The Government Office has just issued Notice No. 563/TB-VPCP dated December 19, 2024, concluding Prime Minister Pham Minh Chinh's working trip with ministries and localities on the implementation of the Can Tho - Ca Mau expressway construction project and a number of key transport projects in the Mekong Delta region.
Investment in the construction of key transport projects, including expressway projects in the Southeast and Southwest regions, is of utmost importance. On behalf of the Government, the Prime Minister acknowledged the active participation and high sense of responsibility of ministries, branches, localities, project management boards, enterprises, contractors, supervision consultants and staff, engineers, workers and laborers directly working at project sites.
Completion of 600 km of expressway in the Mekong Delta region
The Prime Minister requested all levels, sectors and localities to focus on synchronously, drastically and effectively implementing the tasks and solutions set out to achieve the goal of completing 600 km of expressways in the Mekong Delta region by 2025 and 2026; in which the Can Tho - Ca Mau expressway must be completed before December 31, 2025 to seamlessly connect the entire North - South expressway in the East from Lang Son to Ca Mau, and continue to invest in the Can Tho - Dat Mui expressway section according to the plan; the Chau Doc - Can Tho - Soc Trang expressway must be completed before December 31, 2026, striving to complete it earlier; Cao Lanh - An Huu, My An - Cao Lanh, Rach Mieu 2 bridge...; Responding to and implementing the "500-day and night emulation movement to complete 3,000 km of expressway" to welcome the Party Congresses at all levels, towards the 14th National Party Congress, the 80th anniversary of the founding of the country, the 50th anniversary of the Liberation of the South and National Reunification. The early completion of these important works and projects will soon create new development space, new values, generate large revenue from land for socio-economic development, create new industrial parks, new urban areas, new service areas and create jobs and livelihoods for people.
During the remaining time of 2024 and from the beginning of 2025, ministries, branches, localities and units are required to continue to resolutely implement the following key tasks and solutions:
Regarding site clearance: The People's Committees of localities shall complete all site clearance work to hand over to projects as planned; in which, the People's Committee of Can Tho City shall completely resolve the relocation of the landfill on the IC2 National Highway 1 connection route (Can Tho - Ca Mau Project) in December 2024; hand over 100% of the site to the Cao Lanh - Lo Te Project before December 31, 2024.
Mining licensing to be completed by December 2024
Regarding construction materials, the Prime Minister requested that all localities with sources of sand and stone materials to supply key transport projects in the South, especially the Ho Chi Minh City Ring Road 3 Project and projects in the Mekong Delta region, must complete mining licensing by December 2024.
An Giang province completed procedures to resume exploitation of Antraco stone quarry in December 2024 to supply key transport projects in the Mekong Delta region (priority given to the Can Tho - Ca Mau expressway project); at the same time, urgently completed procedures to adjust the dredging capacity of the Vam Nao River to supply sand for road filling according to the direction of Deputy Prime Minister Tran Hong Ha, to be completed in December 2024.
Tien Giang Province: (i) Complete all procedures for sand mining, ensure sand mining activities for projects implemented in December 2024 according to the tasks assigned by the Prime Minister; (ii) review the determination of material prices at commercial mines in the area, strictly handle organizations and individuals who delay the procedures for granting mines and determine material prices that are not in accordance with regulations; at the same time, continue to have solutions to strictly manage the prices of filling materials supplied to projects, in accordance with the price level in localities in the region and in accordance with the provisions of law, ensuring the principles of publicity and transparency, not allowing group interests to occur in the management, exploitation and supply of common construction materials.
Dong Thap Provincial People's Committee urgently reviews and balances the supply of 1 million m3 of sand that is still lacking according to the assigned target, to be completed in December 2024; in which, carrying out procedures to reconcile from sand mines that are still exploiting and have surplus reserves to compensate for the shortage due to the cessation of exploitation of some mines that have collapsed, the quality of sand is not guaranteed... to supply enough for the Project according to the assigned target.
The People's Committee of Vinh Long province urgently issued a document to increase the exploitation capacity of 3 mines: Vam Tra On, Vam Tra On 2, Vam Tra On 3 in accordance with the Confirmation and supplement the missing source of 1.2 million m3 according to the assigned target, ensuring compliance with legal regulations, to be completed in December 2024.
The People's Committees of Dong Nai and Kien Giang provinces urgently review material sources, prioritize support for stone sources to supply the project (similar to what Binh Duong province has done), to be completed in December 2024.
The Ministry of Natural Resources and Environment shall provide specific guidance to An Giang province, including a clear viewpoint for the People's Committee of An Giang province to complete the procedures for adjusting the dredging capacity of the Vam Nao River and re-exploiting the Antraco quarry in December 2024, and report the implementation results to the Prime Minister before January 5, 2024.
The Ministry of Construction strengthens supervision and inspection of construction material price determination in localities, ensuring compliance with legal regulations, avoiding speculation, hoarding, and price increases of construction materials.

Regarding construction work, the Prime Minister requested the Ministry of Transport to direct the My Thuan Project Management Board, contractors, and consulting units to closely coordinate with localities to promptly complete procedures to exploit construction material mines, ensuring sufficient reserves and capacity; taking advantage of favorable weather conditions, focusing on construction with the spirit of "overcoming the sun, overcoming the rain" , "3 shifts, 4 shifts", "eating quickly, sleeping urgently", "through holidays, through Tet, through days off", "only working, no back-and-forth", getting each job done, ensuring quality, environmental sanitation, and determined to strive to complete the Project ahead of schedule.
The Prime Minister assigned the Ministry of Transport to speed up investment preparation procedures, striving to start the project to expand the expressway section from Ho Chi Minh City - Trung Luong, Trung Luong - My Thuan in the first quarter of 2025; at the same time, focus on completing a number of other key projects such as Ben Luc - Long Thanh expressway, Rach Mieu 2 bridge, Dai Ngai 2 bridge, etc.
For the expressway from Ca Mau city to Dat Mui: The Ministry of Transport urgently reviews, updates, and adds the route to the Vietnam Road Network Planning for the period 2021 - 2030, with a vision to 2050 (investment progress before 2030), as a basis for implementation; coordinates with the People's Committee of Ca Mau province to complete the investment procedures for the route (calculating the most direct and shortest route), assigns the People's Committee of Ca Mau province to manage the project investment according to the provisions of law (Ca Mau province allocates local budget to carry out site clearance work), strives to start the project in 2025.
