Promoting production linkages to boost growth in the crop sector

At the meeting on March 8, Minister of Agriculture and Environment Do Duc Duy and Deputy Minister Hoang Trung chaired the meeting to set out important directions and implement new programs and plans, with the goal of promoting strong development in the field of cultivation and plant protection in the coming years.


Contribute to 50% of total agricultural exports

Minister Do Duc Duy affirmed that only by strengthening cooperation and production linkages can the crop cultivation industry create breakthroughs, develop sustainably and meet the requirements of domestic and international markets.

According to Minister Do Duc Duy, the crop and plant protection sector has made important strides in recent years, contributing to ensuring food security and providing raw materials for the processing and export industries. With many key agricultural products such as rice, vegetables, and industrial crops, the crop sector has expanded its export market, contributing about 50% of the total export value of the agricultural sector. Along with that, the application of high technology and the development of organic agricultural production have increased the quality and value of products.

The country has established many concentrated, large-scale commodity production areas, applying scientific and technological advances. However, despite the strong development of the industry, it still faces many challenges such as high input costs, climate change affecting productivity, fierce international competition, environmental pollution and the abuse of pesticides. These challenges have reduced the competitiveness of Vietnamese agricultural products in the international market.

In order to achieve the economic growth target of 8% by 2025, Minister Do Duc Duy stated that the agricultural sector, including the cultivation and plant protection sector, will have to make great efforts to maintain a growth rate of nearly 4% - a challenging target in the context of the current economy and agricultural production. The Minister emphasized that to achieve this goal, it is necessary to review development strategies and plans in each sector, especially the cultivation and plant protection sector.

The Minister gave an example of the livestock industry having set a growth target of 4.9%, but if its full potential is exploited, it can achieve a higher growth rate. This shows that the crop production industry also has great potential for development if there are effective and reasonable solutions.

Minister Do Duc Duy affirmed that creating momentum for growth in the crop production sector is extremely important, not only to ensure food security but also to increase the value of agricultural exports.

At the meeting, Deputy Minister of Agriculture and Environment Hoang Trung reported on the situation and issues of the crop cultivation industry.

The Deputy Minister said that, in addition to making an important contribution to the economy, with nearly 50% of the total export of the agricultural sector; key products such as rice, vegetables, industrial crops have opened many international markets; many technical processes, quality standards, and legal systems support the cultivation industry...

However, production organization is still lacking in synchronization. Provinces and cities across the country are facing difficulties in building and implementing sustainable production chains between farmers and businesses. This lack of connection has led to inconsistent quality of agricultural products and has not yet created a solid brand in the international market.

The issue of crop varieties is also an important factor that needs to be addressed. Although there are some high-quality crop varieties, the improvement of varieties is still slow, especially in the context of increasingly complex climate change. Crop varieties cannot fully adapt to new climatic conditions, causing productivity and product quality to fall short of expectations.

In addition, although innovative policies to reduce agricultural material costs have been implemented, input costs remain high, especially in the Mekong Delta. Plant protection sub-departments and plant protection stations are also facing difficulties in maintaining operations, lacking human resources and financial resources to carry out inspection and supervision.

Faced with this situation, Deputy Minister Hoang Trung has proposed a number of important solutions to develop the crop production sector in the coming time. The Deputy Minister believes that the sector needs to maintain and expand export markets, especially increasing exports to China and other potential markets. Ensuring product quality and compliance with international standards are key factors to increase the value of Vietnamese agricultural products.

Strengthening agricultural processing is also an important solution to promote added value for the crop sector, avoiding the export of raw materials. Deputy Minister Hoang Trung suggested promoting research and development of high-quality plant varieties, while improving production organization, creating close links between farmers, cooperatives, processing and exporting enterprises.

Developing a breakthrough production chain

Minister Do Duc Duy said that one of the important factors to promote the growth of the crop sector is to develop production chains. Previously, the agricultural sector mainly produced on a self-sufficient basis, making and selling to domestic consumers. However, to create high added value, production chains between farmers, cooperatives and processing and export enterprises need to be formed more strongly.

Minister Do Duc Duy cited the success of some enterprises in Soc Trang, where only 2 enterprises with close links in the production chain were able to export 2 million tons of rice, contributing to the country's export target of 8 million tons. This connection not only helps increase output but also ensures stability for people and enterprises.

Minister Do Duc Duy expects that with strong production chains, application of science and digital transformation, Vietnamese agricultural products will have higher added value, ensuring quality and reputation in the international market.

Therefore, the Minister expects that the output products of agricultural products such as vegetables and fruits will have tight production chains, applying more science and digital transformation, not only helping to increase product value but also ensuring the quality and reputation of Vietnamese agricultural products in the international market.

In addition, the strong development of high-tech agriculture and organic agricultural products has proven that Vietnamese farmers are becoming increasingly intelligent, creative and ready to apply scientific advances in production. The Minister believes that this is a solid foundation for us to continue promoting the development of the crop production industry in the future.

Minister Do Duc Duy also suggested developing a circular economy in the crop production sector. According to the commander of the agriculture and environment sector, this is an area where we are still very weak, especially in the management and use of agricultural waste. Agricultural waste is actually an extremely valuable resource, but currently, we have not yet exploited it effectively.

“This issue is not only about applying technology, but also about creating an appropriate organizational system and legal framework to exploit and use resources effectively. Especially in the context of international integration, we need to quickly complete regulations, strategies and mechanisms to support the development of a circular economy in the crop production industry,” said Minister Do Duc Duy.

Therefore, the Minister proposed to continue reviewing and perfecting institutions to promptly remove difficulties and bottlenecks arising in the process of implementing legal documents to ensure compliance with reality and create growth momentum; Quickly complete the system of standards and regulations serving the State management work of the industry to ensure smoothness, effectiveness and efficiency.

In addition, closely follow weather and climate conditions, market developments and closely coordinate with local professional agencies to manage seasonal structures, direct production promptly and flexibly to successfully protect production crops during the year, thereby creating high-quality products to meet market requirements.

In addition, synchronously deploy solutions to improve and enhance soil health associated with plant nutrition to contribute to building sustainable agriculture; Review administrative procedures, proactively propose to reduce the time to process records and the number of administrative procedures.

The Minister also suggested that it is necessary to study and reform and optimize the system of plant protection branches and stations to be able to carry out disease control, forecasting and prevention more effectively.

“Each comrade here, with his or her own role and responsibility, should contribute ideas and be creative together to find the most optimal solutions, thereby developing the agricultural sector sustainably, with high added value and protecting the environment, for the development of the country and improving the lives of farmers,” the head of the agricultural and environmental sector expressed.
