The Director of the Vietnam Expressway Department has just signed a decision approving the results of the investor selection for 3 projects to invest in and operate rest stop facilities on the Eastern North-South Expressway.

Specifically, the investment project for the Km36+500 rest stop, part of the Cam Lo - La Son section of the North-South Expressway Eastern section, has a winning bidder: the consortium of T&T Tourism Investment Joint Stock Company, 19-5 Thanh Hoa Joint Stock Company, Trung Phuong Private Enterprise, and Dong Bac Trade and Construction Corporation Joint Stock Company. The value of the project paid to the state budget is 15.36 billion VND; the preliminary implementation cost is 289.709 billion VND; and the value of compensation, support, and resettlement is 7.432 billion VND.

The project has an overall timeline of 14 months, including 9 months for completing public service facilities; the project's operational period after investment completion is 25 years.

The investment project for the construction of rest stops at Km366+850 (right side) and Km366+920 (left side), part of the National Highway 45 - Nghi Son component project on the Eastern North-South Expressway, has a winning bidder: the Joint Venture of Phuong Trang Futabuslines Joint Stock Company and Thanh Hiep Phat Limited Company. The value of the project paid to the state budget is 126 billion VND; the preliminary implementation cost is 328.172 billion VND; and the value of compensation, support, and resettlement is 10.23 billion VND.

This project has an overall timeline of 12 months, including 9 months for completing public service facilities; the project's operational period after investment completion is 25 years.

The investment project for the Km725+500 rest stop, part of the Van Ninh – Cam Lo section of the North-South Expressway Eastern section, was awarded to a consortium of Vietnam Petroleum Corporation (Petrolimex) and Thua Thien Hue Petroleum Company. The winning bidder was a joint venture with a value of 360 million VND paid to the state budget; preliminary implementation costs amounted to 354.352 billion VND; and compensation, support, and resettlement costs totaled 6.471 billion VND.

This project has an overall timeline of 14 months, including 9 months for completing public service facilities; the project's operational period after investment completion is 25 years.

Project Management Boards 2 and 3 of the Ho Chi Minh Highway, acting as the bidding party, shall, based on the approved investor selection results, organize and implement the subsequent steps in compliance with the Law on Bidding and Decree No. 115/2024/ND-CP detailing some provisions and measures for implementing the Law on Bidding regarding the selection of investors to implement investment projects using land.

During the implementation process, the Ho Chi Minh Highway Project Management Board and Project Management Board 2 noted the need to negotiate with the winning bidder to minimize the construction time of public works to serve the essential needs of people and vehicles using the route.

Previously, in August 2024, the Vietnam Expressway Administration held a tender to select investors and signed contracts for 8 rest stop projects on the Eastern North-South Expressway. The Vietnam Expressway Administration is urgently completing the investor selection process for 10 more rest stop projects on the Eastern North-South Expressway in the second quarter of 2025.
