On the morning of January 17 (local time), during his official visit to Poland, Prime Minister Pham Minh Chinh visited and delivered an important policy speech at Warsaw University - Poland's most prestigious university, one of the oldest and most prestigious universities in Europe.
Also attending were Comrade Nguyen Van Nen, Politburo member, Secretary of the Ho Chi Minh City Party Committee; members of the Party Central Committee; leaders of ministries, departments, branches, central and local agencies, members of the high-ranking Vietnamese delegation visiting Poland; Secretary of State of the Polish Ministry of Foreign Affairs Wladyslaw Teofil Bartoszewski; representatives of the leadership, professors, lecturers, students of Warsaw University and experts and researchers in many fields.
Founded in 1816, with a tradition of more than 200 years, Warsaw University has trained many outstanding leaders and celebrities, including 2 Presidents and 6 Prime Ministers of Poland, and 6 alumni who were awarded the Nobel Prize for their outstanding contributions in the fields of literature, economics and peace.
Nobel Prize-winning alumni include: Henryk Sienkiewicz (Nobel Prize in Literature 1905); Czeslaw Milosz (Nobel Prize in Literature 1980); Menachem Begin (Nobel Peace Prize 1978 - Former Prime Minister of Israel 1977-1983); Joseph Rotblat (Nobel Peace Prize 1995); Leonid Hurwicz (Nobel Prize in Economics 2007); Olga Tokarczuk (Nobel Prize in Literature 2018).
Here, Prime Minister Pham Minh Chinh delivered a policy speech with the theme: "Bringing Vietnam - Poland relations to a higher level, for peace and development of the two regions of Southeast Asia and Central Eastern Europe".
Core values in bilateral relations
Emphasizing that this visit to Poland takes place at the right time when the two countries are celebrating the 75th anniversary of establishing diplomatic relations (February 4, 1950 - February 4, 1975), the Prime Minister expressed his great pleasure to visit and speak at Warsaw University - the most prestigious university in Poland, one of the oldest and most prestigious universities in Europe.
The school is also a symbol of the close cooperation between Vietnam and Poland in the field of education. Hundreds of Vietnamese students and staff have studied at the school. Many of them are now leading professors and scientists in many fields.
The Prime Minister affirmed that although Vietnam and Poland are geographically far apart, the hearts of the people of the two countries always turn to each other. The poem "Vietnam" by Polish poet Wislawa Szymborska will forever accompany many generations of Vietnamese people:
"Sister! What's your name? - I don't know.
What year were you born? And where? - I don't know.
Why did you dig a tunnel underground? - I don't know.
How long have you been hiding here? - I don't know.
Why did you bite my dear finger? - I don't know.
Do you understand we did not do anything to harm you? - I don't know.
Which side are you on? -I don't know.
Now it's war time, you have to choose - I don't know.
Is your village still there? -I don't know.
Are these children yours? - Yes."
According to the Prime Minister, as a great friend of Vietnam, with simple yet profound verses, poet Wislawa Szymborska has shown his understanding of the core spirit of the Vietnamese people: that is, the love of peace, the desire for freedom and the right to live peacefully and happily with family and children; but also always resilient, indomitable, never surrendering to any enemy. The great President Ho Chi Minh, national liberation hero, world cultural celebrity affirmed: Nothing is more precious than independence and freedom.
The Vietnamese people have long known about the beautiful country of Poland through the verses of the late Deputy Prime Minister and poet To Huu:
"Dear, Poland in the snowy season
White dew birch forest full of sunlight
You go, listen to the echoes of the past
One voice reciting poetry, one voice playing the guitar".
"We have no contradictions or conflicts but many common points and similarities. The core values in the relationship between the two countries are solidarity, cooperation and sharing in difficult and challenging times," the Prime Minister emphasized and mentioned the typical example of Polish soldier Stefan Kubiak who participated in the Dien Bien Phu campaign that was famous in five continents and shook the world.
From the ranks of the French army, Stefan Kubiak fought for the cause of national liberation of Vietnam. After the victory of Dien Bien Phu, President Ho Chi Minh adopted Stefan Kubiak and named him Ho Chi Toan. He became a symbol of love for peace, the desire to contribute and fight for justice, for the independence of a peace-loving nation.
The Prime Minister affirmed that Vietnam always remembers and appreciates the valuable support and assistance that Poland has given to Vietnam in the struggle for national independence and reunification. The memories of the Kilinski ship that brought tens of thousands of people from South Vietnam to the North will forever be a vivid testament to the steadfast friendship between the people of the two countries.
For the Vietnamese people, Poland is also the homeland of musical genius Frederick Chopin, scientist Maria Curie and astronomer Nicolaus Copernicus; the cradle of many literary and artistic masterpieces and great scientific inventions of mankind; a peace-loving country with many world heritages.
Today, Poland is known as the leading economy in the region, ranking 6th in the EU and 20th in the world. Over the past 3 decades, the size of the Polish economy has tripled and has always been at the forefront of the world in terms of economic growth. Poland is also an active and responsible member of the international community, with an increasingly important role and voice in the EU and in the Central Eastern European region.
Within the framework of the discussion, Prime Minister Pham Minh Chinh focused on sharing with delegates three main contents: (1) The current world and regional situation; (2) Vietnam's fundamental factors, development perspectives, achievements and development orientations; (3) Vision for Vietnam - Poland relations towards new heights in the new era.
Factors shaping and leading in the smart era
The Prime Minister pointed out that the world situation and the two regions of Southeast Asia and Central Eastern Europe are undergoing profound, faster and more unpredictable changes. Overall, there is peace, but locally there is war; overall, there is reconciliation, but locally there is tension; overall, there is stability, but locally there is conflict.
In current international relations, there are six major contradictions: (1) Between war and peace; (2) Between cooperation and competition; (3) Between openness, integration and independence and autonomy; (4) Between solidarity, connection and separation, division, fragmentation; (5) Between development and backwardness; (6) Between autonomy and dependence.
According to the Prime Minister, the good news is that peace, cooperation and development are still the main current, the dominant trend, and the burning desire of all peoples in the world. However, the instability, uncertainty and insecurity of the global security and development environment are increasing; multilateralism and international law are sometimes and somewhere challenged; strategic competition between major countries is increasingly fierce.
The Prime Minister said that in the smart era, politics must be stable and peaceful, the economy must develop rapidly and sustainably, the environment must be protected, harmony must exist between humans and nature, people must enjoy cultural values, internationalize values, national cultural identity and nationalize the quintessence of world culture.
The Head of the Vietnamese Government also assessed that in the smart era, the world is being strongly impacted by three key factors and is being shaped and led by three pioneering fields.
The three main influencing factors are:
(1) The explosive development of science and technology, innovation, especially digitalization and artificial intelligence (AI).
(2) Negative impacts of non-traditional security challenges such as climate change, natural disasters, food security, water security, cyber security, population aging, transnational crime...
(3) The trend of increasing separation, zoning, and polarization in a number of areas under the impact of global geo-strategic and geo-economic competition.
The three areas of shaping, leading and pioneering are:
(1) Developing digital economy, green economy, circular economy, creative economy, sharing economy...
(2) Innovation, startups and digital transformation, the Fourth Industrial Revolution.
(3) Developing high-quality human resources associated with the development of artificial intelligence (AI), cloud computing, Internet of Things...
According to the Prime Minister, the above issues are of special importance, with profound and comprehensive impacts and influences on every country and every person in the world. Therefore, it is necessary to have a national, comprehensive and global mindset, methodology and approach in solving these issues. Along with that, it is important to respect time; promote intelligence and decisiveness, resoluteness, at the right time, with the right person, for the right job.
That requires all countries to persevere in dialogue and cooperation in the spirit of solidarity and unity in diversity, uphold multilateralism and international law, build a world order based on rules; and strive to find effective, comprehensive, systematic, inclusive, people-centered solutions.
"More than ever, joining hands and contributing to shaping such an international order is both in the interest and the close responsibility of all countries," the Prime Minister emphasized.
The Prime Minister believes that, by promoting similar historical values, cherishing independence, autonomy, freedom and love of peace after centuries of fighting for national independence, rising strongly from the ruins of war; of charity, love for humanity; the spirit of "great national unity", peace and humanity, Vietnam and Poland will continue to promote multilateral cooperation and international solidarity, uphold international law, and make responsible contributions to common regional and global concerns, including peace and security issues, and response to climate change, in a spirit of goodwill, equality and mutual respect.
6 core policies throughout Vietnam
Sharing about Vietnam's fundamental factors and development perspectives, the Prime Minister said that Vietnam consistently focuses on building three fundamental factors: Building socialist democracy; building a socialist rule-of-law state; and building a socialist-oriented market economy.
Vietnam is moving towards a new era, an era of the Vietnamese people's rise, which is an era of development, an era of wealth, civilization, prosperity, and people's increasing well-being and happiness. The top priority in the new era is to successfully implement strategic goals by 2030, Vietnam will become a developing country with modern industry and high average income; by 2045, it will become a developed socialist country with high income; strongly arousing national spirit, spirit of autonomy, self-confidence, self-reliance, self-reliance, national pride, and aspirations for national development; closely combining national strength with the strength of the times.
Vietnam consistently holds the viewpoint: Maintaining socio-political stability; taking people as the center, subject, goal, driving force and most important resource of development; not sacrificing progress, social justice, social security and the environment to pursue mere economic growth.
On that basis, Vietnam implements 6 key policies throughout, including:
Firstly, an independent and autonomous foreign policy; multilateralization and diversification; being a good friend, a reliable partner, an active and responsible member of the international community; for the goal of peace, cooperation and development in the region and the world.
Second, ensuring national defense and security is an important and regular task; building a national defense posture, a people's security posture associated with a solid people's heart posture; implementing the "4 no's" defense policy (No participation in military alliances; No ally with one country to fight another; No allowing foreign countries to set up military bases or use territory to fight against other countries; No use of force or threat of use of force in international relations).
Third, economic development is the central task; building an independent, self-reliant, and self-reliant economy associated with proactive, active, and deep, substantive, and effective international integration. Focusing on implementing three strategic breakthroughs in institutions, human resources, and infrastructure, transparent institutions, transparent infrastructure, and smart people and governance.
Fourth, cultural development is the spiritual foundation of society, the endogenous strength of the nation; building an advanced culture, imbued with national identity; developing the cultural industry, entertainment industry; "culture lights the way for the nation", "when culture exists, the nation exists, when culture is lost, the nation is lost", culture has national, scientific and popular characteristics.
Fifth, ensure progress, social justice, social security, do not sacrifice the environment to pursue economic growth alone; "leave no one behind"; constantly improve the spiritual and material life of the people.
Sixth, Party building is the key; in which personnel work is the "key of keys"; focus on building a clean and strong political system, improving the leadership capacity and fighting strength of Party organizations and Party members; step up the fight against corruption, negativity and waste. Accelerate the process of streamlining the political system apparatus in conjunction with restructuring, improving the quality of the staff and cutting and simplifying administrative procedures.
Regarding Vietnam's achievements after nearly 40 years of Renovation, the Prime Minister said that from a country under siege and embargo, Vietnam now has diplomatic relations with 194 countries, including Comprehensive Strategic Partnerships with 8 countries, Strategic Partnerships with 10 countries, Comprehensive Partnerships with 14 countries; and is an active member of more than 70 regional and international organizations.
From a poor, backward country devastated by war, Vietnam has become a middle-income developing country; per capita income reached about 4,700 USD; ranked in the top 33 largest economies in the world and 20 countries with the world's leading trade scale; signed 17 free trade agreements; ranked 44/132 in the global innovation index.
In the context of many difficulties and instability in the world economy, the growth of many economies and global investment decline, Vietnam's economic growth and investment recover positively (GDP in 2024 increased at a high rate of 7.09%; attracting nearly 40 billion USD in foreign direct investment and realized capital reaching over 25 billion USD). Budget deficit, public debt, government debt, and foreign debt are lower than the allowable limit.
Social security and people's lives have achieved proud achievements. Political and social stability; national defense and security have been consolidated and enhanced; foreign affairs and international integration have been promoted, achieving many important results.
Vietnam has also taken the lead in successfully implementing many Sustainable Development Goals (SDGs), especially in poverty reduction, health care, and education. With its new position and strength, Vietnam has increasingly proactively contributed to common global concerns, including efforts to maintain peace, international security, disaster relief, and humanitarian assistance. Vietnam is strongly committed to energy transition, aiming to achieve net zero emissions by 2050.
The Prime Minister shared five lessons that Vietnam has learned from the Doi Moi process: Firmly uphold the flag of national independence and socialism; the people make history, the revolutionary cause is of the people, by the people and for the people; constantly consolidate and enhance solidarity (unity of the whole Party, unity of the whole people, national solidarity, international solidarity); combine national strength with the strength of the times, domestic strength with international strength; the correct leadership of the Party is the leading factor deciding the victory of the Vietnamese revolution.
From Vietnam's Innovation practice, it can be said that "Resources come from thinking and vision; motivation comes from innovation and creativity; strength comes from people and businesses".
In 2025 and the coming time, Vietnam will focus on effectively implementing 6 key groups of tasks and solutions:
(1) Prioritize promoting growth associated with maintaining macroeconomic stability, controlling inflation, and ensuring major economic balances. In 2025, the GDP growth target is set at least 8% and in the following years, it is set to reach double digits.
(2) Renewing traditional growth drivers (investment, consumption, export), while strongly promoting new growth drivers (such as science - technology, innovation, digital transformation, green transformation, circular economy, sharing economy, artificial intelligence, semiconductor chips...).
(3) Promote industrialization and modernization, create substantial changes in strategic breakthroughs, and restructure the economy.
(4) Mobilize and effectively use all resources, harmoniously combining internal and external resources.
(5) Focus on ensuring social security, protecting the environment, and responding to climate change.
(6) Strengthening and enhancing national defense and security, promoting foreign affairs and international integration, creating a peaceful and stable environment and favorable conditions for national development.
The Prime Minister said that in its overall foreign policy, Vietnam determines to combine national strength with the strength of the times, promote internal strength combined with international solidarity, build self-reliance capacity along with comprehensive and extensive international integration. With that spirit, Vietnam attaches great importance to and wishes to promote and further deepen comprehensive cooperation with Central Eastern European countries, especially with traditional friends such as Poland.
On the basis of the good friendship and cooperation relationship nurtured by generations of leaders and people of the two countries over the past 75 years, the Prime Minister proposed 6 breakthroughs to bring Vietnam - Poland relations to new heights:
Firstly, create a breakthrough in enhancing the cooperative, friendly and solidarity relations between the two countries, towards a strategic partnership; promote political and diplomatic relations and exchanges of high-level delegations.
Second, create a breakthrough in economic, trade and investment cooperation; strive to achieve a bilateral trade turnover of 5 billion USD/year.
As a member of the dynamically developing ASEAN Community of more than 660 million people, Vietnam is ready to act as a bridge for Polish businesses and investors to access the ASEAN market.
For the benefit of businesses of both countries, the two sides need to actively coordinate to remove market barriers, effectively implement the EVFTA and urge EU members to soon ratify the EVIPA. The Prime Minister asked Poland to support the EC in soon removing the IUU yellow card on Vietnamese seafood.
Vietnam also hopes to welcome many Polish investors in the fields of: Agriculture, agricultural and food processing, livestock, healthcare, pharmaceuticals, renewable energy, infrastructure, supporting industries, logistics and support for Vietnam to participate more deeply in global production and value chains.
Third, create breakthroughs in cooperation to promote new, advanced and modern productive forces such as "digital production methods".
The Prime Minister suggested that Polish research institutes, universities and businesses devote more resources to cooperation with Vietnam in the fields of technology and innovation, especially green technology, clean energy, new technology, big data, artificial intelligence... and fundamental technologies such as metallurgy, machine manufacturing...
The Prime Minister believes that the Labor Consultation Mechanism that the two countries have just signed, along with the Education Cooperation Agreement to be signed in the coming time, will open up new opportunities for Vietnamese workers and young generations to access knowledge and high-level scientific and technological skills, especially in digital transformation.
Fourth, create a breakthrough in people-to-people exchange. Vietnam has decided to unilaterally exempt visas for Polish citizens holding ordinary passports in 2025 (from March 1, 2025).
Fifth, create breakthroughs in coordination and mutual support at multilateral cooperation mechanisms , especially within the framework of the United Nations; proactively and positively contribute to peace, stability, cooperation and development.
Vietnam is a bridge, promoting and connecting cooperation between Poland, the EU and ASEAN. Vietnam supports Poland in having a Treaty of Amity and Cooperation (TAC) with ASEAN.
Sixth, innovate and deepen defense and security cooperation with flexible, appropriate and effective solutions.
"Looking to the future, I firmly believe that Vietnam and Poland are facing great opportunities to bring the relationship between the two countries to new heights, becoming a model of friendly cooperation between Southeast Asia and Central Eastern Europe, for the benefit of the people of the two countries, for peace, cooperation and development in the region and the world," the Prime Minister emphasized.
