Consider expanding Cam Lo - La Son highway to 6 lanes
The expansion of the North-South expressway in the East, Cam Lo - La Son section from 2 lanes to 6 lanes, although requiring 12,778 billion VND, is in line with the planning of having a scale of 6 lanes by 2030.

This is one of the notable recommendations in Report No. 7379/BC – KHĐT on the appraisal results of the Pre-Feasibility Study Report on the Investment Project to build and expand the Eastern North-South Expressway, which was just sent by the Ministry of Planning and Investment to the Ministry of Transport this weekend.
According to the Ministry of Planning and Investment, the Pre-Feasibility Study Report proposes two options: option 1 - 4-lane scale, total investment of about 7,000 billion VND and option 2 - 6-lane scale according to the plan with total investment of 12,778 billion VND.
The Ministry of Transport chose the option with the advantage of limiting site clearance on the main route, suitable for the investment scale of the neighboring sections (Van Ninh - Cam Lo and La Son - Hoa Lien), taking advantage of the entire embankment consolidation project that has been constructed and suitable for the announced capital source (7,000 billion VND).
The pre-feasibility study report also calculated the transportation demand until 2045 to expand to 6 lanes and selected option 1.
However, according to the Ministry of Planning and Investment, the calculation of traffic volume in the Pre-Feasibility Study Report does not take into account the increase in traffic volume of coal transport vehicles from Laos to Vietnamese seaports while the demand for transporting coal from Laos to Vietnam for export through seaports (My Thuy, Chan May, Thuan An), by road, including the Cam Lo - La Son expressway, could reach 20 - 30 million tons/year.
In addition, according to the Road Network Planning for the period 2021 - 2030, with a vision to 2050, the Cam Lo - La Son section has a 6-lane highway scale, with investment progress before 2030.
According to the Pre-Feasibility Study Report, the Project is expected to be completed in 2026 with a complete 4-lane scale. With this progress, it will be difficult to ensure that the Cam Lo - La Son section will reach the planned 6-lane scale before 2030.
“The Ministry of Transport is requested to calculate, review and take responsibility for selecting the investment scale and implementing the expansion to 6 lanes according to the plan, ensuring convenience and avoiding waste,” Report No. 7379 stated.
Previously, the Ministry of Transport submitted a proposal to the Prime Minister to consider and approve the Pre-Feasibility Study Report of the North-South Expressway Expansion Investment Project, Eastern section, Cam Lo - La Son.
The Cam Lo – La Son expressway expansion investment project has its starting point coinciding with the end point of the Van Ninh – Cam Lo expressway project in Cam Hieu commune, Cam Lo district, Quang Tri province; its end point coincides with the starting point of the La Son – Hoa Lien project; in Loc Son commune, Phu Loc district, Thua Thien Hue province.
The route length is approximately 98.35 km (the section through Quang Tri province is approximately 36.3 km long; the section through Thua Thien Hue province is approximately 62.05 km long). In addition to upgrading and expanding the main expressway, the project also invests in an intelligent transportation system (ITS), toll stations (ETC), and vehicle weight control stations on the La Son - Tuy Loan section.
According to the proposal of the Ministry of Transport, the Project will expand the cross-section of the existing Cam Lo - La Son expressway from 2 lanes to 4 lanes, the roadbed width from 12 m to 22 m, and the road surface width from 11 m to 20.5 m.
The sections with 23.25 m roadbed investment will have their cross-sections restructured in the direction of expanding the emergency stopping strip.
Based on the necessity, urgency, and investment efficiency, to ensure successful implementation and early completion of the expansion of the Cam Lo - La Son expressway, the Ministry of Transport proposes to implement the project in the form of public investment, after completing the development of a plan to recover state capital.
This is also a form of mobilizing social resources to continue investing in infrastructure in general and transport infrastructure in particular.
The preliminary total investment of the Project is about 7,000 billion VND, invested from the State budget expected to be allocated from increased revenue and regular expenditure savings of the central budget in 2023.
