Also attending were Minister of Transport Nguyen Van Thang, Minister of Labor, War Invalids and Social Affairs Dao Ngoc Dung, Secretary of Quang Tri Provincial Party Committee Le Quang Tung; and leaders of several central ministries and branches.

After surveying the construction site of the Cam Lo - Van Ninh Expressway Project, at the intersection between the North - South Eastern Expressway and National Highway 9 (Cam Lo District), Prime Minister Pham Minh Chinh listened to the leaders of the Ministry of Transport and the People's Committee of Quang Tri Province report on the plan to expand the Cam Lo - La Son Expressway; the investment in National Highway 15D connecting La Lay to My Thuy Port Area and Cam Lo - Lao Bao Expressway; My Thuy Port Area Project and Quang Tri Industrial Park Project. For each project, the Prime Minister clearly stated the major directions in implementation and assigned specific tasks to each agency. In which:

* The Van Ninh - Cam Lo Expressway Project, part of the North - South Eastern Expressway Project for the 2021-2025 period, has a total length of 65.7km, starting at Van Ninh Commune (Quang Ninh District, Quang Binh Province), and ending at Cam Hieu Commune (Cam Lo District, Quang Tri Province). The Prime Minister requested contractors and construction units to take advantage of favorable weather conditions, mobilize human resources, equipment, and work in 3 shifts to ensure the project's progress, quality, technique, aesthetics, safety, and environmental sanitation.

Quang Tri province must do a good job of site clearance, resettlement, hand over the sand mine directly to the contractor and do a good job of site clearance, building logistics roads to the mine; pay attention to motivating construction staff and workers. All parties must work together to complete the project a quarter ahead of schedule, opening up new development space for the locality and the region.

* For the Cam Lo - La Son Expressway Project under the North - South Eastern Expressway Construction Project in the 2017 - 2020 period, the total construction length is 98.35km. The project has a total investment of about 6,675 billion VND from government bond capital.

The first phase (divergence phase) of the project will be put into operation from the end of 2022 with 2 lanes, no hard median strip in the middle, normal sections have a road surface width of 11m, roadbed width of 12m, especially overtaking sections with a scale of 4 lanes, roadbed width of 23m.

For this project, the Prime Minister assigned the Ministry of Transport and other agencies to continue researching and implementing the complete phase with a scale of 4 lanes and a roadbed width of 23m.

* Regarding the National Highway 15D investment project connecting La Lay International Border Gate to My Thuy Port Area and Cam Lo - Lao Bao Expressway, it aims to form a route parallel to the East - West Economic Corridor, enhancing trade of goods through La Lay International Border Gate, the second international border gate of Quang Tri province, connecting the North Central region and the Central Coast with the Southern Laos and Eastern Thailand regions, and forming the Vietnam - Laos - Cambodia development triangle.

The project will contribute to socio-economic development, maintain national defense and security, meet the needs of exchange as well as trade cooperation, import and export. On the other hand, the project will create a route connecting the North-South Expressway in the East with National Highway 1, the Southeast Quang Tri Economic Zone, creating favorable conditions for vehicles to access and circulate on the expressway.

The Prime Minister agreed on the project's policy of implementing three phases, one of which is invested by Quang Tri province, one by the central government, and one to be implemented under the public-private partnership model.

* The Cam Lo - Lao Bao expressway has been approved by the Prime Minister in the Road Network Planning for the period 2021-2023 with a vision to 2050, with investment progress before 2030. The Prime Minister has agreed to invest in this project under the public-private partnership (PPP) method and assigned the People's Committee of Quang Tri province as the competent authority to implement it.

The investment in construction and completion of the Cam Lo - Lao Bao expressway is of great significance, opening up the possibility of connection, breakthrough and promoting strong development for Quang Tri province; it is a strategic transport project for the East - West Economic Corridor to transform from a purely transport corridor to a real economic corridor, conveniently connecting Vietnam with countries in the region; completing the socio-economic infrastructure of the region, especially the transport infrastructure of the North Central region and the Central Coast by 2030, with a vision to 2045 according to Resolution No. 26-NQ/TW dated November 3, 2022 of the Politburo and Resolution No. 168/NQ-CP dated December 29, 2022 of the Government.

Currently, the Provincial People's Committee is urgently implementing a feasibility study report for the project with an expected investment scale of about 56km in length.

* The investment project to build My Thuy port area, Hai Lang district (Quang Tri province) was approved by the Prime Minister in early 2019. The project has a total investment of more than 14,200 billion VND; of which, the investor's contributed capital is 2,143 billion VND and capital mobilized from other sources is 12,091 billion VND.

The project covers an area of ​​685 hectares, including 10 wharves, capable of receiving ships with a capacity of 100,000 tons. The project is divided into 3 phases, of which phase 1 includes 4 wharves, invested until 2025; phase 2 includes 3 wharves, invested until 2031 and phase 3 includes 3 wharves, invested until 2036.

My Thuy port area mainly serves the Southeast Quang Tri Economic Zone, industrial parks in Quang Tri province and transit goods from Laos and Northeast Thailand on the East-West Economic Corridor route.

The project is currently stuck in the land clearance stage. The Prime Minister requested Quang Tri province to focus on removing difficulties and obstacles to promote the project's progress.

* The Quang Tri Industrial Park project has a scale of about 500 hectares and is implemented in Dien Sanh town and Hai Truong and Hai Lam communes of Hai Lang district with a total investment of more than 2,000 billion VND. In which, phase 1 of the project is implemented by VSIP - Amata - Sumitomo Joint Venture on an area of ​​nearly 100 hectares with an investment capital of more than 500 billion VND, with implementation progress from 2021-2025.

This project is expected to contribute to promoting the economic and social development of Quang Tri province, creating an economic center along the East-West Economic Corridor connecting Vietnam, Laos, Thailand and Myanmar.

The Prime Minister requested Quang Tri province and relevant agencies to urgently resolve difficulties and problems so that the project can be completed and put into operation soon.

* Also during the quick working session at the construction site, the Prime Minister requested Quang Tri province to focus on implementing a number of tasks this year such as: Completing the planning and construction of projects to build, upgrade and embellish Quang Tri Citadel and cemeteries; urgently completing procedures for traffic projects; boosting public investment capital, 3 national target programs, recovery and development programs; promoting 3 growth drivers (investment, export, consumption); implementing the Industrial Park Project in cooperation with VSIP...
