Prime Minister attends groundbreaking ceremony of 3 main packages of Long Thanh and Tan Son Nhat airports

On the afternoon of August 31, in Dong Nai province, Prime Minister Pham Minh Chinh attended the groundbreaking ceremony of 3 main packages for the construction of Long Thanh International Airport (Dong Nai province) and Passenger Terminal T3 - Tan Son Nhat International Airport (Ho Chi Minh City), with a total investment of about 52,000 billion VND, to celebrate the 78th anniversary of National Day September 2 (September 2, 1945 - September 2, 2023).

Also attending the groundbreaking ceremony at two locations: Long Thanh, Dong Nai and Tan Son Nhat, Ho Chi Minh City were Politburo member, Secretary of the Ho Chi Minh City Party Committee Nguyen Van Nen; Deputy Prime Minister Tran Hong Ha; leaders of ministries, departments, branches, central agencies; leaders of provinces and centrally run cities.

The packages that have started construction include: Package No. 5.10: construction and installation of equipment for the Passenger Terminal, Long Thanh International Airport, Phase 1; Package No. 4.6: construction and installation of equipment for the runway, taxiway, and aircraft parking lot, Long Thanh International Airport, Phase 1; Package No. 12: construction and installation of equipment for the Passenger Terminal T3, Tan Son Nhat International Airport.

The construction and equipment installation package for the Passenger Terminal of Long Thanh International Airport is worth more than 35,000 billion VND; this is considered the most valuable and complex package at present, with a construction time of 39 months proposed by the contractor Vietur.

Meanwhile, the construction and installation package for the runway, taxiway, and apron of Long Thanh International Airport has a total investment of over VND7,308 billion, with a construction period of about 700 days, and is the second largest package in component 3 of the Long Thanh airport project. This is an important package of the project, directly involved in safe flight operations.

The Long Thanh airport construction investment project phase 1 is an important national project, a special-level project, of great significance to the socio-economic development of Vietnam with an investment scale of 1 runway and 1 passenger terminal along with synchronous auxiliary items with a capacity of 25 million passengers/year and 1.2 million tons of cargo/year.

If all phases are completed, Long Thanh airport will reach a capacity of up to 100 million passengers/year and become the largest airport in Vietnam in the future and aim to become one of the busiest transit airports in the region.

The construction and equipment installation package for the T3 Passenger Terminal is the most important and largest package of the Project "Construction of T3 Passenger Terminal, Tan Son Nhat International Airport"; with a winning bid price of over VND 9,300 billion implemented by domestic contractors; expected to be completed in mid-2025. After completion, the T3 Passenger Terminal will be a domestic passenger terminal with a capacity of 20 million passengers/year, serving 7,000 passengers/peak hour, and operating all types of Code C and Code E aircraft.

At the event, the leaders of Vietnam Airports Corporation (ACV) reviewed the process of project construction and implementation, highlighting the significance of the project; the attention and close direction of the Government and the Prime Minister; the efforts, endeavors, and joint efforts of ministries, branches, localities and the support of the people to overcome many difficulties and obstacles in the project implementation process and achieve the current results.

Representatives of construction contractors and construction supervision contractors committed to constructing and supervising the construction of the packages to ensure progress and quality so that Vietnam's airports can be built modernly, becoming one of the major aviation centers in the region and internationally.

Speaking before giving the order to start construction of the three packages, Prime Minister Pham Minh Chinh emphasized that developing infrastructure, especially transport infrastructure, is one of the three strategic breakthroughs of our Party and State.

Practice has proven that transportation in general and airports and ports in particular bring about clear effects on socio-economic development. Wherever transportation develops, it will open up development space, many urban areas, industrial parks, services, and tourism are formed, and land funds are effectively exploited. In particular, aviation infrastructure is highly specific, complex, and deeply integrated internationally.

“The development of aviation is both highly economical, saves time, connects widely around the world, and is in line with the trend of cooperation and development in the world,” the Prime Minister pointed out.

According to the Prime Minister, in recent years, the aviation infrastructure in our country has been upgraded, expanded, and newly built with many investment resources from the state and socialization, but has not kept up with the growth and development of the country and the world; many airports have become overloaded both in the sky and on the ground, especially Tan Son Nhat airport.

The project "Long Thanh International Airport Phase 1" and the project "Construction of Passenger Terminal T3 - Tan Son Nhat International Airport" are two particularly large projects, playing a particularly important role in the national airport network system, belonging to important projects related to security, defense, and socio-economic development of the Southern key economic region in particular and the whole country in general.

Upon completion, these two projects will contribute to making Vietnam a major transportation hub in the region and the world, opening up new development space with an “airport economic ecosystem”, creating new growth momentum, promoting development and enhancing national competitiveness.

The Prime Minister acknowledged and commended the Ministry of Transport, the Ministry of National Defense, Ho Chi Minh City, Dong Nai Province, the State Capital Management Committee at Enterprises, Vietnam Airports Corporation (ACV) and relevant ministries and branches for proactively and actively coordinating to remove many difficulties and obstacles, especially procedures on bidding, land, site clearance, investment, capital and completing procedures according to regulations to start construction of these three important packages.

“Today’s groundbreaking ceremony for the three most important components of the two major airport projects in Vietnam is an important event to celebrate the 78th anniversary of the August Revolution and National Day, September 2; a milestone in the development of the aviation industry. This is also the most concrete and clear result demonstrating the utmost efforts of the Investor, the participation of the Government, ministries, branches and localities in the past time,” the Prime Minister pointed out.

Considering that the two above-mentioned airport construction projects are very large projects with complex techniques; the groundbreaking ceremony of the three packages today is just the beginning, the tasks ahead are still very heavy; in order for the project to be completed safely, with quality and on schedule, the Prime Minister requested the Ministry of Transport, the Ministry of Construction, the Ministry of Natural Resources and Environment, the Ministry of National Defense, the State Capital Management Committee at Enterprises, and the central ministries, departments, and branches, the People's Committee of Ho Chi Minh City, and the People's Committee of Dong Nai province to perform well the state management function, strengthen inspection and supervision; promptly support and remove difficulties in the implementation of the project, promote the progress of the project with the common goal of ensuring the quality, progress, safety and efficiency of the project as appraised and approved; pay attention to the lives of cadres, employees, workers, and laborers participating in the project implementation.

Along with that, the Ministry of Transport and the State Capital Management Committee at Enterprises are required to continue to closely coordinate with the Ho Chi Minh City People's Committee, Dong Nai Provincial People's Committee, and relevant ministries and branches to direct investors to organize project implementation to ensure quality and safety, strive to exceed schedule, complete the project soon, put it into operation, not increase capital unreasonably, and not allow corruption, negativity, and waste to occur.

Ho Chi Minh City People's Committee and Dong Nai Provincial People's Committee proactively accelerate traffic projects connecting with the passenger terminal to ensure synchronization and efficiency when putting the passenger terminal into operation.

The Head of Government requested the Vietnam Airports Corporation (ACV) to proactively coordinate with the People's Committee of Ho Chi Minh City, the People's Committee of Dong Nai province, relevant ministries, branches and agencies to promptly resolve difficulties and problems during the implementation process; actively inspect and supervise the construction process to ensure compliance with legal regulations, ensure quality, technical and aesthetic standards, absolute safety, and prevent negativity and waste.

Contractors must perform with the highest sense of responsibility, strictly comply with construction laws, mobilize sufficient machinery, equipment, and human resources to construct works to ensure quality and progress; strictly prohibit the use of substandard or low-quality materials, or construction without sufficient materials as required... Investors and supervision consultants must be responsible if contractors commit violations that affect the quality of the works.

“Contractors who have made commitments must carry them out, and must do so effectively with specific products, of the right quality, in accordance with regulations, on schedule, without waste or negativity; the construction process must be scientific and safe,” the Prime Minister reminded.

Prime Minister Pham Minh Chinh also requested people in the areas affected by the Project to continue to accompany, for the national interest; support and create favorable conditions for the project to be completed smoothly and on schedule; affirming that the Government and the Steering Committees, with their responsibilities and powers, will fully support and assist the investors and contractors to complete these two very important projects.

The Prime Minister emphasized 6 requirements that the subjects participating in project implementation must seriously grasp and implement: ensuring quality and progress; ensuring safety, technique, aesthetics, and ecological environment; not unreasonably increasing capital, not dividing bidding packages; fighting corruption, negativity, group interests, and waste at all stages; ensuring the legitimate rights and interests of the people, ensuring the harmony of interests of the state, people, and enterprises; promptly rewarding good performance and promptly handling violations.

At 2 locations (Long Thanh, Dong Nai and Tan Son Nhat, Ho Chi Minh City), Prime Minister Pham Minh Chinh, Secretary of Ho Chi Minh City Party Committee Nguyen Van Nen, Deputy Prime Minister Tran Hong Ha, representatives of leaders of ministries, departments, branches, and central agencies jointly performed the groundbreaking ceremony for 3 important bid packages of the Long Thanh International Airport Project and the Project "Construction of Passenger Terminal T3 - Tan Son Nhat International Airport".
