On March 7, in an atmosphere of special friendship and solidarity, comrade Le Van Hieu, Standing Deputy Secretary of the Provincial Party Committee, Chairman of the Provincial People's Council, Head of the National Assembly Delegation of Hai Duong province and his counterpart Bun Son Phet la Van, Deputy Secretary of the Provincial Party Committee, Chairman of the People's Council of Vientiane province discussed and agreed on a number of cooperation contents between the two twinned provinces of Hai Duong - Vientiane in the coming time.
2024 is the 40th anniversary of the establishment of friendly cooperation between Hai Duong and Vientiane provinces (1984 - 2024). The two provinces agreed to organize a celebration. With the advantages of Hai Duong, Standing Deputy Secretary of the Provincial Party Committee Le Van Hieu expressed the province's desire to support Vientiane in socio-economic development, especially when the Vietnamese State has a favorable legal corridor for this. The two provinces will sign a cooperation document at an appropriate time to promote the implementation of cooperation programs between the two localities in the coming time. Create conditions for Party, government and mass organizations of the two sides to exchange delegations, learn from each other's experiences, help each other in Party and government building, and foster professional skills of cadres; exchange culture, and attend major cultural events and festivals in the two localities.
In the field of education, in the period of 2024 - 2027, Hai Duong province will receive a number of high school graduates from Vientiane province to study Vietnamese, then transfer to study at universities, colleges and intermediate schools in Hai Duong province.
The two sides agreed to allow relevant sectors of the two provinces to organize information exchanges on the investment environment, potentials, and strengths, creating favorable conditions for investors of each side to easily access information and support investors and businesses during their operations.
The two sides will increase exchanges, improve professional skills and help each other in investment, trade and technology. Promote cooperation in agriculture, health, justice and youth work. The two sides will create favorable conditions for the Department of Culture, Sports and Tourism of Hai Duong province; the Department of Information, Culture and Tourism, the Department of Education and Sports of Vientiane province to carry out exchange activities, cooperation and experience sharing in culture, arts, sports and tourism to introduce the traditional cultural identities, countries and people of the two countries. Organize surveys of tourist routes and destinations, exploit the tourism potential and advantages of each locality, build tourism promotion programs to attract tourists from Vientiane to Hai Duong and vice versa.

On this occasion, Hai Duong and Vientiane provinces reviewed the results of cooperation over the past time; informed about the socio-economic situation and the work of building the political system of the two localities.
In recent years, due to the impact of the Covid-19 pandemic, exchanges and cooperation between the two provinces have encountered some difficulties. However, the two localities have basically completed the plans set out for human resource training, surveys to promote tourism cooperation, cultural exchanges, delegation exchanges between localities, and a number of sectors have signed and implemented cooperation. The two sides also reviewed the work that has not been done, and sought solutions for implementation in the coming time.
Vientiane Province is located near the capital Vientiane of the Lao People's Democratic Republic, with a population of more than 481,000 people, mainly mountainous areas, and many socio-economic difficulties.
The delegation donated 100 million VND to Vientiane province to serve the work of promoting education and social security.
On the same day, Standing Deputy Secretary of the Provincial Party Committee Le Van Hieu and the working delegation conducted a field survey at a number of facilities in Vientiane province.
