Prime Minister issues order to start construction of expansion of T2 Passenger Terminal of Airport

To celebrate the 134th birthday of President Ho Chi Minh, on the afternoon of May 19, Prime Minister Pham Minh Chinh, Head of the State Steering Committee for important national projects and works, key to the Transport sector, attended the groundbreaking ceremony for the construction package and supply and installation of equipment for the expansion of passenger terminal T2, Noi Bai International Airport - the main and most important package of the project.

Also attending were Chairman of the State Capital Management Committee at Enterprises Nguyen Hoang Anh; Minister of Transport Nguyen Van Thang; leaders of central departments, ministries, branches and Hanoi city.

Noi Bai International Airport is currently one of the three largest international air gateways in the country, playing a particularly important role in the national airport network. The T2 international passenger terminal - Noi Bai International Airport consists of 4 floors with an area of ​​about 139,000 m2, with a total investment of nearly 18 trillion VND.

In 2018, the terminal was fully exploited and began to be overloaded when the passenger throughput in 2019 reached 11.4 million, exceeding the initial design capacity of 10 million passengers in 2020.

The project “Expansion of Passenger Terminal T2 - Noi Bai International Airport” aims to increase the capacity from 10 million passengers/year to 15 million passengers/year. The project has a total investment of 4,996 billion VND.

After the project is completed, the total floor area of ​​the passenger terminal will be increased to 200,100 m2; 2 check-in islands will be expanded to 6 islands; 2 baggage claim conveyors will be expanded to 8 conveyors; 24 traditional check-in counters will be expanded to a total of 120 counters; 15 telescopic bridges will be expanded to 29 telescopic bridges along with auxiliary works...

According to the contract, the package will be completed in 660 days and inaugurated in February 2026. However, Vietnam Airports Corporation (ACV) is committed to implementing the package to ensure safety, quality and especially to complete the project before December 31, 2025.

Speaking at the event, Prime Minister Pham Minh Chinh pointed out that developing a synchronous and modern infrastructure system is one of the three strategic breakthroughs that the Party and State have paid special attention to and directed. In recent years, the State and investors have focused many resources, especially socialized capital, on developing transport infrastructure; many important transport projects have been implemented, including many airport projects that have started construction such as Long Thanh airport, Dien Bien airport, Phu Bai airport, Tan Son Nhat Terminal T3, etc.; contributing to the socio-economic development of the country.

“Ministries, sectors and localities need to coordinate in researching and developing plans; mobilizing resources, especially public-private partnerships, to invest in, expand and upgrade airports in regions and areas across the country; creating new development space, promoting tourism, reducing logistics costs... such as expanding and upgrading Ca Mau airport so that people across the country have more opportunities to visit Ca Mau - the northernmost place of the Fatherland,” the Prime Minister noted.

According to the Prime Minister, due to the country's development and integration requirements, many airports in our country have become overloaded both in the sky and on the ground, especially Tan Son Nhat and Noi Bai International Airports.

Noi Bai International Airport has a particularly important position in the development of Hanoi Capital and the country, is the gateway to the Capital, welcomes many international delegations and heads of state, is an important trade hub of the whole country and is an important project related to national security.

According to the Master Plan for the development of the national airport system for the period 2021 - 2030, with a vision to 2050, by 2030, Noi Bai International Airport has a capacity of 60 million passengers/year; by 2050 it will be 100 million passengers/year and research on investment in a second airport in the capital region. The T2 international passenger terminal - Noi Bai International Airport with a capacity of 10 million passengers/year was put into operation in 2015, however, by 2018, the terminal began to be overloaded, exceeding the design capacity. Therefore, the expansion of Terminal T2 in the current period to ensure timely response to the overload situation of Noi Bai International Airport is very necessary.

The Prime Minister acknowledged and commended the Ministry of Transport, the Ministry of Planning and Investment, Hanoi City, the State Capital Management Committee at Enterprises, relevant ministries and branches, and the Vietnam Airports Corporation (ACV) for proactively and actively coordinating to remove many obstacles and difficulties, especially procedures related to land, investment, capital, and completing procedures according to regulations to start this important and meaningful project.

The Prime Minister said that the completion of the T2 terminal expansion project will help increase the design capacity of Noi Bai International Airport to 30 million passengers/year and be able to handle up to 40 million passengers/year, contributing to improving the quality of passenger services and the country's competitiveness.

The Prime Minister said that the groundbreaking ceremony of the T2 Terminal Expansion Project is the most concrete and clear evidence of the utmost efforts of the investor, the participation of the Government, ministries, branches and localities in the past time. However, this is only the beginning step, to complete and put the terminal into operation on schedule, ensuring safety and quality, there is still a lot of work to do, the task is still very heavy and facing many difficulties and obstacles in the implementation process.

Prime Minister Pham Minh Chinh requested the Ministry of Transport, the Civil Aviation Authority of Vietnam, and the State Capital Management Committee at Enterprises to continue to closely direct the investor and the Project Management Board to develop a specific plan and coordinate closely throughout the project implementation process to ensure absolute safety of flight operations at the port and social security and order in the area.

Vietnam Airports Corporation directs the Supervision Consultant and construction contractors to properly implement the project's objectives, ensure construction progress, quality, effective use of approved capital; comply with current regulations in construction and requirements on environmental protection.

Contractors must carry out construction with the highest responsibility, strictly implement construction laws, mobilize sufficient machinery, equipment, and human resources to construct works to ensure quality and progress; strictly prohibit the use of substandard or low-quality materials, or construction without sufficient materials as required... Investors and supervision consultants must be responsible if contractors commit violations that affect the quality and progress of the works.

Contractors who have made commitments must carry them out, and must do so effectively with specific products, of the right quality, in accordance with regulations, on schedule, without waste or negativity; the construction process must be scientific and safe. Hanoi City continues to closely direct departments and agencies, Soc Son district to coordinate and create favorable conditions to help investors, contractors and project implementing units complete the project with the highest efficiency.

Requiring the development planning of Noi Bai International Airport with a breakthrough mindset, strategic vision, and green, smart, and modern development, the Prime Minister directed ministries, branches, agencies, units, and contractors to implement the project in the spirit of: "working, not backtracking", "working in 3 shifts, 4 shifts", "eating quickly, sleeping urgently", "overcoming the sun, overcoming the rain; working through holidays and Tet", "committed to doing it effectively"; the project must ensure quality, technique, aesthetics, safety, environmental protection, no cost overruns, and anti-negativity; striving to complete the project before December 31, 2025, making achievements to welcome the 14th National Congress of the Party.

Previously, the Prime Minister visited the Airport Operations Center, Noi Bai International Airport, which is currently operating 500 flights per day. The Center integrates data from airlines, air traffic control agencies and ground control agencies to unify the focal point, improve the capacity and operational efficiency at the Airport.

Prime Minister Pham Minh Chinh praised relevant units for promoting digital transformation, coordinating and sharing information on effective airport management and operations; requested units to continue coordinating to build airports in a green, smart and modern direction; and expand this management model to other airports nationwide.
