On the morning of March 2, at the Government Office, Prime Minister Pham Minh Chinh received Prof. Dr. Qiu Yong, alternate member of the Central Committee of the Communist Party of China, Secretary of the Party Committee of Tsinghua University, and Academician of the Chinese Academy of Sciences, who is visiting and working in Vietnam.
At the meeting, Prime Minister Pham Minh Chinh welcomed Prof. Dr. Khuu Dung and the Tsinghua University delegation to visit and work with relevant ministries, sectors, localities and universities of Vietnam to enhance exchanges and cooperation in the fields of education, training and scientific research.
The Prime Minister emphasized that Vietnam and China are two socialist neighboring countries, mountains connected to mountains, rivers connected to rivers, with a long-standing traditional friendship. President Ho Chi Minh, Chairman Mao Zedong and generations of revolutionary predecessors of the two Parties and two countries have built and nurtured the "close Vietnam-China relationship, both comrades and brothers".
The Party, State and people of Vietnam always identify developing friendly and cooperative relations with China as a consistent policy, an objective requirement, a strategic choice, and a top priority in Vietnam's foreign policy of independence, self-reliance, multilateralization and diversification; wishing and being ready, together with the Party and Government of China, to promote the Vietnam-China Comprehensive Strategic Cooperative Partnership and the Community of Shared Future, which has strategic significance, to continue to develop healthily, stably, sustainably and increasingly substantially and effectively.
Congratulating and appreciating the good cooperation results between Tsinghua University and Vietnamese partners in recent times, the Prime Minister emphasized that the signing of cooperation documents with Tsinghua University by three leading universities of Vietnam, namely Vietnam National University, Hanoi, Vietnam National University, Ho Chi Minh City and National Economics University on this occasion not only contributes to promoting cooperation and exchanges between the two sides, but also opens up valuable opportunities for Vietnamese students, lecturers and postgraduates to increase access to advanced knowledge, especially the outstanding scientific achievements of Tsinghua University.
The Prime Minister emphasized that, with the traditional concept of "talent is the vital energy of the nation", the Party and State of Vietnam attach great importance to and always identify education as the "top national policy"; the 13th National Congress of the Communist Party of Vietnam identified human resource development, especially high-quality human resources, as one of the three strategic breakthroughs for rapid and sustainable national development.
In particular, the Vietnamese Politburo recently decided to exempt all tuition fees for students from kindergarten to high school nationwide, starting from the beginning of the new school year 2025-2026; this policy demonstrates the superiority of the socialist regime and the policy of ensuring fairness in access to education, "leaving no one behind".
The Prime Minister suggested that in the coming time, Tsinghua University should continue to strengthen exchanges and cooperation with Vietnamese training institutions and research agencies, and provide more scholarships and study and research opportunities for Vietnamese lecturers, students, scientists and experts to come to Tsinghua University to study and improve their qualifications.
Prof. Dr. Khuu Dung, Secretary of the Tsinghua University Party Committee, expressed his deep emotion and sincere thanks to Prime Minister Pham Minh Chinh and leaders of the Party, State, ministries, branches and localities of Vietnam for giving the delegation a warm, thoughtful and respectful welcome.
Prof. Dr. Khuu Dung emphasized that he highly values and has deeply and fully grasped the important instructions of the Prime Minister on further promoting the cooperative relationship between Tsinghua University and agencies, universities and research institutes of Vietnam, thereby actively contributing to enriching and deepening the content of the Comprehensive Strategic Cooperative Partnership and the China-Vietnam Community of Shared Future, which has strategic significance.
Prof. Dr. Khuu Dung expressed his congratulations and appreciation for the positive developments and important achievements of the Vietnamese education and training sector in recent times under the leadership of the Communist Party of Vietnam and the strong direction of the Vietnamese Government; affirmed that he will continue to pay attention to and strongly promote cooperation in education and training, academic exchange, and scientific research between Tsinghua University and Vietnamese agencies, universities, and research institutes in the coming time.
