urge the progress of projects in the list of 3,000 km of expressways to be completed in 2025. The competent agencies, investors, contractors, etc. must have documents and minutes of commitment to complete the tasks on schedule and complete the project in 2025. Note that after the inspections and working sessions, the parties must identify the existing problems and obstacles, and have solutions to remove them based on the principle of "clear people, clear work, clear progress, clear results, clear responsibilities" as a basis for monitoring and reviewing in the following inspections, ensuring maximum effectiveness of the working teams.
Party committees at all levels and the Secretary need to directly and regularly pay attention to and encourage workers to participate in projects in the local area; urge the progress of project implementation, ensuring completion on schedule. Contractors need to coordinate with local contractors in the spirit of large enterprises supporting small local enterprises, creating conditions for sharing experiences and supporting development; taking advantage of favorable weather conditions to speed up construction progress.
The Prime Minister also set out a number of key tasks that relevant ministries, branches and localities need to carry out in the coming time.
Removing difficulties and obstacles in investment procedures
Regarding investment preparation procedures, the Prime Minister requested the Ministry of Finance to preside over the review of the provisions of the Law on Public Investment, the Law on Bidding, and the Law on Investment under the public-private partnership model to propose amendments, especially the procedures for selecting investors and contractors, with the aim of shortening the time, simplifying implementation procedures, removing difficulties and obstacles in procedures, promoting economic growth (developing one law to amend many laws); report to the Government in March 2025, submit to the National Assembly in April 2025 (without further delay).
The Ministry of Finance reviewed and reported to Deputy Prime Minister Tran Hong Ha on the establishment of the Appraisal Council in the direction of streamlining the number of members of the Appraisal Council, including only a number of necessary related ministries and localities, clearly requesting the deadline for participation in comments, not responding after the deadline is considered as consensus and taking full responsibility for not responding on time (clearly stipulated when submitting, drafting the Decision and issuing the Decision to establish the Appraisal Council) to save time and increase the responsibility of the members.
The Ministry of Finance guides localities on transferring public investment capital allocated in 2024 to 2025; balances and arranges sufficient capital for the Dong Dang - Tra Linh project as requested by Cao Bang province, the coastal road of Quang Binh province; guides Lang Son province on procedures for adjusting the investment policy of the Huu Nghi - Chi Lang project in accordance with regulations; guides Binh Phuoc, Thai Binh, and Lam Dong provinces to speed up procedures for selecting investors for PPP projects in March 2025.
At the same time, promptly complete the appraisal of the Pre-Feasibility Study Report (NCTKT) of the Ho Chi Minh City Ring Road 4 project, adjust the investment policy of the Bien Hoa - Vung Tau project in March 2025 and appraise the Feasibility Study Report (NCKT) of the Gia Nghia - Chon Thanh project in March 2025.
Lam Dong province urgently speeds up the approval of the Technical Research Report of Tan Phu - Bao Loc and Bao Loc - Lien Khuong projects, to be completed before March 25, 2025.
Ho Chi Minh City and Tay Ninh province speed up the preparation and approval of the Technical Research Report of the Ho Chi Minh City - Moc Bai project, to be completed in March 2025.
Binh Phuoc and Dak Nong provinces urgently implement the direction of Deputy Prime Minister Tran Hong Ha in Official Dispatch No. 1215/VPCP-CN dated February 15, 2025, speeding up the completion of procedures to start the Gia Nghia - Chon Thanh project on April 30, 2025.
Hoa Binh province urgently submits for approval the investment policy of Hoa Lac - Hoa Binh, to be completed in March 2025.

Regarding site clearance , the Prime Minister requested that localities mobilize the entire political system to participate in site clearance for projects, properly implement progress commitments, and not delay progress, including:
The provinces: Tuyen Quang, Khanh Hoa, Binh Duong, Dong Nai, Da Nang, Ho Chi Minh City, Long An, Thai Nguyen, Kien Giang, Bac Lieu need to make more efforts and determination to hand over the entire remaining land of projects planned to be completed in 2025, completed in March 2025.
Provinces and cities: Lang Son, Hanoi, Hung Yen, Bac Ninh, Can Tho review the remaining site clearance volume, coordinate with investors to drastically implement site clearance work, meet the progress of the implementation of the Ring Road 4 project of Hanoi Capital Region, Huu Nghi - Chi Lang, Chau Doc - Can Tho - Soc Trang, to be completed in March 2025.
The Ministry of Agriculture and Environment urgently guides localities to implement the provisions of Article 103 of the 2024 Land Law (compensation for crops and livestock), to be completed by March 2025; synthesize reports for competent authorities to consider in cases beyond their authority.
Regarding capital allocation for a number of projects , the Prime Minister requested ministries, branches and localities to urgently allocate and assign in detail the entire 2025 capital plan that has been assigned before March 15, 2025. For the unallocated capital after March 15, 2025, the Ministry of Finance will recover it to allocate to key projects and projects in need of additional capital to accelerate the progress of deployment and implementation.
The Ministry of Finance reviews and balances central funding sources to support Ha Giang, Tuyen Quang and Dong Thap provinces to ensure sufficient capital to complete the two Tuyen Quang - Ha Giang and An Huu - Cao Lanh projects in 2025 on the principle of harmony, sharing, and suitability with central and local resources.
Lang Son province reviews and decides according to its authority to adjust and increase the state capital participation in the Dong Dang - Tra Linh project. In case of capital difficulties, it shall report to the Prime Minister for consideration and decision.
Review of inappropriate mineral laws
Regarding construction materials in the Mekong Delta , the Prime Minister requested the Ministry of Agriculture and Environment to urgently review legal regulations on minerals that are not consistent with the implementation of construction projects in recent times, and report to the Government on the contents that need to be amended in March 2025 in order to submit them to the National Assembly at the May 2025 session. Deputy Prime Minister Tran Hong Ha was assigned to directly direct this content.
Review procedures and coordinate with Tay Ninh province on exploiting sediment sources at Dau Tieng lake; guide dredging procedures to clear waterways to serve traffic projects in the area.
The Prime Minister assigned Deputy Minister of Agriculture and Environment Tran Quy Kien - Member of the Steering Committee to directly work with localities of Dong Nai, Binh Phuoc, Tay Ninh and the southwestern provinces to guide procedures and resolve difficulties and problems related to the supply of materials for projects.
Building a Railway Industry Development Project
Regarding railway projects , the Prime Minister requested localities with high-speed railway projects on the North-South axis, the Lao Cai - Hanoi - Hai Phong railway project passing through, on the basis of the project investment policy approved by the National Assembly, to proactively coordinate with the Ministry of Construction to immediately implement site clearance procedures, approve resettlement projects to meet project progress.
The Ministry of Construction urgently presides over and coordinates with the Ministry of Science and Technology, the Ministry of Industry and Trade and relevant agencies to develop a project on railway industry development, including: studying and proposing the Vietnam Railway Corporation and capable domestic enterprises to participate in receiving and transferring technology to develop the railway industry, to be completed in June 2025.
Ho Chi Minh City urgently organizes research and implementation of urban railway (subway) projects from Ho Chi Minh City to Can Gio and Ho Chi Minh City to Long Thanh International Airport; calls for investors and contractors with capacity to participate in investment; reports to the Prime Minister in April 2025.
Construction of Long Thanh International Airport's second runway to begin in March 2025
Regarding the Long Thanh International Airport construction investment project and connecting infrastructure , the Prime Minister requested relevant ministries, localities and agencies to thoroughly grasp and promptly carry out the tasks assigned by the Prime Minister in Notice No. 545/TB-VPCP dated December 4, 2024.
ACV reviews procedures to soon start construction of the second runway in March 2025.
The Prime Minister also requested the Ministry of Construction to urgently submit to the Prime Minister a Decision to complete the State Steering Committee for important national projects and works, key to the transport sector, in which Deputy Prime Minister Ho Duc Phoc is added as Deputy Head of the Steering Committee; preside over and coordinate with the Government Office to monitor, urge and guide localities, agencies and units to implement the above assigned tasks; promptly report to the Prime Minister and Deputy Prime Ministers for direction and removal of difficulties and obstacles.
