Prime Minister Pham Minh Chinh has just signed Official Dispatch No. 27 to the Ministers of Transport, Science and Technology, Construction, Natural Resources and Environment; Chairmen of People's Committees of provinces and centrally-run cities on urgently completing and promulgating National Technical Regulations on expressways and reporting the results of research on investment plans and upgrading expressways that have been invested in to reach the scale of complete expressways.

The dispatch stated that in the past time, the Government and the Prime Minister have issued many instructions, especially the dispatch No. 794 on the development and promulgation of National Technical Regulations on expressways and research and implementation of investment in upgrading expressways that have been invested to reach the scale of complete expressways. The Ministry of Transport, the Ministry of Science and Technology and other ministries, branches and localities have actively and made efforts to implement the assigned tasks.

The early completion and promulgation of the National Technical Regulations on Expressways is very necessary and urgent. This is an important legal basis for planning, designing, managing investment in construction and operation, and exploiting new expressway projects, as well as promptly upgrading invested expressways according to a phased scale (especially expressways with a scale of 2 lanes, expressways lacking emergency lanes, lacking auxiliary works, rest stops, inappropriate intersections, etc.).

In order to promptly overcome the shortcomings and potential risks of traffic insecurity, traffic congestion, traffic accidents, and improve the capacity and efficiency of exploiting expressways, the Prime Minister requested the Minister of Transport to urgently complete and promulgate the National Technical Regulations on Expressways, paying attention to carefully reviewing and ensuring strict and full implementation of the Prime Minister's direction on the development of National Technical Regulations on Expressways.

Organize, manage and operate expressways to ensure convenience, safety, efficiency... in accordance with the requirements and conditions of socio-economic development of localities and regions, connect regions, maximize investment efficiency of expressways, create new development space, create momentum for socio-economic development of localities and regions. Complete before April 5, 2024.

In addition, the Ministries of Science and Technology, Construction, and Natural Resources and Environment, according to their functions and tasks, proactively work with the Ministry of Transport in the process of implementing the tasks.

Regarding the research, investment implementation, and immediate upgrading of expressways currently in operation and being invested in according to a phased scale to reach the scale of completed expressways, the Chairmen of the People's Committees of provinces and centrally-run cities urgently send investment plans and upgrades of expressways that have been and are being invested in according to a phased scale to the Ministry of Transport under the direction of the Prime Minister.

The Minister of Transport urgently reports to the Prime Minister the results of research on investment plans and upgrading of expressways that have been invested in phases to reach the scale of complete expressways, in accordance with design standards, technical regulations, and transportation needs, including specific solutions for the earliest investment in expressways with a scale of 2 lanes, expressways lacking emergency lanes, lacking rest stops, etc.

At the same time, Deputy Prime Minister Tran Hong Ha is assigned to directly direct, the Government Office monitors and urges the implementation of this Official Dispatch, promptly synthesizes and reports to the Prime Minister on arising issues.

The Prime Minister requests the Ministers of the Ministries of Transport, Science and Technology, Construction, Natural Resources and Environment, Chairmen of the People's Committees of provinces and centrally-run cities and Heads of relevant agencies to urgently implement this Official Dispatch .
