On the afternoon of December 6, Prime Minister Pham Minh Chinh, Head of the State Steering Committee for important national projects and works, key to the transport sector, chaired the 15th meeting of the Steering Committee.
The meeting was held in person and online between the Government headquarters and provinces and centrally-run cities with important national and key projects in the transport sector in the area.
Attending the meeting at the bridge locations were: Deputy Prime Minister Tran Hong Ha, Deputy Head of the Steering Committee; Minister, Head of the Government Office Tran Van Son; Minister of Transport Tran Hong Minh; Minister of Construction Nguyen Thanh Nghi; Chairman of the State Capital Management Committee at Enterprises Nguyen Hoang Anh; members of the Steering Committee, leaders of ministries, ministerial-level agencies, and agencies under the Government; Chairmen of People's Committees of provinces and cities; representatives of corporations, general companies, project management boards, investors, contractors, etc.
The meeting aims to review and urge the work after the 14th meeting and discuss solutions, continue to remove difficulties and obstacles, and speed up the progress of works and projects.
According to the report of the Ministry of Transport, at the 14th meeting, the Prime Minister assigned 83 tasks to ministries, branches and localities, focusing on removing difficulties and obstacles, speeding up investment preparation procedures for projects. Of these, 33 tasks are regular direction and management tasks, currently being actively coordinated and implemented by agencies and units.
Regarding the remaining 50 specific tasks, 41 tasks have been completed on time, including key tasks such as the Ministry of Planning and Investment completing the appraisal of the Ninh Binh-Hai Phong project through Nam Dinh and Thai Binh and the North-South high-speed railway project.
The Ministry of Natural Resources and Environment guides Lang Son province on traffic land indicators at the Dong Dang-Tra Linh project; guides Tien Giang province on sand mining in areas overlapping with the waterway and waterway protection corridor; approves the environmental impact assessment report of the Ninh Binh-Hai Phong project through Nam Dinh and Thai Binh.
The Ministry of Agriculture and Rural Development will guide localities on changing forest use purposes immediately after the National Assembly Standing Committee passes a Resolution on adjusting the policy on changing forest use purposes for the North-South expressway project in the eastern region for the 2020-2025 period.
The Ministry of Transport, on behalf of the Government, authorized by the Prime Minister, submitted and received approval from the National Assembly for the investment policy of the North-South high-speed railway project and adjusted the investment policy of the Long Thanh International Airport project; advised the Government to issue a Resolution on the implementation of the Gia Nghia-Chon Thanh project; reported to the Government Standing Committee on the investment policy to expand the Ho Chi Minh City-Long Thanh expressway section; coordinated with the Central Committee of the Ho Chi Minh Communist Youth Union to launch a voluntary emulation campaign to participate in supporting the completion of 3,000 km of expressway.
Ho Chi Minh City completes pre-feasibility study report for Ho Chi Minh City Ring Road 4 Project and submits to the Prime Minister.
Hanoi City and Cao Bang Province have completed and submitted to the Prime Minister adjustments to the investment policy for the Nam Thang Long-Tran Hung Dao urban railway project and the Dong Dang-Tra Linh expressway; the Prime Minister has approved adjustments to the investment policy for the Dong Dang-Tra Linh expressway project.
Binh Duong, Son La and Thai Binh provinces approved the Feasibility Study Report for the Ho Chi Minh City-Thu Dau Mot-Chon Thanh, Hoa Binh-Moc Chau, Ninh Binh-Hai Phong expressway projects through Nam Dinh and Thai Binh.
Regarding the implementation of projects, in recent times, ministries, branches and localities have made efforts and proactively overcome difficulties to carry out work. Most projects are being implemented closely following the set plan.
With the strong direction of the Prime Minister at the 14th meeting, localities have actively implemented site clearance work and there have been significant changes, the handed over area increased by over 20%.
However, in some projects, the implementation progress is still slow, due to some difficulties and problems such as the remaining cleared area is mainly residential land, the implementation of determining the origin and compensation plan is complicated, so the volume in some localities is still very large, not meeting the requirements...
