TPO - The Director of the Vietnam Expressway Administration has just approved the results of selecting investors for 3 rest stop projects under the component project of National Highway 45 - Nghi Son, Van Ninh - Cam Lo and Cam Lo - La Son sections on the North - South Eastern Expressway.
Specifically, the winning bid price for the rest stop project Km366+850 (right route) and Km366+920 (left route), part of the National Highway 45 - Nghi Son component project, is worth 126 billion VND in state budget payment; the preliminary implementation cost is 328.172 billion VND; the compensation, support and resettlement value is 10.2 billion VND. This rest stop has an overall progress of 12 months, the time to complete public service works is 9 months; the exploitation time after completing the investment is 25 years.
The winning bid price for the Km36+500 rest stop project, part of the Cam Lo - La Son component project, is 15.36 billion VND in cash paid to the State budget; the preliminary implementation cost is 289.709 billion VND; the compensation, support and resettlement value is 7.4 billion VND. The overall progress of the project is 14 months, the completion time for public service works is 9 months; the project exploitation time after completing the investment work is 25 years.

The Km725+500 rest stop project under the Van Ninh - Cam Lo section component project has a value in money paid to the State budget of 360 million VND after winning the bid; the preliminary implementation cost is 354.352 billion VND; the compensation, support and resettlement value is 6.4 billion VND. This rest stop has an overall progress of 14 months, the time to complete public service works is 9 months; the project exploitation time after completing the investment work is 25 years.
Regarding the progress of rest stops on the Eastern North-South Expressway, the Ministry of Transport recently issued a dispatch requesting Project Management Boards (PMUs): 2, 6, 7, 85, Thang Long, My Thuan, Ho Chi Minh Road to coordinate with localities to complete site clearance of all 21 rest stops by February 2025 at the latest.
The Ministry of Transport requires the completion of the selection of investors for the remaining 13 rest stops to implement construction, ensuring the basic completion of essential service works such as restrooms and parking lots when the component projects are put into operation, especially projects scheduled to be completed before April 30.

Previously, Deputy Director of the Vietnam Expressway Administration (VEA) Nguyen Quang Giang said that on the North-South Expressway, the VEA signed contracts with investors for 8 rest stops, including the component projects Mai Son-National Highway 45, Nghi Son - Dien Chau, Dien Chau - Bai Vot, Nha Trang - Cam Lam, Cam Lam - Vinh Hao, Vinh Hao - Phan Thiet (2 stations) and Phan Thiet - Dau Giay.
As of the end of January, 2 stations have been and are under construction, namely Vinh Hao - Phan Thiet, Phan Thiet - Dau Giay, to meet the progress of completing part of the essential works to temporarily operate for the Lunar New Year. Regarding the site, 3 stations have handed over the site, basically meeting the conditions for implementation, 2 stations have handed over part of the site, and the remaining 3 stations have not been handed over.
It is known that although the contract with the investors was signed in August 2024, the progress of the rest stops is being delayed due to difficulties in site clearance. It is expected that the investors will be able to start construction in the first quarter of 2025.
Therefore, the Vietnam Expressway Administration recommends that investors shorten the construction schedule and focus on completing areas such as toilets and parking lots to serve people right from the beginning. Along with that, project management boards need to urgently clear the land to ensure the overall progress of the project.
In Document No. 11 recently sent to the Government on the draft Decree regulating the functions, tasks, powers and organizational structure of the Ministry of Construction (after the merger between the Ministry of Construction and the Ministry of Transport), the Vietnam Road Administration will operate on the basis of merging the Vietnam Road Administration and the Vietnam Expressway Administration.
