On September 9, at the Government headquarters, under the chairmanship of Prime Minister Pham Minh Chinh, the Government held its regular meeting for August 2023. Attending the meeting were Deputy Prime Ministers Le Minh Khai, Tran Hong Ha, Tran Luu Quang; Ministers, Heads of ministerial-level agencies, and Government agencies.

At this meeting, the Government discussed and assessed the socio-economic situation in August and the first 8 months of 2023; the implementation of the socio-economic recovery and development program, allocation and disbursement of public investment capital, implementation of 3 national target programs; the improvement of the investment and business environment, and enhancement of national competitiveness.

Along with that, the Government reviewed reports on the implementation of the 2023 socio-economic development plan, the projected 2024 socio-economic development plan; mid-term assessment of the implementation of the 5-year socio-economic development plan (2021 - 2025); implementation of the 2023 public investment plan, the projected 2024 public investment plan; mid-term assessment of the medium-term public investment plan for the 2021-2025 period and a number of other important issues.

Socio-economic situation in August continues positive trend

After listening to the opinions and concluding the meeting, Prime Minister Pham Minh Chinh affirmed that in the context of international and domestic difficulties, thanks to the drastic participation of the entire political system, the People and the business community, under the leadership of the Party, the socio-economic situation in August continued to trend positively, many areas achieved better results than in July, maintaining the momentum of "next month is better than the previous month, next quarter is better than the previous quarter", contributing to the overall results of the first 8 months of 2023.

In August and 8 months, the most important result is that we achieved the general goals set out in the Resolutions and Conclusions of the Party Central Committee, the National Assembly, and the Government. These are: The macro economy remained stable; inflation was controlled; growth was promoted; major balances, social security, and people's lives were ensured; politics and society were stable; national defense and security were maintained; foreign affairs and international integration were promoted; a peaceful and stable environment for national development was maintained.

Analyzing the results, shortcomings, limitations, difficulties, challenges, causes and lessons learned, the Prime Minister emphasized 6 lessons learned. In particular, he emphasized strictly implementing the leadership and direction of the Party, State and Government; tightening discipline and order in management and direction; strengthening solidarity, unity and improving coordination efficiency between ministries, branches and localities; grasping the situation, responding to policies quickly, promptly and effectively according to assigned functions, tasks and authorities.

Along with that, it is necessary to promote the spirit of self-reliance and self-improvement, the more difficult it is, the more effort and rise up; promote the spirit of daring to think, daring to do, daring to take responsibility for the common interest; promote decentralization, delegation of authority, promote the responsibility of leaders associated with appropriate resource allocation and strengthen inspection, supervision and control of power; clear, mobilize and effectively use all internal and external resources; speed up key projects and works; promote administrative procedure reform, improve the investment and business environment; actively listen and resolutely and promptly remove difficulties and obstacles of people and businesses.

Resolutely remove difficulties, promote production and business

Analyzing the situation, specifying the key tasks and solutions to be implemented in September, the remaining months of 2023 and the coming time, the Prime Minister emphasized that it is necessary to be determined, persistent and resolute to implement the set general goals.

It is important to develop appropriate response plans and scenarios, including both short-term breakthrough solutions and fundamental, long-term solutions; at the same time, prioritizing growth promotion, focusing on removing difficulties and obstacles for production and business, while maintaining macroeconomic stability and ensuring social security and people's lives.

“This is a particularly important issue that needs to be clearly identified as a key task of all levels, sectors, and localities in September and the last months of 2023,” the Prime Minister noted.

The Prime Minister requested ministries, branches and localities to continue to resolutely and effectively implement the Resolution of the 13th National Party Congress, the Resolutions and Conclusions of the Central Committee, the Politburo, the Secretariat, key leaders; of the National Assembly, the Government and the direction of the Prime Minister.

“The spirit is to resolutely not retreat in the face of difficulties; not say no, not say difficult, not say yes but not do; protect cadres who dare to think and dare to do for the common good, but also resolutely handle cases of harassment, negativity, evasion, and shirking of responsibility; resolutely remove difficulties for people and businesses to promote production and business,” the Prime Minister emphasized.

In particular, Prime Minister Pham Minh Chinh requested to focus on promoting 3 growth drivers. In particular, in terms of investment, it is necessary to accelerate the disbursement of public investment capital, resolutely implement the Socio-Economic Recovery and Development Program, 3 National Target Programs; maximize investment resources of corporations and State-owned enterprises; further promote private investment and foreign investment; strengthen public-private partnership (PPP); actively and proactively attract selective FDI, ensuring quality; focus on technology transfer, linkage with domestic enterprises and participation in regional and global supply chains.

Regarding export momentum, the Prime Minister directed to maintain and consolidate traditional markets and actively expand new markets; strengthen guidance and support for people and businesses to improve the quality of products and services to meet new conditions and standards, especially green standards; take advantage of opportunities from signed FTAs; promote negotiations and signing of new agreements, commitments and trade links.

Regarding consumption, the Prime Minister requested to focus on strongly developing the domestic market; promote the campaign "Vietnamese people prioritize using Vietnamese goods"; widely organize promotional programs to stimulate consumption; strongly develop e-commerce; strengthen connections, ensure balance of supply and demand of goods, especially essential goods; strengthen prevention and combat of smuggling and trade fraud...

Regarding fiscal and monetary policy management, the Prime Minister proposed to continue implementing proactive, flexible, timely and effective monetary policy; coordinate synchronously, closely and harmoniously with a reasonable, focused, effective, rapid and decisive expansionary fiscal policy and other policies to prioritize promoting growth while ensuring macroeconomic stability.

Considering that the work of macroeconomic coordination among ministries and sectors is important, the Prime Minister requested the Ministry of Planning and Investment, Finance, Industry and Trade, the State Bank and other ministries, sectors and localities to closely monitor developments in the international and domestic situation in order to have synchronous, appropriate, timely and effective policy responses. Special attention should be paid to and lessons learned from this.

The Head of Government requested to ensure the progress and quality of regional and provincial planning and to complete it in 2023. At the same time, focus on implementing the 8th Power Plan; first of all, complete and immediately issue the implementation plan in September 2023.

In addition, focus on developing key sectors and fields such as industry, especially processing and manufacturing, agriculture, services, and tourism; continue to focus on removing difficulties and obstacles, reforming administrative procedures, digital transformation, and implementing Project 06; focus on developing cultural and social fields, ensuring national defense and security; strengthen foreign affairs; strengthen information and communication work to create consensus and solidarity in the whole society and international solidarity.

The Prime Minister has assigned specific tasks to each ministry, sector and locality. In particular, the Prime Minister requested that the People's Committees of provinces and centrally-run cities focus on proactively implementing well the work of establishing, appraising, approving or reporting plans within their authority; further promoting the disbursement of public investment capital, the Socio-Economic Recovery and Development Program, and the 3 National Target Programs in the area.

Localities must focus on site clearance, preparation of raw materials for filling and serving the construction of expressway projects through the area; promote administrative procedure reform; focus on removing difficulties and obstacles for production and business according to their authority; proactively have policies to support businesses and workers with specific programs, plans and projects; strengthen discipline, strictly handle and promptly replace cases of cadres and civil servants who avoid, shirk responsibility, are afraid of responsibility and violate the law.
