Prime Minister Pham Minh Chinh expressed the above viewpoint when concluding the first meeting of the Central Steering Committee on the elimination of temporary and dilapidated houses nationwide (Steering Committee) on the morning of November 10.
The Prime Minister affirmed that the elimination of temporary and dilapidated houses nationwide has profound humanitarian significance, demonstrating the noble comradeship and solidarity, of a national and comprehensive nature. The entire political system must participate, create movements and trends, organize them as festivals and campaigns, and work with all their hearts for the poor and those who have contributed to the revolution to promote the completion of the set goals.

Regarding goals, viewpoints, and orientations, the Prime Minister requested to strive to achieve the goal of eliminating temporary and dilapidated houses nationwide by 2025, 5 years earlier than the original target.
In particular, focusing on mobilizing social resources in combination with State resources, striving to complete all three tasks simultaneously by 2025: supporting housing for people with meritorious services; supporting housing according to national target programs; eliminating temporary and dilapidated houses for people nationwide.
" After 80 years of founding the country, we still face many difficulties due to objective and subjective reasons such as 40 years of war, 30 years of embargo, but up to now, the average income per capita has exceeded 4,300 USD, the scale of Vietnam's economy is nearly 500 billion USD, there is no reason for people to live in temporary, dilapidated houses, " the Prime Minister emphasized.
Regarding some issues asking for the Steering Committee's opinion, the Prime Minister requested the establishment of a Steering Committee at the commune level headed by the Party Committee Secretary, to be completed before November 30, and to hold monthly Steering Committee meetings to review, inspect, and urge work.
Regarding some specific issues related to land, funding, labor, and materials, the Prime Minister clearly stated the principle of consistent and complete leadership and direction from the Central to local levels, with localities organizing creative implementation and flexibly applying regulations, especially at the commune level; staying close to the people and the grassroots level, the Central Government does not replace the province, the province does not replace the district, and the district does not replace the commune.
Regarding land, the principle is that there are no disputes and the work under the authority of which level will be resolved by that level; diversify resources and labor (including military and police forces), call for support from the community, clans... and use them most effectively.
The Prime Minister agreed that from today, the support level for removing temporary and dilapidated houses will be increased to 60 million VND/newly built house (currently 50 million VND) and 30 million VND/repaired house (currently 25 million VND); along with the State budget, it is necessary to encourage forms of socialization.
The Prime Minister assigned the Ministry of Construction to urgently research and design a number of typical housing models, ensuring technical requirements, quality, efficiency, suitability with culture, customs, practices and characteristics of each locality and region, and appropriate local adjustments.
The Ministry of Finance needs to take the lead in proposing, arranging, and providing guidance on the State budget; requiring the use of funds from the 5% savings source of State budget expenditures and housing support funds from the two national target programs to ensure convenience, speed, and eliminate the "ask - give" mechanism, preventing loss, waste, and negativity.
The Head of Government directed the Ethnic Committee to urge, guide, and inspect localities to resolve the shortage of residential land, housing, production land, and domestic water, ensuring support is completed by 2025...

According to a report by the Ministry of Labor, War Invalids and Social Affairs, the country has recently helped about 340,000 households with revolutionary contributions and over 800,000 poor and near-poor households with housing difficulties.
However, up to now, the whole country still has about 315,000 households with housing difficulties, including about 106,000 households with meritorious services, 46,000 households under the national target program and 153,000 other poor and near-poor households.
Regarding housing support from the Program to eliminate temporary and dilapidated houses (launched on October 5), VND5,932 billion was mobilized. According to the synthesis of the Central Committee of the Vietnam Fatherland Front, by November 6, the Central Fund for the Poor had received an additional VND10 billion in support from organizations and individuals.
