
On the occasion of International Children's Day June 1 and the Month of Action for Children 2024, on the morning of May 31, Prime Minister Pham Minh Chinh visited and presented gifts to children at the Hanoi Center for Disabled Children.
Also attending were Minister of Labor, War Invalids and Social Affairs Dao Ngoc Dung; Chairman of Hanoi People's Committee Tran Sy Thanh; leaders of ministries, branches, central agencies and Hanoi city.
Hanoi Center for Nurturing Disabled Children, formerly the School for Teaching and Vocational Training for the Deaf and Mute, was established in 1978 and is a public service unit under the Department of Labor, War Invalids and Social Affairs of Hanoi city.
The center is responsible for receiving, caring for, nurturing, rehabilitating, teaching culture and vocational guidance to disabled children, and disabled children who voluntarily contribute funds according to regulations in the city.
Currently, the Center is caring for, nurturing, rehabilitating, and teaching culture and vocational guidance to 130 children with severe disabilities, including deaf-mute children, children with intellectual disabilities, children with motor disabilities, autism, hyperactivity, etc.
Currently, the Center is organizing 11 cultural classes according to the specialized education program at the Primary level.

In addition to studying culture, children also learn information technology, receive vocational guidance, life skills, and self-service skills to help them integrate into the community.
Visiting the facilities, accommodation and boarding conditions of the children at the Center, Prime Minister Pham Minh Chinh assessed that although the facilities still have many difficulties and limitations, the Center arranges suitable accommodation and takes good care of the children according to their gender and disability.
In addition, the Center regularly organizes fun activities and sports for children such as tug of war, badminton, soccer, basketball, etc. to improve their health.
In particular, the Prime Minister was pleased to know that after completing the specialized primary education program at the Center, some children were sent by their families to continue their studies at the Central Pedagogical College at the secondary level, and some children were accepted by companies and businesses for vocational training and job creation.
Most deaf and mute children after leaving the Center are able to integrate into the community and become independent. Children with especially severe disabilities who cannot reintegrate into the community after reaching the age of being cared for for life.
Witnessing the gestures, awareness, ethical and humane behavior of the children at the Center, the Prime Minister said that these are very encouraging signs, demonstrating the culture and fine humane traditions of our nation, helping disadvantaged children have the opportunity to assert themselves and make certain contributions to society; a clear and vivid demonstration of the teachings of beloved Uncle Ho: "Nothing is difficult; Only fear that the heart is not steadfast; Digging mountains and filling seas; Determination will make it happen".
Giving gifts and talking to children, officials and teachers of the Hanoi Center for Nurturing Children with Disabilities, Prime Minister Pham Minh Chinh sent his warmest greetings, kind regards and best wishes to teachers, officials, civil servants, employees and workers in the education sector and all students nationwide in general and students with special circumstances in particular; wishing the students a happy, safe and enjoyable summer vacation with their families, relatives and friends.

The Prime Minister emphasized that children are the happiness of every family and the future of the country. Child care, education and protection is a strategic and long-term issue, contributing significantly to the preparation and improvement of human resource quality for the cause of industrialization, modernization and international integration of the country; investing in children is investing in the future of the country; doing this work well is the responsibility of Party committees at all levels, authorities, organizations, families, schools and the whole society.
According to the Prime Minister, over the years, the Party and State have always paid special attention to the work of protecting and caring for children, creating the best conditions for children to develop comprehensively, have a safe and healthy living environment; respect, listen, consider and respond to children's opinions and aspirations; do not discriminate and ensure the best interests of children in related decisions; consider this a strategic and long-term issue.
“With the viewpoint of taking people as the center, the subject, the goal, the driving force, and the resource for development; not sacrificing progress, social justice, social security, and the environment in exchange for mere economic growth, the Party and the State perfect institutions, mechanisms, and policies; organize investment in facilities, train teachers, and develop curriculum so that children have the best conditions to study, develop their abilities, and overcome their circumstances; and have mechanisms to encourage the participation of the whole society to have resources to better care for children,” the Prime Minister pointed out.
All levels, sectors, localities, social organizations, unions and people always pay attention to, invest in and care for the education, protection and health care of children, especially for poor children, children in especially difficult circumstances, disabled children, orphans... Such attention and care have brought about very positive results.
Resources for the care of children with disabilities are mobilized from the state budget and the goodwill of the people and businesses. Many localities, typically Hanoi city, not only fully and promptly implement mechanisms and policies for children with special difficulties and children with disabilities according to general regulations, but also proactively issue specific policies to expand within their authority to better care for the children.
Many schools and specialized vocational training facilities have been built and put into operation to improve learning conditions and quality of life for disabled children, including the Hanoi Center for Nurturing Disabled Children.
The Prime Minister assessed that after 46 years of establishment and development, the Center has become a common home for students, a warm home for knowledge and love. This warm home is where teachers have truly become fathers and mothers who are always persistent, tolerant, forgiving, sympathetic, patient, both teaching and imparting knowledge, and advising, comforting, encouraging, and sharing with the difficulties and disadvantages of the children. This warm home is the place to support, inspire, and help the children to constantly strive, try, and with their will and determination, overcome adversity to study well, practice well, and become good children, good students, and good grandchildren of Uncle Ho.
On behalf of the Government, the Prime Minister highly appreciated and commended the cooperation and contributions of all levels, sectors, localities, organizations, individuals, and enterprises, especially the role of the Ministry of Education and Training and the Ministry of Labor, War Invalids and Social Affairs in the work of protecting and caring for children in general and children in special circumstances in particular; respected and commended the efforts and achievements of teachers, students, staff and workers at the Hanoi Center for Nurturing Children with Disabilities; especially the special role, love and compassion of teachers and staff towards students.
Analyzing the tasks of children's work in general, and education of children with disabilities in particular; recalling the teaching of beloved President Ho Chi Minh "For the benefit of ten years, we must plant trees, for the benefit of a hundred years, we must cultivate people", the Prime Minister pointed out the need for greater determination, greater efforts, more practical actions, and more resources to do a good job of caring for, educating and protecting children in the coming time.
Prime Minister Pham Minh Chinh requested to continue effectively implementing mechanisms and policies to protect and care for children in general, and child education in particular. Among them, focusing on effectively solving the shortage of educational facilities, especially in big cities and industrial zones; local surplus and shortage of teachers; the phenomenon of teachers having inappropriate behavior towards children; the situation of textbooks, temporary schools, remote schools, difficult living, teaching and learning conditions for teachers and students in remote, border and island areas; the issue of ensuring toilets, clean water, nutrition, food safety in school kitchens; dangers such as school drugs, drowning, violent games, injuries; the lack of safe and useful entertainment places, especially in the summer to keep children away from electronic devices, thereby preventing bad, toxic and unhealthy information on the internet and foreign cultures.
The Head of Government directed to promote the implementation of policies on people with disabilities, including students with disabilities.

The Ministry of Education and Training strengthens coordination with relevant ministries and agencies to focus on completing the Planning of the system of specialized educational facilities for people with disabilities and the system of centers to support the development of inclusive education for the period 2021 - 2030, with a vision to 2045; improving facilities, specific and appropriate regimes and policies for teachers of specialized schools.
Local authorities at all levels need to promote public-private partnerships, attract social resources to invest in facilities and specialized teaching and learning equipment such as Braille, devices to support hearing impairments, visual impairments, autism, intellectual disabilities, etc. for students; continue to pay attention to fully implementing policies for students in special circumstances.
Directing Hanoi city to speed up the progress of the project "Renovation and upgrading of Hanoi Center for Children with Disabilities", the Prime Minister hopes that teachers of the system of specialized schools in general and of the Hanoi Center for Children with Disabilities in particular will constantly strive to overcome difficulties and challenges, continue to share, sympathize, love, educate and guide students to become good citizens, useful to society.
Recalling the four verses of beloved Uncle Ho sent to the children: "Uncle Ho hopes that you will 'be good'; In the future, preserve the Lac - Hong country; Become famous as the Fairy - Dragon; Become the face of Vietnamese children", the Prime Minister hopes that you will constantly strive, be persistent, determined, and energetic; always nurture and cherish dreams, ambitions, and burning desires to overcome adversity, gain knowledge and good skills, become good citizens, useful to society; always be optimistic, confident, not feel inferior because of your shortcomings but must strive more in studying, training, improving your intelligence and physical strength; at the same time, motivate and inspire those in similar circumstances to actively participate in building a more decent and beautiful future for our country as beloved Uncle Ho always wished.
On this occasion, Prime Minister Pham Minh Chinh also highly appreciated, sincerely thanked and hoped that organizations, individuals and philanthropists at home and abroad would continue to accompany, share and provide practical and effective support for the care, protection and education of children with disabilities, joining hands to bring them love and happiness in life.
