On September 14, at the Government headquarters, Prime Minister Pham Minh Chinh received Ambassador Extraordinary and Plenipotentiary of the Lao People's Democratic Republic to Vietnam Sengphet Houngboungnuang who came to pay his respects on the occasion of the end of his term of office in Vietnam.

At the reception, Prime Minister Pham Minh Chinh congratulated Ambassador Sengphet Houngboungnuang on successfully completing his term of office in Vietnam and having just been honored to receive the First Class Labor Medal from the Party and State of Vietnam for his important contributions to consolidating and cultivating the great friendship, special solidarity and comprehensive cooperation between Vietnam and Laos.

Ambassador Sengphet Houngboungnuang sincerely thanked the sincere sentiments and wholehearted and effective assistance of the Party, Government, State and People of Vietnam; as well as of Prime Minister Pham Minh Chinh personally for the Lao Party, State and People in general and the Ambassador in particular, helping the Ambassador to successfully complete his duties during the past term; expressed his honor to be awarded the noble First Class Labor Medal by the Party and State of Vietnam.

Emphasizing the special values ​​and close solidarity between Vietnam and Laos, the Ambassador expressed his pride in his efforts to be worthy of the trust of senior leaders and people of the two countries as well as contributing to strengthening and nurturing the relationship between the two countries.

Ambassador Sengphet Houngboungnuang congratulated Vietnam on its development achievements over the past years, most recently in fighting the Covid-19 pandemic and recovering and developing the socio-economy, making Vietnam a country with a fast growth rate in the region and the world.

Prime Minister Pham Minh Chinh expressed his delight at the increasingly close, strong and effective development of the great friendship, special solidarity and comprehensive cooperation between Vietnam and Laos, including the Ambassador's positive contributions.

Investment and trade cooperation has become a bright spot in the relationship between the two countries, with trade turnover increasing by an average of 10% per year, even during the Covid-19 pandemic, and Laos has become the largest foreign investment market for Vietnamese enterprises.

Prime Minister Pham Minh Chinh also appreciated Ambassador Sengphet Houngboungnuang and the Lao Embassy in Vietnam for their good role as a bridge and efforts in promoting the effective implementation of high-level agreements between the two countries as well as actively contributing to promoting cooperation in all fields, especially key areas such as defense, security, economy, culture, education and cooperation between Vietnamese and Lao localities.

In particular, during the Vietnam-Laos and Laos-Vietnam Solidarity and Friendship Year 2022, the Ambassador and the Embassy made many important contributions to the success of a series of commemorative activities in many provinces and cities in both Vietnam and Laos, notably the Rally to celebrate the 60th anniversary of the establishment of diplomatic relations (September 5, 1962 - September 5, 2022) and the 45th anniversary of the signing of the Treaty of Friendship and Cooperation (July 18, 1977 - July 18, 2022) in both Hanoi and Vientiane.

The Prime Minister suggested that both sides preserve and further develop the invaluable asset of the special solidarity between the two countries; support each other in building an independent, self-reliant economy and deeply and effectively integrating into the international economy.

The Prime Minister affirmed that Vietnam will continue to share experiences and support Laos in training officials, including increasing short-term and long-term scholarships for Laos; supporting Laos to successfully fulfill its role as ASEAN Chair in 2024 and working together to promote cooperation, solidarity and promote ASEAN's central role.

Ambassador Sengphet Houngboungnuang affirmed that with his close affection and attachment to the country and people of Vietnam and for the common interests of the two countries and two peoples, he will continue to actively cultivate the "unique" relationship between Vietnam and Laos to be forever green and everlasting.

Ambassador Sengphet Houngboungnuang expressed his sincere thanks and affirmed that he would convey the Prime Minister's sincere regards to the senior leaders of Laos. On this occasion, Ambassador Sengphet Houngboungnuang expressed his condolences to the families of the victims of the fire on September 12, 2023 and the flash flood in Lao Cai.
