On March 5, Prime Minister Pham Minh Chinh chaired the regular Government meeting in February 2025 to assess the socio-economic situation in February and the first two months; national target programs; disbursement of public investment capital; implementation of Resolution 25 of the Government on direction and administration; rice production and export and key directions in the coming time.

The meeting was held directly at the Government Headquarters, online with 13 provinces and cities in the Mekong Delta region.

Attending the meeting were Permanent Deputy Prime Minister Nguyen Hoa Binh; Deputy Prime Ministers Tran Hong Ha, Le Thanh Long, Ho Duc Phoc, Bui Thanh Son, Nguyen Chi Dung, Mai Van Chinh; Vice President Vo Thi Anh Xuan; Ministers, heads of ministerial-level agencies, agencies under the Government; representatives of leaders of a number of Central Party Committees, Commissions, agencies and National Assembly, and a number of economic groups.

Opening the meeting, Prime Minister Pham Minh Chinh said that recently the world situation has continued to develop rapidly, complicatedly, and unpredictably.

Strategic competition is increasingly fierce; some countries are adjusting trade policies, especially tax policies, affecting import and export, global supply and demand; the world economy is still facing difficulties and recovering slowly.

Meanwhile, domestically, along with carrying out regular work, we focus on reorganizing the apparatus, especially the arrangement of administrative units; continue to promote growth; implement Resolution 57 of the Politburo on science and technology, innovation, digital transformation; focus on celebrating major national holidays...

In that context, thanks to the drastic participation of the entire political system, business community and people nationwide under the leadership of the Party, headed by the General Secretary and the help of international friends, the socio-economic situation in February and the first two months was better than the same period last year in all areas.

In particular, the macro economy is basically stable; inflation is controlled, major balances of the economy are ensured; growth is promoted; the agricultural, industrial and service sectors have many positive signals.

Cultural and social fields are focused on; socio-political stability; national defense and security are maintained and strengthened; foreign affairs are promoted.

However, the Prime Minister noted that we must not be negligent or subjective, because in the context of weak global economic recovery, while Vietnam is a developing country, the economy is in transition, the scale of the economy is still limited, openness is large, and resilience to external shocks is still limited.

The Prime Minister requested members of the Government and delegates to focus on closely assessing the socio-economic situation, emerging issues in February; good and bad points; causes and lessons learned in the implementation process at both the central and local levels.

Along with that, delegates analyzed the context, the situation in March and the coming time, what is noteworthy; emerging issues and Vietnam's policies to continue maintaining macroeconomic stability, promoting growth, controlling inflation; the management of monetary policy, fiscal policy, etc.

Along with performing regular tasks well, stakeholders must monitor, grasp the situation and adapt flexibly and effectively to arising issues.

In particular, the Prime Minister requested delegates to propose key leadership, direction and management priorities in the coming time so that by 2025, growth must be at least 8%, contributing significantly to the successful implementation of the 5-year Socio-Economic Development Plan 2021-2025, creating momentum, creating force, creating foundation, creating new momentum to firmly enter a new era, an era of rising up, building a rich, civilized, prosperous country, with a prosperous and happy people...

According to the Ministry of Finance, the socio-economic situation in the first two months of 2025 achieved many positive results, better than the previous month and the same period last year; people, businesses, domestic and foreign investors, financial institutions, international credit rating organizations... increased their confidence in the economic prospects.

In which, the macro economy is stable, inflation is controlled, major balances are ensured. The average consumer price index (CPI) in 2 months increased by 3.27% over the same period.

State budget revenue reached 25.4% of the estimate, up 25.7% over the same period. Import-export turnover in 02 months increased by 12% over the same period, of which trade surplus was estimated at 1.47 billion USD. Total registered FDI capital was over 6.9 billion USD, up 35.5% over the same period; realized capital reached nearly 3 billion USD, up 5.4%.

Major balances, energy security, food security are ensured; budget deficit, public debt, government debt, and foreign debt are well controlled. Production and business activities grow positively, the industrial production index (IIP) in February increased by 16.7% over the same period, and increased by 7.0% in 2 months.

The Government and the Prime Minister have directed strongly and focused on perfecting institutions, improving the investment and business environment; handling backlogs and obstacles; promoting key infrastructure projects; promoting new growth drivers; focusing on doing well social security work, ensuring people's lives.

The fields of culture, society, tourism, sports, information and communication continue to receive attention and promotion. The Politburo decided to exempt tuition fees for students until the end of general education from the 2025-2026 school year.

In particular, all levels, sectors and localities have resolutely implemented, ensuring progress, requirements for restructuring and streamlining the apparatus; continued to promote the fight against corruption, waste and negativity; ensured political stability, independence and national sovereignty. The security and order situation is basically stable; many large-scale online and transnational fraud rings have been dismantled; foreign affairs and international integration have been proactively, comprehensively and effectively implemented, including the successful organization of the ASEAN Future Forum...
